Make in India push: Cochin Shipyard building Rs 4,357 crore worth Defence ships, carriers

NEW DELHI: The Cochin Shipyard is building fast patrol vessels and indigenous aircraft carriers worth Rs 4,357 crore for the Defence, Parliament was told today.

"The Ministry of Shipping has taken it up with the Ministry of Defence recently to place Defence ship-building orders with the Cochin Shipyard... The orders to the Cochin Shipyard include a contract worth Rs 2,848 crore for building indigenous aircraft carriers (IAC) for the Indian Navy, Radhakrishnan said, in a written reply.

"The contract for the phase II of IAC was signed on December 16, 2014 envisaging completion of... diesel alternator trials by 2016," he said.

The other Rs 1,509-crore contract related to building 20 fast patrol vessels (FPVs) for the Indian Coast Guard, the Minister said.

He said 14 FPVs have already been delivered while the last vessel is scheduled for delivery on March 19, 2017.

MoD to clear Rs 5,000-crore procurement contract for ‘Made in India’ Akash missile systems


The defence ministry is set to clear a Rs 5,000 crore procurement of ‘Made in India’ Akash missile systems for the air force in a contract that will involve significant private sector participation, with companies like Tata Power SED and Larsen & Toubro likely to get major work portions.



An air force plan to induct seven squadrons of the Akash anti-air missile systems has been cleared at several levels and is likely to get a final approval from the high-powered defence acquisition committee shortly, sources told ET. Fourteen firing units of the missile will be bought for the seven squadrons.

While state-run Bharat Electronics Ltd will be given the main contract under a ‘repeat order’ – the air force has already contracted for eight squadrons of the missile systems out of which two have been inducted – the major system providers include Electronics Corporation of India, Hindustan Aeronautics, Tata Power SED and L&T, defence ministry officials told ET.

Induction of the system, which has an indigenous content of 96% will also benefit a number of small and medium scale industries that have been participating in the programme. The Akash programme, which was approved for procurement first in 2010, is a major Make in India initiative with the air force cleared to progressively induct 45 firing units over the next few years.

The army has inducted its first Akash Weapon System which was ceremonially handed over to it by BEL in May. The indigenously developed supersonic short range surface-to-air missile system is designed to counter a variety of aerial threats including fast moving aircraft, helicopters and unmanned aerial vehicles up to a range of 25 km and an altitude of 20 km. The mobile area defence system can engage multiple targets simultaneously and is configured to adapt to future requirements as well.

Things are looking better. With DRDO developing technology and private companies using that technology and building the hardware. With massive chunks of India's Defence Budget recirculating within the Indian economy, we will soon be able to increase our Defence Budget, and at the same time, save on our Forex Reserves.

Make in India: Government gets proposals worth Rs 1.10 lakh crore under MSIPS
NEW DELHI: The government has received investment proposals worth about Rs 1.10 lakh crore in the last 12 months under the electronics manufacturing scheme MSIPS.

"Investment proposals worth Rs 1,10,000 crore have been received in the electronics sector in the last one year," Additional Secretary, Ministry of Communications and Information Technology, Ajay Kumar said.

He was speaking during a conference on 'Make in India: Bright Prospects of LED Manufacturing' organised by PHD Chamber of Commerce and Industry here.

Kumar added India has also been able to receive electronics manufacturing proposals from 20-25 overseas companies, and domestic companies that had no exposure to the sector, have also begun to diversify into it in view of its potential.

He said the electronics development fund (EDF) will also become operational from next month to support venture capitalists to fund electronic manufacturing in general and LED in particular.

"The cabinet approval for the EDF has been obtained recently by the Ministry of Communications and Information Technology and a leading financial institution is being identified through which the EDF disbursements would be made," Kumar added.

He however did not disclose the size of EDF, pointing out that it would be totally market driven, depending upon the involvement of venture capitalists and its fund disbursement should take place following suggestions from the lead financial institutions.

The government had earlier visualised its size to be roughly at Rs 10,000 crore.

