Maybe they are consolidating their positions for 2015 when the money runs dry due to NATO withdrawal. Karachi stands to lose billions.One must remember that the majority of violence in karachi is not due to talibanies but due to inter-political rivalry and gangs/underworld.
As such if adequate forces with proper motivation is not available for a sustained period of time, similar situations might develop in one of our tier2 cities...
