In the ongoing controversy over the Rafale deal, the answers of the senior officers of the Indian Air Force (IAF) to the questions posed by the Supreme Court on Wednesday are seen as being critical to the case. Although their summoning by the Chief Justice Ranjan Gogoi drew a lot of attention, their responses dealt with the technicalities of the fighter aircraft fleet of the IAF.

Sources told The Indian Express that the response of the Assistant Chief of IAF, AVM J Chalapati, in the presence of Vice Chief and Deputy Chief of IAF, clarified that the Russian-origin Su30MKI is the latest aircraft to be inducted in India which will be under production at Hindustan Aeronautics Limited (HAL) till 2021. Speaking of Mirage2000 in response to a question by CJI Gogoi, he said that the French aircraft, made by Dassault Aviation — the maker of Rafale — was inducted in 1985.

AVM Chalapati also told the apex court that there is no standard definition of classifying the generation of fighter aircraft, but Sukhoi Su30MKI is a 4th generation fighter. As the Beyond Visual Range (BVR) missile in the HAL-built indigenous Tejas Light Combat Aircraft (LCA) is still under induction, it can be classified as 3.5+ generation. He thus placed them both as “between 4th and 3rd generation”.

The Indian Express has also learnt that the apex court had initially asked for the IAF Chief, Air Chief Marshal B S Dhanoa, but he was travelling to Thiruvananthapuram. AVM Chalapati was the first to reach the Supreme Court, followed by Vice Chief, Air Marshal Anil Khosla and Deputy Chief of Air staff, Air Marshal VR Chaudhari, to answer the questions from the bench comprising CJI Gogoi, besides Justices SK Kaul and KM Joseph.

This is how the conversation occurred in the Supreme Court:

CJI: What is the latest fighter aircraft being inducted in the IAF?

ACAS: Su30MKI. Ongoing production till 2021, being delivered by the HAL.

CJI: Manufactured in Bangalore?

ACAS: No Sir. These are being manufactured at HAL Nashik Division. In addition, LCA is being manufactured in Bangalore and is being inducted into the IAF. I have been an LCA pilot and it is an excellent aircraft.

CJI: Which generation of fighter are these?

ACAS: Sir, there is no clear-cut definition of Generation of aircraft.

CJI: You are a fighter pilot you give me your assessment

ACAS: I would say between 4th and 3rd generation, 3.5 plus (Sukhoi is 4th Generation, LCA 3.5plus because its BVR missile is under induction)

CJI: Which generation of fighters are in the world today fifth and sixth?

ACAS: Currently aircraft are of 5th generation. These have stealth features and have advanced electronic warfare systems

CJI: When was Mirage 2000 inducted?

ACAS: The last aircraft was inducted in 1985.

CJI: Which other countries are flying Rafale?

ACAS: Qatar, Egypt and France.

CJI: When were these inducted?

ACAS: 2014 in Qatar. Egypt and France have been flying from before.

CJI: You may leave now. This is a different kind of war room and you all can go to your war rooms.

Any one has any idea when will India specific Rafale will be delivered to us?
First Rafales are planned to be delivered from Sept 2019 onwards, however, the ISE part, will most likely only added in India, just as we did with Mirage 2000. Dassault delivers IOC versions, we bring them to FOC standard. Will be interesting though, who will be responsible for that this time, HAL did that for the Mirage.

Rahul Gandhi on Rafale Accusations Galore


It is nearly six months that Rahul Gandhi has been accusing Modi government of financial impropriety in the purchase of Rafale jets from France. He has accused Ambani industries of impropriety as well the French company, the supplier, of lies and what not. Eventually the Supreme Court entered the fray without success with them finding little to support any impropriety. Modi Government even under a sealed envelope gave the Supreme Court process followed to arrive at the decision and total price breakdown.

In the whole process above in last four months, the Congress Party has exposed its incompetence of taking seven years to negotiate and never achieving the stage to place the order. During that period - the price has to escalate. Also technology changed for avionics as well as sophisticated missiles it will carry, all wanted by the IAF. Hence prices 7-8 years later have to change (nothing is loose). But RaGa is still hammering and hammering a dead buck.

What it means that either it is 1980s Bofor case for them to unseat the Modi government or run out of topics to fight the upcoming elections. His previous attempts to foul mouth the GST roll out, upgraded Adhar card roll out or Demonetization to get the unaccounted money out into the financial institutions have all failed. He thought Rafale purchase would give him room to maneuver for upcoming elections, has likewise failed. Only in the process he has managed to stay on the front pages of the media.

How is the media helping RaGa in this fight? The media are nobody’s friend. Much of the print and electronic media is basically leftist hence they prefer to take a middle-left view of any discussions. Hence the media well managed by RaGa handlers are doing a respectable job of keeping the pointless fight alive. The irony is that 150 (as per Kapil Sibal) Media outlets are in the pay of the Congress Party, hence they make a single word of the judges or officials, look like the end of the news. If that is an exploit to win the elections, then it is a lost cause.

RaGa has a miserable record of winning elections. He had lost seven elections in the states and at the federal level in previous years, since he joined the party as a Vice President. Not until two years back Captain Amrinder Singh decided to stage a comeback in Punjab and won the elections for Congress Party, although knowing RaGa’s bad luck, he forbade him to campaign in Punjab. Karnataka is no win for him. Someone else won it but not with the majority, hence RaGa threw in his party weight behind him to provide him the majority.

With bad luck, following RaGa behind him, he has not picked a great winning issue to bring it to the people to unseat Modi at the center. Hence, no matter how much the left leaning media tries, the Congress Party has no issues to fight the elections. Net impact, Congress Party with RaGa as its head holds no chance of succeeding.

As far as Rafale saga, there is nothing in the accusations to bring home the bacon. Only conclusion, it is that, the damage it is doing to India’s position as a buyer of sophisticated arms abroad. It will irk any supplier. Nobody likes false accusations.

Agreed , but the ground reality as what i observed is that the cacophony raised by RaGa over Rafale issue has caused the general public to have a pre conditioned pov of a financial impropriety done by the BJP govt. Hence the idea of exoneration is out of question as BJP 's handling of the issue through its media centre has not been helpful..

All that genpop thinks is that BJP led by modi are no idealist they are just as corrupt as congi and this is what RaGa was trying to latch onto and believe me he has been successful to a significant extent.. GenPop have failed to acknowledge the details as they have been conditioned to believe in hearsay rather than facts..

Why don't you trust PSUs? they have the best security systems. I tried to purchase something on the internet using SBI's net banking and it kept refusing to process the transaction. Imagine, if their security system is so robust that even the account holder cannot move money out, can a hacker dare steal my money? The best security system ever.

IAF + PSU = match made in heaven.

The ISEs will be implemented in India after the arrival of Rafales, and this will make the Indian Rafale operational ready by 2022

Are 14 India Specific Enhancements Exclusive to India bound Rafale fighter jets will be done by locally by HAL. BON PLAN?.
