If it hasn't been for the Americans, the Europeans and the Israelis would have sold weapons to China a decade ago. Even after the US pressure, the Israeli still sod the design of Lavi to the Chinese. India being a democracy means nothing in real life. Every nation would look after its own interest.

India being a democracy may not mean a thing to the millions who are poor now or to you but to the clever man it is a card too play on the diplomatic table and it has its own brownie points.
