Japan Offers to Set Up Plant in India for US-2 Aircraft

New Delhi: Japan's ShinMaywa Industries, the manufacturer of US-2 amphibious aircraft that India is eyeing, is betting big on the 'Make in India' initiative and has offered to set up a plant here to cater to international demands.

The move comes as the Navy plans to procure six such aircraft, under a government to government deal, between 2017 and 2022. Six are proposed to be bought in the next phase.
"The deal when inked will have a 30 per cent offset clause. Under this offset clause, ShinMaywa wants to set up a plant in India to cater to the global market since the demand for the aircraft is high," defence sources said.

The project has been in the works since 2011 but got a renewed push following Prime Minister Narendra Modi's visit to Japan in 2014 and a return trip by Japanese PM Shinzo Abe here last December.

Capabilities of US-2 ShinMaywa explained
Sources said the deal could be be a "government to government" exercise with the initial purchase being off the shelf.

"It is not simple to start manufacturing here. There has to be the necessary infrastructure and expertise," sources said.

If the deal goes through, it would be the first major export of Japanese defence item after it lifted decades-long self-imposed embargo on export of weapons.
The aircraft, which can land on choppy waters and have long-range civilian and military applications, are being sought by the Navy to monitor India's vast coastline, islands and for use is disaster relief.

Sources said that for the Indian Navy, the next priority project is the P-75 India, under which it plans to build six more conventional submarines.
Also on priority are six nuclear-powered submarines for which the Cabinet Committee on Security had given the go ahead last February.
"P75I and nuclear submarines are the main focus right now besides the development of next indigenous aircraft carrier," sources said.

Amphibian aircraft can take off and land on both land and water. Seven of these aircraft are operated as Search and Rescue Amphibians by Japanese military.
Including its predecessor US-1, the amphibians have been dispatched over 900 times to rescue victims of maritime accidents.

A ShinMaywa representative said it has not tied up with any Indian firm for the project but has been in talks with several of them since 2011.

Atleast he is spending money to create a positive image of the country and bring in huge amounts of investments, which went down due to con-party and leftist / secular loot of the country, unlike italian maffia swindeling everything into their coffers!

Not gonna happen mate when fundamentals are wrong.

The factor markets i.e. both land and labour are a mess. Cannot expect investment till both of them are sorted out.

Turbomeca Arrius 2G1 Engine powers the Kamov Ka-226T Light Helicopter

NEW DELHI: An Indo-Russian joint venture to produce a new series of light military choppers in India is likely to rope in at least one private sector partner for the $1-billion project, with Pune based Bharat Forge emerging as a likely contender to manufacture engines.

With talks on the joint production of over 200 Kamov Ka 226 chopper progressing after an agreement was inked during PM Narendra Modi's visit to Moscow in December, officials have said that there is scope for one or two private sector companies to contribute.

A senior team from Russian Helicopters is currently in New Delhi to sort out technical and financial aspects of the deal which will provide the army much-needed light choppers for operations in high altitude areas like the Siachen glacier where antiquated aircraft like the Cheetah helicopters are still operating.

Apache & Chinook Will Strengthen India's Defence Capabilities: Dennis Swanson, Boeing Defense

Boeing's sourcing from India has more than doubled since 'Make in India', says Dennis Swanson, Vice President, Boeing Defense, Space & Security in India. In an email interview with Economictimes.com's Smriti Jain & Ruchi Bambha, Swanson says India is one of the most important markets for Boeing internationally and that the company supports Modi government's drive towards improving the ease of doing business.

Edited Excerpts:
What is your take on the government's special focus on 'Make in India' for the defence sector? Is Boeing looking to aggressively be a part of the indigenisation drive?

Boeing has played a significant role in developing India's aerospace and defense sector for more than 20 years through integrating Indian companies in our global supply chain, so we welcome the Prime Minister's vision. We continue to increase our presence, and our strategies are aimed at helping Indian partners build a strong manufacturing infrastructure.

Boeing has been building long-term partnerships with Indian companies that are helping create the indigenous aerospace and defense infrastructure envisioned through "Make in India."
For example, Boeing started work with Dynamatic Technologies in 2010 on P-8I and expanded in 2013 to include the CH-47 Chinook helicopter. Boeing inaugurated a plant soon after the launch of Make in India to manufacture critical parts (ramp and pylon) for the Chinook.