The Cabinet had last month extended MSIPS scheme by five years and also expanded the scope of the programme to cover 15 new product categories.

The scheme was originally approved by the government in July, 2012. It provides capital subsidy of 20 per cent in SEZ or 25 per cent in non-SEZ units engaged in manufacturing of electronics items. The original scheme was for three years.

Russia and India are discussing possible cooperation in the production of ammunition for Russia-made Smerch multiple rocket launchers in India.

NIZHNY TAGIL (Sputnik) — Moscow and New Delhi are in talks on producing ammunition for Russia-made Smerch multiple rocket launchers in India, Russia’s Techmash Group said Wednesday.
"Talks are continuing, the Indian side is considering an appropriate form of cooperation, whether it will be a joint venture or co-production. It is still in the negotiating state," Techmash Group Deputy CEO Dmitry Rytenkov told RIA Novosti at the international Russia Arms Expo RAE-2015 in Nizhny Tagil, Russia.

India has dozens of Smerch rocket launchers in service. In August 2012, Russia’s arms exports agency Rosoboronexport signed a memorandum of cooperation with the Indian Defense Ministry to build Smerch ammo production and maintenance facilities on the Indian territory.

The two countries have been cooperating on several military production projects, including a fifth-generation fighter jet.

Again this happened when Pinaka Mk2 trials were successful. Now soon India might be going for Pinaka Mk-3 with 100+ KM range suppressing Smerch, so they are ready to allow it's rocket production in India and soon they will allow It's entire production line in India as joint manufacturer. This is the best way to counter upcoming competition.

MUMBAI: Tata Power Company has initiated building its Rs 450 crore-defence production unit in Karnataka, the company said Tuesday. Karnataka's Chief Minister Siddaramaiah laid down the foundation stone for the 50-acre Vemagal facility to create a state- of-the-art integrated digital design-to-manufacturing facility for large systems engineering and integration. "The Vemagal investment is in line with the company's commitment towards 'Make in India' initiative and the facility will be dedicated to the national effort of 'Swavalamban' in the strategic defence sector. We are thankful for the support extended by the government of Karnataka since our Electronic City plant was operationalised in the eighties and their continued to support our expansion," said Rahul Chaudhry, CEO - Tata Power SED. Tata Power SED has earlier participating in India's defence programs through a dedicated research and development set up at Mumbai and a dedicated 10.5 acres defence manufacturing facility at Electronics City, Bangalore, operational since 1986.

in both first and second videos, the tall godrej guy mentions they have supplied 60 engines for Prithvi(version not mentioned) and Brahmos. Does this mean there are less than 60 Prithvi and Brahmos missiles in our inventory?

Israelis Eager to Participate in 'Make in India' Program

Israel has emerged as India’s second largest supplier of defence hardware, not only because of a special relationship with India, but also because they have done a miracle in the defence sector by mastering the art and science of developing modern weapons systems, which India needed very much at a time when no other country was willing to export to India. However, the tiny country has limited human resources and limited land space to expand its defence manufacturing activities. Since India is a very big customer for them, the Israelis find India as a reliable partner with whom they can develop special defence production partnership. With the National Democratic Alliance led by Narendra Modi coming to power, the government has laid special emphasis on encouraging foreign companies to invest in India under the Make in India programme. Though India has been encouraging foreign investors to choose India as their investment destination, the Modi government has laid special emphasis by calling it as ‘Make In India’ initiative. This has drawn the attention of top Israeli defence manufacturing companies some of whom visited India from September 8 to 10.


The huge Israeli defence delegation comprised of almost all companies, which have earned a name for themselves in the international defence arena. They interacted with India’s leading industry body, the FICCI (Federation of Indian Chambers of Commerce and Industries) to get a first hand understanding of the Prime Minister Modi’s ‘Make In India’ programme. They could not have found a better guide than FICCI, which objectively explained to the Israeli delegation the various pros and cons of the Indian investment environment. There was so much enthusiasm among the Israeli companies to invest in India that over 200 business to business meetings were held in the FICCI premises during their visit. This reflected the commitment of the companies from the two countries towards strengthening the bilateral defence relationship .


