Rafael to offer Spike missile enhancements

Rafael is offering upgraded versions of its Spike series of fibre-optic/radio frequency (RF)-guided missiles to increase their operational effectiveness, a senior company official told IHS Jane's on 1 April.

Speaking at the company's facility near Haifa, Marketing Director Business Development for the Precision Tactical Weapons Systems Directorate, Ran K (the company requested that surnames of their officials not be disclosed) said that improvements to the Spike LR and Spike NLOS (non-line-of-sight) are in development, and should be ready for production in early 2015.

"We are increasing the range of the Spike LR from 4 km to 5 km, "¦ [and] the Spike NLOS is to be equipped with a SAL [semi-active laser], not for homing but to see [off-board] laser designation," he said.

"The limiting factor in the [Spike LR's] range is the fibre-optic [cable] at the aft of the missile," Ran K explained. This fibre-optic guidance enables the operator to guide the missile to a very precise impact point, to retarget it in flight, or to direct it away from an incorrect target, and is referred to as 'fire, observe and update'. "There are not enough pixels [in the cable] to guarantee a lock-on beyond 4 km. Through new technology, we are now able to increase the number of pixels to extend the range out to 5km [and] still get a 90% probability of a hit," he added, noting that the improved Spike LR will be going into production next year. Ran K declined to provide details as to possible customers.

In addition to the increased range, Ran K disclosed that the infantry-operated and vehicle-mounted Spike LR is to be also integrated onto helicopters, with test firings set to take place in 2015. While Ran K said that the company has received two contracts related to the helicopter-mounted Spike LR, he again declined to divulge further details.

The addition of a SAL to the Spike NLOS will afford the over-the-horizon missile with the capability to be laser designated by a third party. According to Ran K, this will enable the missile to perform close air support missions. The Spike NLOS has both an automatic and manual mode of operation. Whereas the manual mode means that the operator can fire directly at a target, the automatic mode sees the missile fly to a pre-determined waypoint approximately 3km from the target before handing manual control back to the operator for the final attack phase.

Rafael's Spike family comprises the Spike MR (fibre-optically guided with a 13.7 kg warhead and a range of approximately 2.5 km), Spike LR (fibre-optically guided with a 13.7 kg warhead and a range of approximately 4 km), Spike ER (fibre-optically guided with a 34 kg warhead and a range of approximately 8 km), and the Spike NLOS (RF guided with a 71 kg warhead and a range of 25 km).

All variants of the Spike feature either a fragmentation; high explosive anti-tank (HEAT); or penetration, blast and fragmentation (PBF) warhead depending on the nature of the target. Across the Spike family Rafael has 20 customers, with 23,500 missiles sold. According to Ran K, some 3,500 missiles have been fired to date.

NEW DELHI: The government is all set to take a call on two critical but long-delayed projects to plug operational military gaps in conventional diesel-electric submarines and anti-tank guided missiles (ATGMs), which together will cost well upwards of Rs 70,000 crore over the next decade or so.

Defence ministry sources said the two projects would be discussed by the defence acquisitions council (DAC) to be chaired by Arun Jaitley on Saturday. "Though there will be other items on the agenda, including the order for another 12 Dornier aircraft, the submarine and ATGM projects are likely to be the big-ticket ones," said a source.

Both the long-term projects will involve indigenous production with foreign collaboration in tune with PM Narendra Modi's "Make in India" policy. All the six new advanced stealth submarines, armed with both land-attack missile capabilities and air-independent propulsion for greater underwater endurance, will now be built in India, as was first reported by TOI last month.

Similarly, the Army project involves a direct acquisition of around 900 launchers and 3,200 missiles of third-generation ATGMs or "tank-killers", followed by transfer of technology (ToT) to defence PSU Bharat Dynamics for large-scale manufacture. In all, at least 1,914 launchers and 37,860 missiles will be required to equip the Army's 382 infantry battalions and 44 mechanised infantry units.

Significantly, MoD sources said the Army has pitched for the Israeli "Spike" ATGM over the American "Javelin" missile in the DAC. The US has been hard-selling the Javelin in recent months, with defence secretary Chuck Hagel in August offering not only to "co-produce" the ATGMs but also "co-develop" its fourth-generation version with India.

But it was the earlier reluctance of the US for full ToT which led India to consider and extensively test the Israeli Spike ATGM. "The Army feels the latest US offer to co-produce and co-develop the Javelin is not very clear and not likely to meet our ToT requirements. The Israeli Spike, in turn, has already undergone our trials. It's also cheaper than the Javelin," said the source.

The global tender for the Navy's project to build the six new-generation stealth submarines, in turn, is yet to be even floated despite getting "acceptance of necessity" way back in November 2007 due to political apathy and bureaucratic bottlenecks.

The original plan was that the first two submarines would be imported to save time, given the country's rapidly-depleting underwater combat arm, with the next three being constructed at Mazagon Docks (Mumbai) and one at Hindustan Shipyard (Visakhapatnam) with ToT from the foreign company eventually selected.