Boeing has also announced a JV with Tata Advanced Systems Limited (TASL) that will manufacture aerostructures for aircraft and collaborate on integrated systems development opportunities in India. The JV will initially create a manufacturing center of excellence to produce aerostructures for the AH-64 Apache helicopter and will compete for additional manufacturing work packages across Boeing platforms.

Boeing has partnered Rossell Techsys on manufacturing wire harness components for F/A-18 and F-15 programs. Significant joint investment in curriculums and a skill-development project at Rossell with students, in a three-way collaboration including Boeing and NETTUR Technical Training Foundation.

Boeing's sourcing from India has more than doubled since "Make in India" launched in September 2014. By 2020, we hope to increase it by four times the 2014 level.
We have accelerated our efforts to make in India. Boeing presently has 18 tier I suppliers and 120 indirect suppliers from India providing parts and assemblies covering commodities such as aerostructures, wire harness, composites, forgings, avionics mission systems, and ground support equipment for military aircraft such as the P-8, F/A-18, F-15, CH-47 Chinook and AH-64 Apache, indicative of the complex manufacturing capabilities that Indian companies are capable of developing for the global market.

Walk us through what the signing of the long-pending Apache & Chinook deal means for Boeing...
We look forward to delivering the newest Apache and Chinook and remain focused on delivering on its commitments to the Indian Air Force and India's Ministry of Defence. The Apache and Chinook represent the best of high-performing attack and heavy lift helicopter technologies from Boeing that will strengthen India's defense capabilities across a range of military and humanitarian missions.
This acquisition further expands Boeing's engagement and presence in India. Today, the Indian Air Force and Indian Navy are successfully completing their military, surveillance and humanitarian relief missions on Boeing-made C-17 Globemaster III strategic airlift aircraft and P-8I maritime surveillance and anti-submarine warfare aircraft.

When will Boeing deliver first batch of Apache & Chinook choppers to India?

Deliveries will commence in 2019.

Recently Boeing selected India's Tata Advanced Systems to jointly produce aerostructures for the AH-64 Apache helicopter. What, according to you, does Boeing's JV with Tata Advanced Systems mean for Indian aerospace sector?
The JV will initially produce Apache helicopter fuselages for global markets and additional opportunities for the manufacturing and systems integration of Boeing's platforms are being identified that the entity will be able to competitively bid for. The entity will also explore integrated systems development opportunities in India. Significant investments are being made by both Boeing and TASL to make the JV a success, enhance the manufacturing competitiveness of the country's industrial base and bring best value to our customers. The co-production and exploration of co-development of technologies with our Indian partners is a key part of our growth strategy.

What is the progress on your defence manufacturing partnership with Tata for drones? What is your take on the market for UAVs in the defence space?
We are in discussions on options for further collaboration opportunities. TASL has demonstrated that it has the capability and growth potential to make a transformational leap in the development of technologies.
There is tremendous potential for the application of UAVs in India for intelligence, surveillance and reconnaissance (ISR), coastal surveillance, antipiracy, search and rescue assistance and maritime domain awareness.

Where does India feature in Boeing Defence's medium & long term plans?
India is one of the most important markets for Boeing internationally. Boeing's defense trade with India constitutes three-fourths of cumulative defense trade by US companies in India with the sale of C-17 Globemaster III strategic airlifters to the Indian Air Force, P-8I long range maritime reconnaissance and anti-submarine warfare aircraft, Harpoon missiles to the Indian Air Force and Indian Navy as well as sourcing partnerships with Indian firms.

Boeing sees further opportunities for P-8I long range maritime reconnaissance and anti-submarine warfare aircraft, AH-64 Apache attack helicopters, CH-47F Chinook heavy-lift helicopters, weapons such as Harpoon missiles, unmanned systems, and services and support.

Boeing's business strategy has a twin focus in India - firstly, to provide a winning platform to our military customers, with state-of-the-art, reliable, and fuel-efficient products, underscored by life-cycle support services; and secondly, to create an eco-system for the aerospace industry in India, through partnerships with local companies. Going forward, you will see Boeing increasing its presence in India and continue to strengthen its partnerships with Indian companies to align with the government's Make in India vision.

