Story of the week - Indian Space Research Organization
National Rollout of GeoMGNREGA held at Vigyan Bhavan, New Delhi
Geotagging initiative of MGNREGA assets at national level, was rolled out by Shri Narendra Singh Tomar, Hon’ble Union Minister of Rural Development on November 30, 2016 at New Delhi. This was a historic moment in the progress of MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act). MGNREGA is one of the important flagship programs for rural development in the country. It aims to create meaningful and qualitative job opportunities for rural landless population. Rural employment creation is the vital process in mitigating economic weakness of rural poor.
Remote Sensing (RS) and Geographical Information System (GIS) can be effectively used to collect, store and analyse Mahatma Gandhi NREGA assets (watershed locations, farm ponds, percolation tanks, check dams, road layer, irrigation channels, etc.). With the use of GIS in the area of asset management, it is possible to visualise and understand the geographical context of an asset and improve the efficiency of asset management. Application of GIS in MGNREGA projects can help in tracking MGNREGA works through Geotagging techniques and by reporting the location-specific information with respect to time.
Spatial location is a major common aspect of all the asset data and GIS can map all the assets along with information for visualisation and proper decision-making. The Geotagging of Assets under MGNREGA has been done by adopting technological solutions using GPS based location information through Mobile Apps and depicting the field information onBhuvan Geoportal. This technology enables precise monitoring and assessment of the progress in assets creation, while bringing in transparency and good governance. Ministry of Rural Development (MoRD) has adopted this approach in creation of assets database, that would give rich dividends in the long run with respect to the project management and maintaining assets. The Linkages established between NIC server and NRSC Geospatial Servers to provide the state-of-the-art WebGIS solution is the unique achievement of this initiative.
Earlier a Memorandum of Understanding (MoU) was signed between the Department of Rural Development (DoRD), MoRD, New Delhi and National Remote Sensing Centre (NRSC), ISRO, Hyderabad, for Geotagging of the assets created under MGNREGA, on June 24, 2016. Subsequently, Bhuvan Capacity building towards MGNREGA was held on 29 July 2016. “Geotagging Application” was inaugurated as part of National Orientation workshop held during August 2016. Later, ‘Rollout in 88 districts Geotagging’ was held for Geotgging and monitoring through web Geoportal with detailed help manual.
Shri.Narendra Singh Tomar, Minister of Rural Development following the inauguration, emphasised the value of the national rollout event as a historic moment in the progress of MGNREGA. He underlined the role of space technology applications in realising an inventory of 6.5 lakh assets over entire country and optimistic about the Geotagging of completed assets since its inception.
Other dignitaries who graced the occasion are Dr Jitendra Singh, Minister of State, PMO, Space and Atomic Energy, Shri Ram Kripal Yadav, Minister of State for Rural Development, Shri A.S. Kiran Kumar, Chairman ISRO/ Secretary, Dept of Space, and Shri Amarjeet Sinha, Secretary, Ministry of Rural Development. Officials from State Rural Development, NIRD, NIC, NRSC, DoRD, etc were also participated in the event.

ISRO signs first contract to build two satellites

The Indian Space Research Organisation (ISRO) has signed the first contract for an industry-built spacecraft with a consortium of six companies based in Bengaluru.

The contract includes the assembly, integration and testing (AIT) of two spare navigation satellites in 18 months. It was signed on Friday between M. Annadurai, director of ISRO Satellite Centre (ISAC), and the consortium lead, Alpha Design Technologies P Ltd.

ISAC assembles the country's satellites for communication, remote sensing and navigation.


After two years, the consortium will make about half a dozen spacecraft of 300-500-kg category a year with an assured buyback from ISRO and possibly for export, Col. H.S.Shankar (retd), CMD of Alpha Design, told The Hindu.

While the ISRO has purchased sub-systems from its suppliers, this is the first time that it will be outsourcing entire satellites to industry, Col. Shankar said.

Alpha is a defence manufacturing contractor while the others are small and medium-sized companies which already supply components to ISRO's programmes.

In the coming days, ISAC will train about 70 skilled personnel from the six companies at its facilities in building the first satellite, which is to be completed in about nine months.

"The second spacecraft will be made entirely by us but at ISRO's readily available facilities. From the second year onwards, the consortium must provide four to five [small- to medium-sized] satellites each year," Col. Shankar said.

