The Indian government has proposed a joint action with the United States to arrest the fugitive gangster and country's most wanted terrorist, Dawood Ibrahim, Union Home Minister Sushilkumar Shinde said in Mumbai on Monday.

"We have arrested some most wanted terrorists (of late) and have killed a few on the border. As far as Dawood (Ibrahim) is concerned, we are in touch with (US agency) the FBI," Shinde said, talking to reporters here.

"There is already a red corner notice (against Dawood Ibrahim). We have proposed a joint action with the US (to arrest him). US Attorney General Eric Holder has also agreed to this," he added.

Indian intelligence agencies have claimed for long that the gangster is living in Pakistan.

Yeah. Good job announcing it to him on broadcast media. What clowns!
They have deliberately done it to alarm him. One should wonder why he is still roaming free if not because of compromised officials and politicians.

The home minister has spoken. It is now up to the US to deny it, confirm it or remain silent

If the US denies it, it mean Shinde has been bluffing and will be asked to say that "It was his personal fantasy"
If the US confirms it, it means that both countries deliberately want this to be stated in public for whatever reason
If the US remains silent, it could mean that the US may be in the game of good cop bad cop putting pressure on Pakhanasatan. Or the US may have decided that they do not want to embarrass Shinde and that it will do not harm to remain silent.

Dawood Ibrahim is not on the FBI's 10 Most Wanted List in any case.

Good job better will be to tell when and how and who who is spying on dawood with the proper name address and id card number this way it will easier to get him.

On a side note dawood i likely to be in UAE under some fake name ID,these people are known to change places,names,apperances when they are threatned you never know he is disguised as MrDA WOO in Xianjang.

I think it is just a tactics to build up pressure on Pakistan so that they take the hard decision to kill him fearing he might fall in hand of America.

Shinde shielded Dawood man: RK Singh

former home secretary-turned-BJP-leader RK Singh on Monday alleged that Sushilkumar Shinde had interfered in the probe into betting scam in IPL and prevented Delhi Police from questioning a businessman who had links with India's most-wanted criminal Dawood Ibrahim.

He used the shoulder of former Delhi Police Commissioner Neeraj Kumar to fire at Shinde claiming that "slips used to reach Delhi Police chief quite often asking about posting some people as Station House Officers..........I don't know whether money used to exchange hands but Delhi Police Commissioner told me that numerous slips used to come from his residence... You don't make large number of recommendations... The postings as SHO's has a vigilance angle to it," he said.

The allegations however came days after Shinde assured that India and the US were making joint efforts to bring Dawood to India. As per Shinde he was given the assurance by the American attorney general, under whom the FBI works. But Singh deflated these claims made by the Home Minister.

"Firstly, if a third country's intelligence agency is agreeing to help you, you don't talk about it in public... Secondly FBI has offered no such help...so this statement of bringing back Dawood with the help of FBI is wrong. There is even no assurance from FBI on Dawood, I was present at that conference with (Home Minister Sushilkumar) Shinde... he is lying," Singh said.

Dawood has already lost his utility for the Pakis

The world has moved on post Osama bin Laden.

Any fugitive with a terror tag on the run being shielded by any country makes that country an International pariah.

Watch for news that his dead body was found floating in some Karachi lake.

The American agency had found footprints of D-company in two to three cases in the US.

As Muller wanted Indian help in "choking the Dawood network from all sides", Chidambaram, after talking to Indian counter-terror officials, agreed to cooperate with the FBI and exchange information.

In October-November 2010, an FBI team comprising around 11 officials came to Delhi to discuss the D-company network with the Multi-Agency Centre (MAC) of the Intelligence Bureau.

The FBI team described in great detail their project and plans to nab Dawood and asked for information support from the IB. Then additional director (MAC) Ashok Prasad agreed to the US request and the information exchange took place.

But the joint-venture turned out to be stillborn. No follow-up action was taken and in July 2012, Ashok Prasad left the IB to become the director-general of Jammu and Kashmir police. Both sides have hardly discussed the issue since.

But the topic was touched upon when home minister Sushil Kumar Shinde met then FBI director Muller in May, 2013.

"Barely given the initial boost during Chidambaram's time, the Dawood account has been lying closed, with the Indian agencies not going beyond sending dossiers routinely to Pakistan," said a senior home ministry official.

Dawood, meanwhile, is operating from Pakistan's Karachi with impunity. He has invested heavily into real estate in Mumbai and Gulf and these days, is interested in Pakistan's defence industry under the patronage of Islamabad.

His voice is often picked up in telephone intercepts to India, the US and the Gulf countries. "Dawood and his lieutenant Chota Shakeel use voice-over internet protocol to mask their home base. But telephone calls have been traced to Karachi despite Pakistan government's routine denials," said a counter-terror official.

While the FBI is understood to have homed in on organised crime networks on basis of presidential order, the Dawood account in India is separately handled by IB, Mumbai police, Gujarat and the Delhi police, using technical surveillance.

Even as former home secretary and BJP member RK Singh accuses Shinde of lying about FBI help to arrest Dawood, the fact is that anti-D-Company operation is more of lip service than a dedicated project.