Are there any new areas in India's defence sector where Boeing is looking to expand?
Boeing sees further opportunities for AH-64 Apache attack helicopters, CH-47F Chinook heavy-lift helicopters, weapons such as Harpoon missiles and unmanned systems. As the modernization effort of India's armed forces progresses with the acquisition of new platforms and upgradation of existing ones, a major focus is on ensuring operational readiness to ensure platforms are available through their lifecycle. We are ramping up our support and training capabilities to help customers achieve maximum operational and mission-readiness of their fleet. On our industry strategy, we will continue to increase our engagement with Indian suppliers and invest in long term partnerships.

According to an ET report, Boeing was among the US defence firms that urged PM Modi to simplify the bidding process. What are the policy areas that you think the Indian government needs to work on to encourage private participation in defence?
We are encouraged with many of the policy changes such as FDI and offset. We support the Government of India's drive towards improving the ease of doing business with India.

PM Modi has time and again stressed on the need for cyber security. What are Boeing's plans for India's cyber security market?
Boeing continues to look at ways to support India's security needs. Boeing has capabilities in all aspects of security to assist in India's modernization effort.

How important was Defence Minister Manohar Parrikar's US visit for furthering defence ties between the two nations?
It signifies that the partnership between the two countries is becoming stronger. We have seen great positive energy and strong participation across our governments.

SAAB, Kalyani Group to Set Up Joint Venture Company in India

To manufacture air defence systems — short range surface to air missile and very short range air defence systems
Swedish Defence and security company Saab has teamed up with Kalyani Strategic Systems Ltd (KSSL), the defence arm of the Kalyani Group, to prepare for a joint venture company in India for the SRSAM (short range surface-to-air missile) and VSHORAD (very short range air defence systems) air defence programs.

The joint venture, to be set up by Saab and KSSL, aims at handling the main part of production and delivery of these air defence systems to Indian customers. The production in India will comprise subsystems and systems for SRSAM and VSHORAD with the aim to transfer production as well as development knowledge to India.

In February 2014, Saab and transport specialist Ashok Leyland had joined forces to compete for the Indian Army's SRSAM air defence program. Saab and Ashok Leyland were to meet the SRSAM requirement with a new solution that combined the Saab BAMSE missile system with Ashok Leyland's vehicles.

Commenting on the JV proposal, Görgen Johansson, head of Saab business area Dynamics, said in a statement, "I am glad to announce our contribution to Make in India through our agreement with KSSL and the Kalyani Group to establish a joint venture company in India for the Air Defence Programmes. The JV is already under preparation within both companies, and will be ready to launch soon."

In order to secure production quality, orders of missile parts have already been issued to KSSL and production readiness reviews are ongoing, Saab said in a statement. Saab and KSSL are already planning for technology transfer for different packages within the programs.

"The JV company will combine Saab's knowledge and experience as a developer and supplier of high technology radar and missile systems, with the engineering excellence and manufacturing capabilities of the Kalyani Group. The JV will create a global supplier in the area of Ground Based Air Defence Systems based in India", noted Amit Kalyani, Executive Director at Kalyani Group, in the statement.

KSSL, a 100 per cent subsidiary of Bharat Forge Ltd, is a part of the Kalyani Group, a conglomerate engaged in forging for automotive and non-automotive sector, speciality steels and infrastructure. KSSL is the principal company of the Kalyani Group formed for undertaking defence and aerospace business initiatives by leveraging the Groups’ expertise.

BAE Systems Selects Mahindra For $700M M777 Howitzers Deal
BAE Systems has selected Mahindra as its India partner for USD 700 million worth deal for the supply of 145 M777 howitzers, an ultralight weight artillery guns with a strike range of 25 kms.

The gun deal would be through Foreign Military Sales (FMS) but the “spares, maintenance and ammunition will be operated through Indian systems”, defence sources were quoted as saying PTI today.

“BAE Systems has down-selected Mahindra as its business partner for the proposed in-country Assembly, Integration & Test (AIT) facility for the M777 Ultra Lightweight Howitzer,” BAE said in a statement.