The seminar organized by FICCI along with SIBAT, Israeli Ministry of Defence, gave an opportunity for the Israeli companies to understand India’s Make In India programme. The Israeli interest in investing in India was evident from the fact almost all the leading Israeli companies participated in the programme, who were encouraged by the Israeli Ministry of Defence to take a lead in investing in India with the intention of grabbing Indian orders in the defence sector, and simultaneously look for international market.

Interacting with the representatives of Indian and Israeli defence companies , the Deputy Chief of Mission in the Israeli embassy Ms Dana Kursh said that India and Israel should continue to invest in Indo-Israel initiatives and innovations. Over the years, G2G (government to government) ties have matured and given way to B2B meetings which would ensure collaboration between Indian and Israeli companies. She added that now the onus was on the private sector to implement the decisions reached at in the G2G meetings. The Director of SIBAT, Brigadier General Michel Ben Baruch (Retd) commented that Israel shared a relationship with India that goes much beyond the buyer-seller relationship and extends to transfer of technology and joint research and development. He added that Israel was committed to enhance partnership with India in its ‘Make in India’ initiative.


The overall Indian manufacturing today is around US$300 billion, out of which the defence manufacturing forms a minuscule share, though India is one of the top five defence hardware importer from the rest of the world. Hence, the Israeli defence companies have realized India’s potential and do not want to lose the opportunity to other latecomers.


Undoubtedly, the Israeli defence companies have gained a good first hand experience of working as offset partner for its supplies to India. The Israeli Aircraft Industries Vice President and Head of Corporate Offset Organization in India, Joseph Betsalel, claimed that they have accomplished in India the first ever offset programme. The offset amount accounted for India is so high that they have become very important for Israel to implement the programme. They already have US$ one billion offset programmes in hand with India of which they have already implemented about US$ 450 million offset. IAI is a global company and has sales of around US$ 4 billion. IAI is one of the main suppliers of strategic systems to India.

They have collaboration with Indian entities like HAL, Bharat Forge, Wipro etc in electronics assemblies, aeronautics etc. They are the systems developer for the Indian Air Force. However, they also complained that maintenance job is not entitled for offset. Betsalel said, “We are fully committed to the ‘Make In India’ programme. We are prepared for direct investment. We are still in the learning process. There are still challenges in India. We are not sure about the time it will take to implement joint ventures in India. It may take three to five years. This is not an easy task. Though the FDI cap was raised to 49 per cent and even more, they are concerned over transfer pricing, Intellectual Property transfer, permits and licenses and taxation issues . Betsalel disclosed that IAI is in the process of looking for partners for UAV missiles, loitering weapons, air defence and radar and communication etc.


Jokingly comparing Indian investment scene to ‘Alice in Wonderland’, the Corporate Offset Manager of Elbit, Israeli company, OriMagal described the Indian Defence Procurement Procedure (DPP) as Alice in DPP wonderland. Reacting to the joke, a FICCI representative said that the Government is committed towards ease of business and expects the new DPP will be most positive towards, IPR and transfer pricing.


According to Melamed, the big challenge is how to make in India. “This slogan has become very popular and the Indian private sector defence market is only growing. But we face problem with quality and the interest rates in India are very high. Another big issue to be tackled is that we have to face the local content challenge. So we are eagerly waiting to see what the next DPP will be. How the new regulation will be. For the benefit of India you have to ease the way and more flexibility is needed. We are facing lot of challenges in running programmes in India. Every fresh tender we see as a challenge. We have to deal with different DPSUs.”


The Israeli delegation was explained that the Indian investment legislation is based on five rules - DPP, Industrial license, FDI, Tax and Import-Export rules. In fact the DPP is the bible of doing business in defence arena, which is revised every two or three years and contains new procedures. Therefore the Israeli investors would have to master the DPP and were told frankly that without understanding the DPP, doing any kind of business will be difficult. They were told that by making India as their production center, they can not only sell to Indian armed forces but also export to the world market. Colonel Bhatia told them Make In India offers Israel to be a co-developer and co-producer of weapon systems.


