this class of Destroyers have been delays for so long, why can't govt impose fines if a project gets delayed?

Why not, Barak 2 contract was with israel, at least we can fine them for delay in development of missiles...
and no way these ships looks 99% complete, they only lack barak 2 missiles then they could be launched without they missiles.
and missiles could be integrated as part of refit later on.
Ships needs to be made in modular form..

You cannot fine anyone unless there is a pre-existing penalty clause in the contract.

Ships are complete. however the sensitive equipment are dismounted and kept in secure storage. Else they would decay in weather...

Cannot be commissioned without it's full arsenal, else the ships would be sitting ducks. Other SAMs cannot be installed as an interim solution as that would mean re-structuring a lot of the superstructure and control interfaces.

1st pic is Kolkata class destroyer... everything completed except barak 8 fitment.

2nd pic is IAC... yes, there has been project delays due to babudom. Even the hull construction is not finished.

3rd pic is Scorpene subs... delay result of lacklusture French supervision... This laid back attitude of the French led to Dassault being made responsible for HAL manufactured Rafales.

So, still waiting for you to share reasons for "Indian shipyards are great at pumping out hulls, but when it comes to fitting them it is a totally different story".

From the time INS Kolkata was laid down to date, the JN shipyard in Shanghai has produced and completed 4 type 052C's, with 2 more to begin sea trials before year end and has 4 examples of its next generation destroyer the 052D under varying stages of completion in its building halls and waters. I'd post pics if it wasn't OT. All this despite Jiangnan taking a 4 year break from building destroyers when it moved and upgraded its facilities.

I wouldn't be surprised if the first 052D started sea trials before INS Kolkata leaves its shipyard's waters. These destroyers are being built at a snails pace regardless of which shipbuilding industry their measured up against.

PS. I'm just making a point here, put the nationalism away before replying...

The problem came with MoD bungling and DRDO's wrangling. DRDO took its own sweet time terming Trishul as a failure which forced IN to look at Israeli options. MoD took its own sweet time clearing the Barak deal. Now it seems there will be delays from the Israelis in delivering the system.

P-15A should have been a follow on to the P-15, but IN insisted on 2600+ modifications to the Delhi class. The problem is that a lot of the modifications happened after the ship was constructed. That's where the earlier delays happened. Ukraine failed to provide some equipment which had to be diverted to the Russians.

Things should get better with P-15B, with timelines matching Chinese shipyards because the Navy knows what it wants from the ships.

Yes, agreed... but we are more or less at the mercy of Israel in this matter... And China's capital investment is way larger than us which enables China to churn out warships at a much faster pace.

Israel should quickly supply Barak missile system to the Indian Navy so that these projects can be completed as early as possible. Otherwise we would be a laughing stock in front of chinese bloggers in this forum.

None of the combat systems have been installed, it isn't even finished being painted.

Yeah, you can build it, but you can't fit it out.

3rd pic is Scorpene subs... delay result of lacklusture French supervision...
Delay result of babus not contracting or budgeting for subsystems... again shipyards unable to fit them out.

So, still waiting for you to share reasons for "Indian shipyards are great at pumping out hulls, but when it comes to fitting them it is a totally different story".
Three examples of inability to indigenously fit out hulls you build.
