House of Representatives Passes U.S.-Israel Strategic Partnership Bill


The American Israel Political Affairs Committee (AIPAC) on Wednesday applauded the adoption of the United States-Israel Strategic Partnership Act of 2013 by the House of Representatives.

The passage of the bill in a 410-1 vote comes after AIPAC held its annual policy conference this week in Washington, D.C.

The bipartisan bill, co-sponsored by U.S. Reps. Ileana Ros-Lehtinen (R-FL), Ted Deutch (D-FL), Ed Royce (R-CA), and Eliot Engel (D-NY), declares Israel as a "major strategic partner" of the U.S.

AIPAC said in a statement that the bill would "dramatically strengthen the relationship between the two allies as they work to confront new threats and challenges in the Middle East."

In addition, the bill includes a number of areas of expansion between the allies, such as expanding forward-deployed U.S. weapons stockpiles in Israel, the transfer of essential military equipment to Israel, a visa waiver program for Israel, assistance for the Iron Dome missile defense system, and the promotion of cooperation in energy, water, science, homeland security, and agriculture.

Israeli Armor, Artillery Corps Shifting Emphasis

TEL AVIV — Tighter budgets and changing threats are forcing specialized Israeli Army corps to temper parochial ambitions to bolster a smaller, fire-fortified, combined arms maneuvering force. Just a year ago, Israel's Artillery Corps was crafting a new mission statement and doctrine to transition from its traditional role of fire support to the leading ground force provider of standoff attack. Its Fire2025 master plan aspired to one-shot, one-target accuracy at increasingly long ranges, with saturation fire relegated to second-tier status. At the same time, the Armored Corps was championing its own agenda to sustain outyear production of main battle tanks, mitigate downsizing and preserve its capacity for conventional war. But reassessments in recent months are accenting a more interdisciplinary strategy for training, organizing and equipping Israel's future ground force, seeking benefits beyond corps- specific parochial agendas, officers here said. "In the end, we determined that as an integral and central component of the ground forces, we needed to view ourselves first and foremost as a supporting organization to enable the Army to achieve its objectives," said Brig. Gen. Roy Riftin, commander of the Israel Defense Forces (IDF) Artillery Corps. "In parallel, we will build capabilities to enable accurate means of standoff attack." In a late February interview, he acknowledged that the return to traditional support priorities "was not easy to swallow" by members of Israel's gunner community. For years, artillery proponents, including Riftin, had envisioned network-enabled ground-based systems as an option to airpower for a spectrum of scenarios demanding precision standoff attack.

United States and Israel Sign Agreement on Iron Dome Weapon System

(Source: US Missile Defense Agency; issued March 8, 2014) The United States and the State of Israel concluded an agreement on March 5 to continue support of the production of the Iron Dome weapon system. The Iron Dome system is capable of intercepting and destroying short-range rockets, and mortar and artillery shells, and is an invaluable component of Israeli missile defense. During Operation Pillar of Defense in 2012, Iron Dome was credited with saving countless Israeli lives, and was called a "game-changer" by many Israeli policy-makers. Yesterday's agreement ensures continued U.S. funding for procurement of Iron Dome systems and interceptors, and provides for significant co- production opportunities for U.S. industry. Under the terms of the agreement, $429 million will be transferred immediately to Israel to support Iron Dome procurement. The agreement represents strategic value for both nations. Israel will obtain valuable resources to contribute to its defense and U.S. industry will receive meaningful co-production opportunities for Iron Dome components.

The Israeli air force is adapting some of its systems and adding others, to be ready for a wide unmanned air systems attack on targets inside the country in a future military confrontation. The service pointed to the threat for the first time when Brig Gen Shachar Shohat, head of its defence command, addressed a conference in Tel Aviv in mid- March. UAS flew into Israeli airspace from Lebanon on at least two occasions in 2012 and 2013, apparently on photography missions and in attempt to probe air defences. Both were shot down by air force fighter aircraft. Israeli sources say the threat, especially from Lebanon, may range from radio-controlled drones carrying a small explosive load to UAS carrying payloads of hundreds of kilogrammes. According to well informed sources, Israel believes that the Hezbollah organisation in Lebanon has already received some heavy UAS made in Iran. Preparing the air force to respond to such platforms includes the use of systems that can detects small UAS before they cross the border, and others that can shoot them down immediately after detection. While the main UAS threat is from Lebanon, the air force also takes into account a similar threat from the Gaza strip. At this stage Hamas militants are using rockets, but Iran may potentially also try to supply some types of unmanned aircraft to the organisation, sources suggest. On 12 March, 50 rockets were launched into Israel from Gaza. Some with a "lethal trajectory" were intercepted by the Iron Dome air-defence system. In response, the Israeli air force attacked 29 targets inside the Gaza strip.