India and the United States are in discussion for supply of 145 M777A2 LW155 howitzers for the Indian Army, it said. “BAE Systems looks forward to working with Mahindra in the coming weeks to finalize details of this AIT facility and to negotiate the terms of its contractual arrangement,” the company said.

Last year, BAE developed and submitted a US government- supported proposal offering a higher degree of indigenization on the M777 weapon system. The highlight of this is the commitment to establish AIT capabilities in India in partnership with a domestic Indian company. “The selection follows a detailed assessment of Mahindra’s ability to fulfill the requirements and provide the best value to the M777 India programme, and in the future, grow its capability as a strategic partner for BAE Systems in India,” it said.

Joe Senftle, Vice President and General Manager, Weapon Systems, BAE Systems said that as a founding partner of defence manufacturing in India, BAE Systems “is pleased to partner with Mahindra”.

'Make in India Week' gets Rs 15.2 lakh crore investment commitments

MUMBAI: The week-long Make in India event here has secured investment commitments worth Rs 15.2 lakh crore, with host state Maharashtra alone accounting for Rs 8 lakh crore.

Besides, it received investment enquiries worth Rs 1.5 lakh crore.

"The multi-sectoral Make in India Week has been a great success. We've managed to get investment commitments to the tune of over Rs 15.2 lakh crore from the event," DIPP Secretary Amitabh Kant told reporters at the closing press meet at the MMRDA Grounds here today.

He is hopeful that the summit will create a favourable environment for investors from across the world.

Out of the total investment commitments, the host state made up for more than half, at Rs 8 lakh crore, Kant said, adding that Maharashtra could become the gateway for the rest of the country.

Out of the total commitment pie, 30 per cent have come from foreign players.

"We have already opened the economy across sectors to the world. We're now showcasing, connecting and collaborating for manufacturing in the country," Kant said, adding that the summit is not about manufacturing alone, but innovation and nurturing inventors.

Prime Minister Narendra Modi had on February 13 inaugurated the maiden Make in India Week at the MMRDA Grounds at BKC in Central Mumbai.

The jamboree, for which the Modi-led government has reportedly spent close to Rs 100 crore in marketing alone, is part of the government's push to create jobs by increasing the share of manufacturing to GDP to 25 per cent over the next decade, from the 16-17 per cent now. The domestic economy has for long been supported by the services sector, which alone contributes more than 60 per cent of GDP.

The summit, despite a reasonably good participation from Corporate India and global companies, had its own share of shortcomings, with poor coordination among various agencies such as DIPP, PIB and industry lobby CII coming to the fore.

On the very thin participation from north-eastern states, Kant said, "Every state has different core competency. I am from the Kerala cadre and I believe that Kerala is a great state for travel and tourism, but is not a great state for industrialisation."

He added: "My personal view is that north-eastern states need to be developed with sustainability and innovativeness. If you force too much of industrialisation in those areas, you will spoil the natural surroundings of the region. Let's not force every state to be Maharashtra or Gujarat... that will not be correct."

However, it can be noted that most of the non-NDA states barring Karnataka, which is ruled by the main Opposition Congress, and Odisha ruled by the BJD, kept away from the summit.

Over 2,500 international and 8,000 domestic companies are claimed to have participated in the week-long multi- sectoral industrial event, apart foreign government delegations from 68 countries and business teams from 72 nations.

The opening ceremony was also attended by Prime Ministers of Sweden, Finland and Deputy Premier of Poland, besides other foreign ministers.

As many as 17 states, mostly BJP-ruled ones, participated in the expo and there were over 50 seminars.

Gujarat, Madhya Pradesh, Haryana, Odisha and Punjab had dedicated state-centric sessions too.

The opening cultural night at Girgaum Beach turned out to be a flop after a massive fire broke out early into the event, which had the entire state government in attendance. Luckily, there was no human casualty.

Similarly, many were critical of the high food prices at the fooprices at the food courts and the high security, which didn't allow home-made foods.

Satellite Manufacturing Unit To Come Up In Nagpur

Nagpur: The Multi Modal International Passenger and Cargo Hub (MIHAN) in Nagpur will soon have a satellite manufacturing unit.

