Today, all of Delhi will rehearse for a quake situation

At 11.30 am on Wednesday, all disaster management forces will set into action to contain the 'damage' due to a 7.9-magnitude earthquake on the Delhi-Moradabad fault line, with its epicentre 275 km from the city.

This is the basis of a mock drill planned by the Delhi Disaster Management Authority (DDMA) and the National Disaster Management Authority (NDMA).

"There will be no tremors felt, but there will be a response to the eventuality of an earthquake. Hypothetically, certain buildings will collapse, there will be fire in some places, gas would have leaked at the CNG stations, vehicles would have collided, flyovers, Metro pillars and tracks would have developed cracks. There will be dummy injuries and casualties — we have trained forces from the civil defence — trapped in collapsed buildings and under fire. There would be largescale evacuation exercises in schools, colleges, hospitals, shopping malls, cinema houses, etc. The injured would be rushed to hospitals," said Vijay Dev, secretary, DDMA.

The simulation exercises, likely to last till 1 pm, will see real-time disaster response across 218 government-run and 24 private schools, 31 colleges, 11 government-run and 11 private hospitals, four cinema halls, 19 RWAs, 13 government office buildings, eight market trade associations, two petrol pumps, three high rise buildings, eight malls, seven Metro stations, four offices of the district commissioners, six flyovers, eight CNG/LPG stations, one road accident site, one hotel, one foot overbridge, three slums, one petroleum installation and at Terminal 3 of the Delhi Airport.

"A common citizen needs to learn what all he can do to lessen the impact of natural tragedies. So far, the public is not aware, and neither is the government department. The most important part of dealing with a crisis is the response of various government agencies and the coordination between them at the district, state and national level," Dev said.

Independent observers from the Army and disaster management NGO Philanthrope will witness and prepare a report on the state-level exercise.

"Many shortcomings are expected in the exercise. We need to learn our lessons, know the lacunae, and based on that enhance our capacity and capability," Dev said.