Meet the IAF's new training jet: The Lavi





The Sky Hawk, used for training at the Israel Air Force training base in Hatzerim for the past 40 years, will soon be retiring and making way for a new training aircraft - the Lavi.

The first of 30 planes expected to arrive in Israel in the next two years was transfered to the Defense Ministry on Thursday.

The new aircraft, named after the Israeli combat aircraft project that failed in the 80's, was launched a ceremony in the manufacturer's factory in Varese, Italy. The launch was attended by IAF officers and senior officials from the Defense Ministry's procurement department.

The deal with the Italians is estimated at $1 billion.

The Lavi aircraft (known as f-346i) has two engines which allow a safer flight in case of engine loss. It is also equipped with advanced control and aeronautics systems and reaches a speed of 1.15 Mach and is used by the Polish, Italian and Singapore air forces. It will be used in the advanced stages of IAF flight training.

Director of the Procurement Department at the Ministry of Defense, Brig.-Gen. (res.) Samuel Tzucker, said that the tender was awarded to the Italian company and not a Korean company that competed for it because the Italians have committed to a reciprocal deal to purchase intelligence aircrafts and satellites from the Israeli defense industry. Tzucker also noted the deal also included American financial aid since the aircraft's engines are manufactured in the US.

A few days ago the aircraft passed a successful debut flight which followed by a rollout ceremony that took place at the manufacturer factory in Varese.

Northern Command Warns: Situation with Hezbollah 'Explosive'
IDF official says Israel would not limit itself to airstrikes, use 'all of its capabilities' in the event of a 'Third Lebanon War'.

Yair Golan, the Major General of the Northern Command, has warned the world at large that Israel's situation with Lebanon is extremely volatile.

"The situation on the border [with Lebanon] is explosive and the smallest spark can cause a border clash - even if neither side is looking to engage in fighting," Golan told French newspaper Le Figaro on Tuesday.

Golan, who provided the interview before three IDF soldiers were injured in a bomb attack in the Golan Heights - which appears to have been an attempted kidnapping - also noted that Sunni jihadis in Syria had turned their eyes against Israel. "After Assad, Israel will be their next target," the general stated.

He elaborated that in light of recent escalations - including the infiltration of the border with Lebanon by terrorists - the IDF is in the midst of taking several drastic measures to ramp up security. Among them, the general claimed, are the building of a "smart" fence to help detection and a greater focus on gathering intelligence.

"There are only about 300 fighters" building on the border so far, according to Golan, "and they haven't attacked yet." But he stressed that the IDF is making preparations, nonetheless, ahead of a possible border clash.

Maj. Gen. Golan noted that since the Second Lebanon War concluded in 2006, Hezbollah has maintained a "status quo" along the border with Israel - but added that the Shi'ite organization has been making a "supreme" effort to obtain weapons made in Iran or Russia, transported via Syria.

"Hezbollah seeks to bridge the gap in the quality of their arsenal versus ours, and increase its military capabilities," Golan stated.

"A Third Lebanon War will not be limited to air strikes, and we will use all our capabilities, including sea and land, to remove the destructive capacity of the enemy," Golan warned. Maj. Gen. Golan also referred to the fact that Hezbollah invest its money and resources in developing bases in civilian areas - both in and underneath villages in southern Lebanon.

"This fact will not prevent us from using force to defend our citizens," he threatened.

Every Merkava tank delivered to the IDF in the past few years is equipped with the Trophy active protection system made by Rafael Advanced Defense Systems Ltd. to automatically detect and intercept incoming antitank missiles.

During operations in Gaza, the Trophy succeeded in neutralizing attempts to use missiles to hit tanks before the crews were even aware of them.

35 years after the IDF received its first Merkava tank, 212 enterprises across the country are involved in the tank's production, and more than 10,000 people work on the production of this war machine. Nonetheless, the Israeli tank industry is far from secure.

