Two fishermen feared killed as merchant vessel fires at them

Two fishermen feared killed as merchant vessel fires at them
PTI | 10:02 PM,Feb 15,2012
Kochi, Feb 15 (PTI) Two fishermen in a country boat were feared killed after security detail onboard a merchant vessel allegedly fired at them off Alapuzha coast this evening, suspecting them to be pirates. A naval press release tonight said that the personnel onboard 'Enrica Lexie' had allegedly fired on the fishermen mistaking them for pirates. The vessel informed authorities about the incident. The Coast Guard then launched two ships 'Sumar' and 'Lakshmi Bai' and an aircraft to trace the ship, located it and asked it to anchor off Kochi for a detailed investigation. INS Kabra from the Southern Naval Command was also put out to sea for the operation. The fishermen from Kanyakumari in Tamil Nadu had put out to sea this morning from Neendakara in Kollam district. The ship is Italian flagged, like the cruise ship whose captain got in the lifeboat ahead of most of the passengers when it ran aground in the Adriatic.

Yes they are venturing quite close to the Indian waters.

IMB: Somali pirates close to Indian coast, attacks up by 40 pc

The failure of the UN and Western powers to stabilise Somalia and invest in its economy uniformly has seen piracy by its nationals soar by about 40 per cent in the Indian Ocean region in 2010 and brought them to the edge of India's western coast, the head of the International Maritime Bureau (IMB) said.

With the Indian Navy and Coast Guard arresting dozens of Somali pirates in two incidents in recent weeks and 17 Indian sailors taken hostage on an Italian tanker 550 nautical miles from the Indian coast on Tuesday, the situation has turned alarming, said Pottengal Mukundan, the India-born director of the London-based IMB.

The highly-armed pirates could pose a threat to cities on India's western coast just like the Lashkar-e-Toiba terrorists who came by boat from Pakistan and attacked Mumbai in November 2008, and can also badly hurt India's coastal ecology as they have the ability to hijack large vessels and wreck them in Indian waters, Mukundan told The Indian Express.

Over the last two weeks, the Indian Navy and Coast Guard have arrested 43 Somali pirates after gunbattles with them foiled their plans to hijack ships off Lakshadweep. While 15 pirates arrested in the first incident on January 28 have been brought to Mumbai and handed over to local police, another 28 held on February 6 are expected in the city this week.

Case to be filed on fishermen death: Home Secretary

Concerned over killing of two fishermen in firing by the security guards of an Italian ship, the government on Thursday said a case will be registered against the people responsible for the shooting and they will have to face Indian law.

"Case will be registered against the people responsible for the firing and the law will take its own course," Union Home Secretary R.K. Singh told reporters.

He was replying to a question on what action will be taken on the killing of two fishermen in firing by security guards of an Italian ship off the Kerala coast, suspecting them to be pirates.

Official sources said the Kerala government as well as the Indian Coast Guard have informed the Home Ministry that the merchant vessel 'Enrica Lexie' was in Indian territorial waters when the incident took place and the security guards of the vessel had no authority to carry or use arms.

The Centre has taken the issue very seriously and is in regular touch with the Kerala government, they said.

The state government has conveyed to the Centre that after registration of the case, the people responsible for the firing will be arrested, they said. After their arrest, the foreigners may be allowed to have consular access, they said.

"They have to face Indian law," a source said.

With regard to the merchant ship, the local authorities will see the relevant law and action will be taken accordingly.

This is the Enrica Lexie. Hard to imagine a fishing boat to be a threat to a vessel that size.

Italian Ship Fires On Indian Fishing Boat, 2 Dead

NEW DELHI: An Italian cargo ship fired at an Indian fishing boat that it mistook for a pirate vessel, killing two fishermen, India's navy said Thursday.

The ship identified as the Enrica Lexie fired at the fishermen in waters off India's southern Kerala state on Wednesday, a navy statement said.

The Indian coast guard and navy vessels escorted the Italian ship to the nearby port city of Kochi and were questioning the captain and crew.

The owner of the fishing vessel, who goes by the single name Freddy, said Thursday the firing was unprovoked. The boat was fishing when the ship opened fire, killing the two fishermen instantly, he said.

Nine other fishermen onboard the craft survived.

Piracy has emerged as a major threat to merchant ships traversing the sea lanes of the Indian Ocean and Arabian Sea. Pirates based in Somalia have been hijacking ships and holding the vessels and their crew for ransom.

Several countries, including India, allow ship owners to deploy armed security guards on ships. Ship owners say the move has proved effective and prevented hijackings.

Now that the ship security has goofed up.
Put them behind bars and ensure that the ship owners compensate the dead fishermens' families.

But this would be asking too much from our legal system.
This is in Kerala, We are with all humility not like the rest of India in matters such as these.
It is not going to be that easy for the Government to mess up.
I hope they wont come with gun control for merchant ships in indian waters, or indian flagged ships. Pirates are real and a threat. This was a unfortunate mistake for which the government should ensure justice.

I pray to God that these gunmen will face justice and that they will spend the rest of their lives in jail!!!!!!! :(
Hopefully Kerala and Tamil Nadu government will show more balls then the GOI in this case.

PS: Is true that its possible that these filthy somali pirates managed it to come 30 miles close to the Indian coast in such boats without being detected ?!?!?!

The fisherman had laid their nets over the shipping channel and were driving their boat to veer off the tanker. They did not heed the warning shots and Italians mistook it as a pirate attack and opened fire. Fisherman had been warned not to approach merchant vessels for this very reason.