The unit will be set up at an estimated cost of Rs. 150 crore by CANEUS, a Canada-based company owned by an NRI Milind Pimprikar. A MoU in this regard was signed in the presence of Union Transport and Shipping Minister Nitin Gadkari and Nagpur guardian minister Chandrashekhar Bawankule by Managing Director of Mihan, Vishwas Patil and Mr Pimprikar, yesterday.
On the occasion, Mr Gadkari said Mr Pimprikar was earlier planning to set up the unit in Bengaluru but was later persuaded to select Nagpur during the just-concluded 'Make In India Week' in Mumbai.

"Fifty acres of land has been provided in Mihan for the unit and once completed, it will provide employment to around 400 to 500 persons," Mr Gadkari said.

He said Mr Pimprikar has been supplying satellites for various projects like Railways, agriculture, road development etc in the country and also works with ISRO's MRO centre.
Mr Pimprikar said his company uses micro and nano technology to produce satellites as per customers' demand.

"We provide affordable satellites. Specific satellites are needed as per usage at departments like Railways traffic management, shipping etc. Satellites are needed in every field including agriculture and we strive to fill that need," he told reporters in an informal meet in Nagpur.

Mr Pimprikar said bigger satellites costs around about USD 300 to 400 million but his company provides them at lower rates.

"The aircraft of the future will be wireless and we have worked on wireless technology for NASA. This technology can be used in Nagpur in future," he said.
CANEUS founder and chairman, Mr Pimprikar completed his education in Nandur of Vidarbha region and later studied engineering from Pune. He shifted to Canada 35 years ago and founded CANEUS, which is now active in 23 countries.

Tumkur Villages Get Ready to Welcome HAL with Skilled Workforce
A team of seven techies has formed an NGO and tied up with resource persons and reputed manpower training centres across India to train Tumakuru's rural youth

For over a month, students of computer science, management and commerce from various colleges of Tumakuru, particularly girls, are undergoing refresher courses in financial management and other managerial skills at the Channabasaveshwara Institute of Technology (CIT) - the lone engineering college in Gubbi taluk of Tumakuru from where the public sector Navaratna Hindustan Aeronautics Limited (HAL) will soon roll out choppers for the Indian armed forces.

This bunch of students, hailing from the rural background of Tumakuru, are the face of quality manpower that will cater to several multinational companies (MNCs) planning to invest in Tumakuru - 70 Km from Bengaluru, which will be converted into a manufacturing hub by the Central government.

These students are getting their financial and other managerial skills honed by a team of seven ambitious engineers and management professionals with years of international experience, and who are equally enthusiastic youngsters who hail from the same district.
Their mission is to create a ready pool of talent from their home district for industries setting up shop across Tumakuru in various sectors.

While a few of the young trainers have quit their cosy jobs in MNCs to return to their roots to train locals, a few others are chipping in alongside their own career pursuits.

HAL will start rolling out the Light Utility Helicopter out of its Tumkur Plant
Their aim is to make the young locals job-ready by inculcating in them technical and managerial skills which MNCs seek. The collective efforts of these techies has now led to the setting up a centre for Skilling and Social Actions Tumakuru (SASAT).

SASAT has been organising training programmes and refresher courses for the rural youth of Tumakuru by tying up with resource persons and reputed manpower training centres across India.
To begin with their vision map, the team is training young women from the rural background from various colleges of Tumakuru in financial management.

Although the team has plans to lend quality training to youngsters in about 800 villages of Gubbi taluk, presently their focus is on only 10-12 villages which have either lost land to HAL's chopper unit in Gubbi or share a boundaries with it and the proposed Aerospace Park in the vicinity.

THE OBJECTIVE
The training team is the in process of preparing a database of talent pool available in the Gubbi taluk enabling the industries to recruit from local talent.

"Our objective is this: When HAL or any other industry plans to recruit local labour force, youngsters from these villages should not be left behind for lack of technical skills. Be it technical or managerial skills, we will provide them with all the required training so the local young generation get some dignified job for a better future," says CIT director Dr DS Suresh, who has the expertise in embedded systems and is one of the few key engineers instrumental in giving base to Toshiba in India to start its business operations. "Despite valid degrees from universities and boards, present day students lack skills. Through SASA we want to overcome that shortfall and empower them with latest skills by providing top most training."

