Well they are not just blindly investing in india ..Rafael also produces Derby BVR missiles and also Spyder Air Defense so along with Spike ATGM they have 3 products already confirmed with India armed forces ..
This facility is going to cater all the missile needs of the IA,IAF,IN in future if they are interested in Rafael products
A Good move as BDL is also based out of hyderabad any future cooperation between both these organisations will be a great move for our missile technology and production , Plus Rafael may be using this facility to even supply products to IDF and also can export ..Low cost manpower is our biggest advantage today we may be lacking in R&D and other areas ..

Now this is interesting, Israeli companies are taking a different approach to US and Russian companies, they aren't simply waiting around for a large defence deal from India to set up production in India, they are going ahead with the expectation of future orders but also fitting India into their production chain anyway so as to streamline their business as a whole. Another example of this is the Punj Lloyd-IWI tie up.
The Americans and Russians will only offer one-off local production/assembly deals tied to specific defence deals ie "you buy the F-16 first then we'll see about setting up assembly plants in India".