But with the Navy now agreeing that all the six submarines will be built in India, there is hope for the DAC's quick approval to float the tender or Request for Proposal (RFP). It will, after all, take at least three years to select the foreign collaborator, and another seven to eight years thereafter for the first submarine to roll out in the complex project.

A number of "significant" issues are likely to come up for discussion in the meeting, sources said.

Jaitley had told a conference of top commanders of the armed forces last week that the process of military acquisitions, which had slowed down due to "some controversies", will be sped up with at least one meeting per month of DAC.

DAC is headed by the Defence Minister and includes the Defence Secretary, the Chiefs of all three services, DRDO Chief and other senior officials.

It was set up in 2001 as part of the post-Kargil reforms in defence sector.

The Council approves the long-term integrated perspective plan for the forces, accords acceptance of necessity ( AON) to begin acquisition proposals, and has to grant its approval to all major deals through all their important phases.

It also has the power to approve any deviations in an acquisition, and recommends all big purchases for approval of the Cabinet Committee on Security.

Go for nuclear SSNs through L&T rather then fake indigenisation of imported conventional submarine of any make.

ATGMs- Force outdated Javelin to compete against lighter, cheaper Gill/Spike family.

Defence projects worth a whopping Rs 80,000 crore were cleared on Saturday by the government which decided that six submarines will be made indigenously and over 8,000 Israeli anti-tank guided missiles and 12 upgraded Dornier surveillance aircraft will be purchased.

The decisions were taken following a meeting of the Defence Acquisition Council, chaired by Defence Minister Arun Jaitley, that lasted for over two hours with Defence Secretary, the Chiefs of all three services, DRDO Chief and other senior officials attending it. The bulk of the decisions went in favour of the Navy that was in dire need of up-gradation and capability enhancement.

The big ticket step was the decision to build six submarines in India at a cost of about Rs.50,000 crore rather than source it from outside. The other major decision was to purchase 8,356 Anti Tank Guided Missile of Israel worth Rs 3,200 crore rather than the US' Javelin missile for the Indian Army. The Army will also purchase 321 launchers for the missile.

Another 12 Dornier surveillance aircraft with enhanced sensors will also be bought from the Hindustan Aeronautics Ltd at a cost of Rs 1,850 crore. The DAC also decided to buy 362 infantry fighting vehicle from the Ordinance Factory Board, Medak in West Bengal for Rs 662 crore.

Giving details of the decision to make the six submarines in the country, official sources said a committee will now be formed by the Defence Ministry which will study both public and private shipyards over the next 6-8 weeks.

Following this, the Ministry will issue Request for Proposal (RFP) to specific port that will be identified on the basis of the study which will look into whether they have the capacity and manpower to build six submarines in the same port only besides other parametres.

The submarines will be Air Independent Propulsion (AIP) capable that will enable them to stay underwater for longer than a conventional submarine besides having enhanced stealth features. The Navy currently has 13 operational submarines and the target set in 1999 was to have 24 by 2030.

The previous UPA government had gone in for six Scorpene submarines and the first is likely to be delivered only in 2016.

this is some quick procedure, the moment we hear that Javelin deal is dumped within few days we see GO for Spike. Defence acquisition in full swing.

321 Spike ATGM Launchers and 8,000+ Missiles (including relevant training apparatus)- GREAT news, very much needed for years now.
-363 APCs, supposedly from OFB, no exact details on the model but I assume the MPV- pretty disappointing because I'd have hoped they go for a newer and more capable product from an Indian private firm like Tata or Mahindra.
-Mini Subs for MARCOs- good stuff.
-12 Do-228 for the IN, a welcome boost for the IN's MPA fleet. I wonder if these are Do-228NG a/c.
-6 new SSKs under the P-75(I) project for which the RFP has been released. Many are assuming that this news out of the DAC means the subs will be built imminently- this is false, this is still the early stages of the selection process. At best we are 2-3 years away from a winner emerging so about 6+ years away from the first sub entering service with the IN. Welcome news because action- any action- was needed on this front. Would have been pretty pleased had the MoD also extended the current Scorpene order to 9 or taken the French up on their offer to build new SSKs on a fast track basis.

The DAC also decided to buy 1,761 units of five spoke 7.5 tonne radio containers at the cost of Rs 662 crore besides acquiring 1,768 critical rolling stock — open and closed wagons for transport of military equipments at a cost of Rs 740 crore. Both will go to domestic vendors.

"National security paramount"

During his address to those attending the meeting, Mr. Jaitley said national security was paramount concern for the government.

He added that all hurdles and bottlenecks in the procurement process should be addressed expeditiously so that the pace of the acquisition is not stymied.

The DAC also approved the purchase of equipments for special operations for the Navy which remained classified.

Sources said it is basically for the elite Naval commandos Marcos.

The decision for the purchase of torpedos for the scorpene submarines and heavy calibre guns were put off on Saturday on technical grounds, sources said,adding that they are likely to be cleared soon.

If 8200 missiles and 320 launchers are being purchased for Rs 3200 crores ie USD 500 million dollars then it is pretty steep discount on Javelin whose cost was estimated at USD 1500 million. Unless offcourse DDM confused 13200 for 3200 crores.