The Israelis were also told that during the next ten years the Indian armed forces would be acquiring weapon systems worth US$ 250 billion. India needs an action plan for this to be realized. It is worth noting that in the first decade of this century Israel transferred an estimated US$10 billion worth of military equipment and systems to India.


Interacting with the Israelis Jayant Patil, the Executive Vice President of Defence and Aerospace , Larsen and Toubro, said that Israel’s defence technology combined with India’s technocrats could together achieve great milestones. He added that Indo-Israel strategic relationship could go a long way by sharing each other’s experiences. India could learn from some of SIBAT’s successful defence models and replicate them as they have the potential to succeed in India.

Exponential Growth of Indigenization in Defence Sector

The Government has promulgated Defence
Production Policy in 2011 in order to promote indigenisation in defence sector. The policy aims at achieving substantive self-reliance in the design, development and production of equipment, weapon systems, platforms required for defence in as early a time frame as possible; creating conditions conducive for the private industry to take an active role in this endeavour; enhancing potential of SMEs in indigenisation and broadening the defence R&D base of the country.
In pursuance of the Policy, the Government has taken several steps to build strong defence industrial base which are given as below:-
>>FDI policy has been revised in Nov 2015 under which Foreign Investment upto 49% is allowed through automatic route and above 49% under Government route on case-to-case basis, wherever it is likely to result in access to modern and ‘state-of-art’ technology in the country.
>>The Exchange Rate Variation (ERV) protection has been allowed on foreign exchange component to all Indian companies including private companies in all categories of capital acquisitions, so as to create a level playing field between the Indian and foreign industry.
>>To establish a level-playing field between Indian private sector and the public sector, the anomalies in excise duty/ custom duty have been removed. As per the revised policy, all Indian industries (public and private) are subjected to the same kind of excise and custom duty levies.
>>The Defence Products List for the purpose of issuing Industrial Licences (ILs) under IDR Act has been revised and most of the components, parts, sub-systems, testing equipment, and production equipment have been removed from the List, so as to reduce the entry barriers for the industry, particularly small & medium segment.
>>The initial validity of the Industrial Licence granted under the IDR Act has been increased from 7 years to 15 years with a provision to further extend it by 3 years on a case-to-case basis.
>>To promote the participation of private sector, particularly SMEs for defence manufacturing, Outsourcing and Vendor Development Guidelines for DPSUs and OFB have been formulated and circulated to them. The guidelines mandate that each DPSU and OFB to have a short-term and long-term outsourcing and vendor development plan to gradually increase the outsourcing from private sector including SMEs. The guidelines also include vendor development for import substitution.
>>The Standard Operating Procedure (SOP) for the issue of No Objection Certificate (NOC) for export of military stores has been revised and put on the website. Under the revised SOP, the requirement of End User Certificate (EUC) to be countersigned/stamped by the Government authorities has been done away with for the export of parts, components, sub-systems etc.
>>The list of military stores has been finalised and has been put in the public domain to make the process transparent and unambiguous. The process of receiving applications for NOC for export of military stores and for issuing NOC has been made online to reduce the delay and to remove human interface in the process.
>> Preference to ‘Buy (Indian)’, ‘Buy & Make (Indian)’ & ‘Make’ categories of acquisition over ‘Buy (Global)’ category, thereby giving preference to Indian industry in procurement.

Department of Industrial Policy and Promotion (DIPP) has, so far issued 307 Letters of Intents (LOIs)/Industrial Licences (ILs) to 182 companies to till Oct 2015 for manufacture of a wide range of defence items to public/private companies. So far 50 licensed companies covering 79 industrial licenses have reported commencement of production. 34 FDI proposals/Joint Ventures have been approved in defence sector since 2000, for manufacture of various defence items, both with Indian public and private sector companies. Since the launch of ‘Make in India’ initiative in Sept 2014, Department of Industrial Policy &Promotion has issued 81 Industrial Licenses to 61 companies for manufacture of various defence items.