Argentina buying 30-year-old Israeli fighter jets


TEL AVIV, -- A high-level Argentine military delegation visited Israel recently to finalize a purchase of Israeli fighter-jets.

The Kfir has not been in operational use by the Israel Air Force for nearly 20 years and will be upgraded by Israel Aircraft Industries if the contract is signed.

The deal is going ahead at a low point in Israeli-Argentine relations.

Only a ground offensive will defeat the enemy, says senior IDF source

Ground forces make upgrades to prepare for war with Hezbollah; 40% of artillery rounds to be high-accuracy shells.

In the event of another war, only a full-scale ground offensive will achieve a convincing defeat of Hezbollah in Lebanon, a high-ranking IDF source said on Tuesday.

"It's clear to the general staff that a ground maneuver is what's needed" to extinguish the threat of mass rocket attacks, the source said. This view holds true despite the highly advanced capabilities developed in recent years by the air force, which enable it to strike a myriad of targets in a short space of time, he said.

The Ground Forces Command embarked on a series of upgrades designed to better prepare it for the day forces are ordered to storm hostile ground.

"The enemy is growing powerful" in its ability to rain down rockets and missiles on the Israeli home front, the source said, but it remains challenged by the IDF's ability to launch ground offensive, which Hezbollah sees as an Israeli advantage.

One change under way involves an upgrade to weapons systems. Some 40 percent of artillery shells are being converted into precision shells that accurately strike targets as far as 40 km. away.

The shells come equipped with fins and other adaptations to make them accurate.

"It'll prevent the need to place artillery forces deep into enemy territory. The new shells have 150% more range. This gives us more operational flexibility," the source said.

This enables a battalion commander to request whatever firepower he needs and receive it within a few minutes.

"We don't have to get the air force to drop 250kg. bombs on every target. Sometimes a shell going through a structure is enough," the source said.

The remainder of the Artillery Corps's shells – which are classed as statistical firepower – will be made more efficient, the source said. The IDF is in advanced stages of purchasing a new artillery gun to replace its aging M109 155mm. self-propelled Howitzers.

Ground Forces planners are taking into account an enemy that knows how to strike and "disappear," while operating in closed spaces where much of the IDF's firepower is more limited, the source said.

"They [Hezbollah] have many missiles and explosive devices [to target advancing IDF armored vehicles]," he said, adding that Hezbollah's armament efforts are "unceasing."

As a result, Ground Forces planners are aiming to inject units into the depth of Hezbollah's territory.

"For us, that means we must restructure and prepare, and to stay ready for a clash that can occur tomorrow, in a few months, or a few years," he said.

"A ground offensive has to be deadly, defensible, network- based and agile, with advanced firepower adapted to... a changing battlefield," the source said. "It's clear to us that we have to shorten a conflict. A ground maneuver will accomplish that."

Other areas of improvement include working in conjunction with the air force and receiving and applying intelligence in real time.

Command and control tools, such as the Digital Ground Army, link up various forces to a computer-generated map showing target locations, the source said, describing such developments as the most advanced in the world.

"A tank gunner will see a target as it is seen by fighter jet pilot. Companies on the ground will be able to detect targets and place them on a [digital] map," he said.

"We are developing a battle doctrine based on the need to operate in enemy's depth. It is focused on how to get forces there, how to fight in closed spaces, destroy tunnels, and take on fortified targets.

It looks at how an [infantry] company enters a home to destroy a rocket launcher," he said.

Structural changes to the Ground Forces are under way.

These include giving territorial army divisions greater autonomy.

If war breaks out with Hezbollah in the North, the Gaza Division in the South will be able to "solve its own problems" and formulate independent responses to rocket attacks from Gaza, freeing up the General Staff to deal with the Lebanese arena.

All-purpose divisions that can fight on multiple fronts (there are a few such divisions) have been enlarged with extra battalions, such as Engineering Corps units, the source said.

"We have to get to the enemy and strike its ability to fire on us. In the end, this creates pressure on it and on Lebanon, and this is an enemy that understands when it's starting to lose," he said.

Two Palestinian Arabs were wounded on Wednesday when Israeli navy vessels destroyed two Gaza-bound boats "smuggling cigarettes" from Egypt, Palestinian Arab media told AFP.