ISAC said, "In order to meet the growing demands of satellites realisation, ISAC has been looking [for] active participation of industry in assembly, integration and testing of standard ISRO satellites. As part of this initiative, a contract was awarded to a consortium of six companies led by Alpha Design Technologies Private Ltd."

Dr. Annadurai had said in September that two spare navigation satellites would be the first lot to be outsourced. The seven-satellite Indian Regional Navigation Satellite System (IRNSS) is already in orbit, awaiting formal operations.

ISRO Chairman A.S.Kiran Kumar has frequently spoken about backlog of satellite production in the midst of galloping demands; the need is to double the number if ISRO must meet the requirements of all its users in communication, remote-sensing and the new navigation satellites.

The space agency had hosted a few vendor meetings to find partners to build its satellites.

Col. Shankar said over the next two years, the consortium planned to invest Rs. 150 crore to set up new, dedicated facilities near ISRO's Spacecraft Integration Test Establishment (ISITE) here in Marathhalli. Alpha alone would put in Rs. 20 crore in the next 18 months.

Wafer Fabrication Facility at the Semi Conductor Laboratory, Chandigarh

Here are some of the new systems/processes tested on the PSLV-C36 flight:
1. PSLV C-36 has a new umbilical filling / draining plumbing system for the PS4 engine, which has reduced the launch countdown time by one full day, it also has better safety features which protects the engineers working around the vehicle.
2. ISRO has developed a new indigenous Central Processing Unit (CPU) called "Vikram Processor" fabricated by the Wafer Fabrication Facility at the Semi Conductor Laboratory.

3. Main application of "Vikram Processor" using Application Specific Integrated Circuits (ASICs) technique is in the realization of on-board computers for navigation, guidance and control processing in flight applications as well as for general purpose processing applications for the vehicle.
3. IRNSS (NAVIC GPS System) Satellites were launched by the PSLV and the PSLV C-36 uses the NAVIC processor and receiver for inertial guidance and subsequent navigation process.
4. PSLV C-36 incorporates a new high performance avionics system and a complex video imaging system, which enabled the scientists to view the solar panels being unfurled LIVE immediately after the RESOURCESAT-2A satellite was deployed.
5. A new energy system was incorporated by the PSLV C-36 called the "Nityayaan Cell", which powered the high-energy requirements of various main & sub-systems of the vehicle.

great,, just saw the video of the PSLV launch,, it was fabulous and jaw dropping specially the deployment of the solar panel ,never seen this in any video of all space agencies.. amazing..
good upgrades ,such upgrades will make PSLV evergreen and its operation simpler..

Data provided by two satellites - Insat-3DR and SCATSAT-1- helped the Indian Space Research Organisation save as many as 10,000 lives in Tamil Nadu and the adjoining states when Cyclone Vardah unleashed its fury.

Insat-3DR is a meteorological (weather) satellite launched on 8 September using the three-stage Geosynchronous Satellite Launch Vehicle (GSLV). It is equipped with 6-channel imager and a 19-channel sounder, as well as search and rescue information and message relay. SCATSAT-1, launched on 26 September using the four-stage Polar Satellite Launch Vehicle (PSLV), provides weather forecasting, cyclone prediction, and tracking services.

Here is how it worked:

  1. Insat 3DR and SCATSAT-1 provided important data and imagery and helped in studying the nature of this cyclone.
  2. Using the data and imagery, the concerned agencies prepared a forecast and predicted the movement pattern of the cyclone, wind speed, etc.
  3. This forecast, in turn, was used by National Disaster Response Force to plan and conduct rescue operations.

With the last three consecutive successful launches of Geosynchronous Satellite Launch Vehicle (GSLV) with indigenous Cryogenic engine & stage, ISRO has demonstrated the reliability of indigenous cryogenic technology and efforts are underway to operationalise GSLV.
The launch of GSAT-6 onboard GSLV-D6, on September 27, 2015, was the second successful launch of GSLV with the indigenous Cryogenic stage after GSLV-D5/ GSAT-5 mission on 5th January, 2014. The recent launch of GSLV (GSLV-F05/ INSAT-3DR) on September 8, 2016 also used the indigenous Cryogenic Stage.
This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Rajya Sabha today.