Dr Sridhar KN, an expert on cloud computing who holds PhD from Singapore and a post-doctoral degree from Italy, says, "SASAT will serve as a technical incubation centre for the local youth; if anyone thinks he or she lacks the skills, they can approach us and hone their skills in our training programs."

As the girls were focussed mainly on a fixed syllabus, training on money and wealth management was a very different experience for them.

Chaitra S, a trainee from one of the villages said, "Except for normal banking services, we hardly knew anything about wealth management. From investment to market, management of wealth in a systematic way helps us achieve greater heights."

Noted market analyst and financial planner Partha Iyengar who was training the students says, "Unlike big corporates and industries that offer this kind of training to their staffers, this is for the first time that I am part of a training involving rural students. These students are very talented and given a small push would scale greater heights. Many have the ability to come up with creative solutions for better management of wealth."

The SASA team depends on funds available under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) for conducting trainings in various disciplines on the premises of CIT.

WHY MAINLY GIRLS?
Another team member is Prof CP Shanthala (in pic), head of computer science department at CIT, who previously worked as consultant to Toshiba. She says, "Industrialisation in the district would bring in enough wealth for individual families. One needs to manage it properly.

Going by the general notion that women are better managers of resources than men, we chose to train local college girls so they can take care of their families or support them in setting up any business or industry."

Record 843 Companies Register for Goa Defence Expo

NEW DELHI: With the defence sector emerging as a cornerstone for the Make in India initiative the showcase industry event of the ministry of defence - Defence Expo - is set for record participation this year. The four day event, taking place outside the capital for the first time, already has registrations from 843 companies, with at least 44 nations exhibiting their products.
Senior officials involved in the event have told ET that the participation has hit a new high against the 600-odd companies that registered for the show last year. With Goa set as the new venue for the show, several live demonstration drills have been finalised, something that could never be done at the earlier venue at Pragati Maidan.

While Bharat Forge is set to exhibit its artillery gun at the show, DRDO too is believed to have dispatched its 'Dhanush' towed gun to take part at the show in South Goa. Other live d r i l l s b e i n g planned are for bridge laying systems and tracked vehicles like tanks and armoured personnel carriers.

Among the companies that have already registered, the largest delegation is from India (402) followed by the US that has 87 defence firms participating. Russia at 67 comes in third while large delegations are expected from other major manufacturing nations like Germany (37), Israel (35) and France (33).

Officials have told ET that work on setting up a makeshift venue at Goa is to commence on February 25 and the completed facilities are to be handed over to exhibitors by March 20, a week before the show commences."The larger venue has given space to accommodate as many companies that wish to participate. Work on temporary structures at the venue is starting and would be complete well before time," a senior official told ET.

KTM's Husqvarna bikes to roll out of Chakan plant from 2017

Austrian sports motorcycle maker KTM, in which Bajaj Auto holds a 48 per cent stake, is expected to start manufacturing Husqvarna's volume bikes -- Vitpilen and Svartpilen -- at the Bajaj-KTM Chakan plant from next year, primarily to cater to the European market. "Two years in a rapidly-evolving market is a long time," Amit Nandi, senior vice-president (pro biking), Bajaj Auto, said while hinting at a probable roll out of 'made-in-India' Husqvarna bikes sometime during the 2017 calendar. KTM, which had acquired Husqvarna AG from the BMW Group, renaming it Husqvarna Motorcycles GmbH in January 2013, however, has no immediate plans to introduce the Husqvarna brand in India. "We still have a long distance to go in terms of establishing KTM itself in the Indian market, before fragmenting our customer base to yet another brand," Nandi said, after inaugurating KTM's ninth brand outlet in Telangana, its 262nd outlet nationally. It plans to add 88 more dealerships to its network by next year. KTM, which entered the Indian market in 2012 with its entry- level sports bike KTM Duke 200, has sold 23,000 units in the domestic market in the 2014-15 fiscal, a 35 per cent growth over the previous year. Despite the sports motorcycle segment in India, pegged at 120,000 units annually, witnessing flat growth or marginally declining, KTM is expecting to close the current financial year with sales of 30,000 units, Nandi said.