Palestinian Arab witnesses and medical sources said the navy opened fire at the vessels as they were heading towards Rafah, moderately wounding two people, while the rest of the crew managed to escape.

An Israeli military spokeswoman confirmed the incident, saying a naval vessel had been damaged by Palestinian gunfire in the exchange. She said naval forces had identified two Palestinian vessels trying to reach southern Gaza from Egyptian territorial waters in a "suspected smuggling attempt."

Troops had called on the boats to stop and fired warning shots, but the appeal was ignored.

"After the vessels failed to comply the soldiers fired toward the vessels. Hits were confirmed, and secondary explosions were heard," she said.

At the same time, gunmen in Gaza began firing at the naval forces, damaging the navy boat. "The soldiers responded by opening fire toward the terrorist position," she explained.

Palestinian Arab sources said the boat was merely smuggling cigarettes and other tobacco products. However, cigarettes do not explode after contact with gunfire - leading to suspicions that the boat was smuggling arms or other dangerous substances.

Israel imposed a maritime blockade on the Hamas-controlled area, under which Gaza vessels are not allowed to enter waters more than six nautical miles from the shore, in 2006.

And Egypt has severely restricted access to the territory for security reasons, with its military destroying 1,370 smuggling tunnels under its border with Gaza, as ties with Muslim Brotherhood-affiliated Hamas have soured.

Wednesday's incident marks another maritime clash between Hamas and Israel, after the IDF conducted the raid on the Klos C weapons ship in the Red Sea two weeks ago, between the waters of Sudan and Eritrea.

The ship, which flew a Panamanian flag, carried weapons which were made in Syria under Iran's directives and were being taken to Sudan. From there, they would be taken to the Sinai Peninsula and smuggled to Gaza through the underground tunnels.

Both Iran and Hamas have denied any connection to the Klos C. Israel's Foreign Ministry has stated that it would file a complaint to the UN Security Council over the shipment.

Chairman of the U.S. Joint Chiefs of Staff General Martin Dempsey was expected to arrive in Israel on Sunday afternoon, for a three-day work visit.

During his visit, Dempsey will meet with Defense Minister Moshe Ya'alon and other senior Israeli defense officials, and will discuss the military cooperation between Israel and the U.S.

Ya'alon and Dempsey are also expected to discuss various regional issues, including the Syrian civil war, the Iranian nuclear threat and the war on terror.

Dempsey's visit comes shortly after the U.S. demanded that Ya'alon apologize for criticizing American foreign policy as weak.

Ya'alon's comments also drew fire from other Israeli government officials, with International Relations, Intelligence and Strategic Affairs Minister Yuval Steinitz (Likud) calling it "a spit in the Americans' face" and others saying that while Ya'alon could differ with U.S. policies, he should refrain from making statements that belittle or offend the U.S.

The Defense Ministry and the Pentagon have not released Dempsey's itinerary for the visit, and it is unclear at this time whether he plans to hold a press conference while he is in Israel.

Meet 'Morty' - IDF's new and improved mortar



Could this be the answer to rocket launching terror cells in Gaza? The IDF is set receive a new model of a GPS-guided mortar shell, developed by Israel Military Industries. The weapon is designed to deliver a quick strike against terrorist cells, especially those in the Gaza Strip, and was given the original name "Morty" (Patzmi, a play on the Hebrew acronym for mortar)

"Mortar shells were always considered an inaccurate weapon that hit only the target area and not the target itself," a security source told Ynet. "Turning the mortar shell into an accurate weapon with the help of GPS is a real revolution."

Up until now, the IDF was equipped with shells and bombs of a varying sizes which could be fired from both air and ground launchers (such as the Tamuz missiles, an advanced electro-optic missile mostly used near the border with Syria). However, during the recent escalation in the south, the poor weather conditions and low clouds made it a difficult to hit targets accurately.

The success of recent tests prompted the Military Industries to declare the mortar shells operational. The "Morty" has an operational range of 8 kilometers (5 miles) and an accuracy level of several meters in relation to the location details entered into the GPS system and is also considered to be relatively inexpensive in comparison with other mortar shells.

"Morty" will be available for mortar units within the infantry battalions, and will be fitted for launchers of 120 millimeter. The missile will be able to be fired from an APC, and will also be sold and fitted for ally armies fighting in Iraq and Afghanistan.