TINY SATELLITES MOOTED TO WATCH SUSPICIOUS ACTIVITY ALONG BORDER
Small military satellites could survey troop movement and terror training bases, says NIAS.
Tracking troop movements across international borders, or monitoring new or existing terror training camps is not easy. Satellites passing over target areas for only a few hours can relay time-limited intelligence, while ground-based intelligence gathering cannot always be reliable.
But consider this: A series of eyes in the sky to snoop on unfriendly neighbours or hostile groups 24/7, using space-based electronic equipment on board military satellites to relay intelligence.
This is a suggestion through a study by a Bengaluru-based scientific think-tank to the Indian Space Research Organisation (ISRO). And sources in the space agency say they are giving serious thought to the plan.
The International Strategic & Security Studies Programme (ISSSP) of the National Institute of Advanced Studies has in the study argued that to boost space-based electronic intelligence (ELINT) capabilities of India, ISRO should consider launching a constellation of 15-18 military microsatellites weighing in the range of 10 kg to 100 kg in low-earth orbit with an altitude of up to 300 Km.
These can be launched at a cost range of Rs 33 crore (for 10 kg satellite) to Rs 303 crore (for 100 kg satellite) each, depending on their capacity and payload. This constellation of satellites would enable round-the-clock, real-time vigilance of target areas. That would ensure continuous information on suspicious activities for security agencies to be prepared.
“These satellites can be adapted for optical and radar imaging (through) remote sensing with good resolution. ELINT platforms can also be built around small satellites…and an appropriate constellation of ELINT and imaging satellites can provide 24x7 surveillance of mobile targets,” says the study by ISSSP professor and dean, Prof Rajaram Nagappa.
Nagappa told Bangalore Mirror the idea behind military-specific microsatellites is that although there is a requirement for high capacity satellites, “given ISRO’s own programme requirements and the capacity limitations, ISRO will find it difficult to accommodate all the military space requirements in a timely fashion. For 24/7 surveillance of mobile platforms (the movable enemy targets), a satellite constellation comprising ELINT satellites and optical and radar imaging satellites are required. The constellation will need 15-18 satellites, depending upon the revisit frequency while orbiting the earth.”
And to enable such a constellation, Nagappa has made a pitch for additional locations to launch the rockets carrying these military microsatellites into space.
While ISRO already has its only spaceport at Satish Dhawan Space Centre (SDSC) Sriharikota High Altitude Range (SHAR) at Sriharikota, 80 km north of Chennai, Nagappa says the Abdul Kalam Island (earlier called Wheelers Island) off Odisha coast (used by the Defence Research & Development Organisation [DRDO] to test missiles of all ranges) and Kulasekara-pattinam, almost at the southern tip of Tamil Nadu, can be considered for launching small rocket launchers (called Small Satellite Launch Vehicles, or SSLV), using mobile launch platforms.
Nagappa also advocates private participation in the programme. Though ISRO has not announced anything about taking up the idea, scientists from the space agency, on condition of anonymity, said they are seriously considering it.
Recently, S Rakesh, chairman & managing director of ISRO’s commercial arm, Antrix Corporation, said small and microsatellites would be the large market ahead. “Therefore, we are getting across to as many in the private industry as possible to facilitate technology transfer to industry for building subsystems with minimum investments in partnership with ISRO,” he had said.
ISRO IS READY
Even without looking at additional spaceports, ISRO already has infrastructure and the technology in place to launch more than the entire constellation of these military satellites in one launch. That capability was proved in June when it launched 20 satellites in one launch, while it is aiming at launching more than three times that number – 68 satellites – in one go in the early part of 2017-18 from Sriharikota.

PSLV-C 37 scheduled for launch on January 27


The next PSLV-C37 that will put into orbit a record number of 83 satellites is being scheduled for launch on January 27, said PSLV project director B Jayakumar.
Sharing the dais with Vikram Sarabhai Space Centre director K Sivan who came here to receive the 100th nozzle for a PSLV rocket from city based Resins and Allied Productions Mr Jayakumar said that six PSLVs had been launched in 2016.
Mr Sivan said that ISRO was planning to launch 12 to 18 PSLVs in a year. He said the 100th nozzle that was custom-built by Vijayawada based industry Resins and Allied Products (RAP) would be used in the historic PSLV that would launch a record 83 satellites. He said there was demand from foreign countries to send their satellites on PSLV rockets because they were launched as per schedule and were reliable.