The missile's warhead can be programmed to explode a meter or two above the target and not only upon contact with it.

This possibility will increase the deadliness of the shrapnel scattering against targets such as terror cells hiding in building, fields or armored vehicles.

'Miracle' Saves Hareidi Soldier From Terrorist's Gun


A hareidi IDF soldier and two Nahal Hareidi foundation rabbis were miraculously saved from an Arab terrorist shooting at them last Tuesday at Adam Junction, located north of Jerusalem in Samaria.

The terrorist tried to shoot at the three, but somehow his weapon jammed; after realizing he was powerless to harm the soldier and rabbis, the Arab terrorist turned tail and fled the scene.

At the time of the attempted attack, the rabbis were on their way to Jerusalem from the Peles Nahal Base in the Jordan Valley, a training base for the Hareidi Brigade (Nahal Hareidi). The hareidi soldier had joined them leaving the base.

At Adam Junction when they slowed down, a young Arab terrorist jumped into the junction with a pistol in his hand, and charged at their car.

"We let another car that arrived from our left go first," said one of the rabbis. "Suddenly I see a young Arab in his 20s jump from the side of the road with something black in his hand. It took me a second to realize that it was a pistol."

"The youth ran towards the back seat and tried to shoot at us, but the pistol didn't fire," added the rabbi.

The rabbi notes that "after a few seconds that seemed like eternity, when I was shaking and hunched over to take cover, I turned to see where he (the terrorist) was and why there was no sound of gunfire. I realized he was trying to shoot at one of the rabbis who sat next to the driver, and there too the pistol didn't work. At that point I shouted at the driver to get us out of there."

"He was looking for a soldier...we were saved by engaging in Torah"

The other rabbi recounted that he noticed the terrorist even before the attack.

"I saw the youth before the attack leaning on the security barrier and not doing anything," the rabbi recalled. "Suddenly he pounced towards the car. It seemed he was specifically looking for a soldier."

Immediately after the attack, the rabbis and soldier continued to the nearby Hizma checkpoint, where they notified security forces who began searching for the terrorist immediately, arresting several suspects.

After several hours of investigation, the rabbis and soldier were sent home by security forces.

"It was simply a miracle. We were at the junction and therefore were driving very slowly. If his weapon had worked, it could have ended terribly," noted one of the rabbis. "We were returning from cultural and Torah-based activities that we have done for years with the hareidi soldiers, and there's no doubt that stood to our credit in Heaven to be saved from the shooting."

Stealth and Resilience: Meet the IDF's New Submarines


Graduates of the IDF's Submariners course are about to receive a more advance training regimen, in order to keep up with the evolution of IDF submarine capabilities.

In 2014, the Israel Navy is expected to put two new advanced Dolphin-class submarines into service: the INS Crocodile, and the INS Rahav. These two submarines were acquired from Germany in 2012. With the introduction of these submarines into the fleet, submariner recruits will now undergo a new training regimen.

The current course of submarine recruits will be the first to complete the training for the new submarines. The new training includes two new roles for the control panel and sonar.

"These new submarines have new systems, and therefore new capabilities. Among these are greater stealth and the ability to stay longer under water," said the commander of the school, Maj. Y. These new submarines will use AIP (air-independent propulsion) technology, which enables them to stay underwater longer. These submarines are also stealthier because they produce less noise.

Moreover, the new submarines will be equipped with the most up-to-date naval weapons systems and improved detection capabilities. They are also designed to be easily maneuvered. "These submarines are larger than previous ones. In the event of a clash with strong water currents, the new steering station is designed to allow them to move more easily," Maj. Y.said.

In addition to the regular submariner course, one long retraining course took place for the veterans. "Each submarine team consists of veterans who qualified in Germany, submariners and other veterans who were retrained, and new soldiers who enlisted when their course was adapted to the new submarines," said Major Y.

The soldiers' daily routine consists of morning roll call, courses in a classroom, frequent treks of six to 20 kilometers, the use of digital simulators, and most importantly, tours in a submarine. "Obviously the goal of the training is to be relevant to the reality in the field," said Major Y. While Israel's enemies are training and improving all of the time, the Israel Navy will always stay one step ahead of them.

Israeli firm working on 30-second phone charger


An Israeli start-up said on Tuesday that it was working to develop a bio-organic system that can recharge a smartphone battery in just 30 seconds.

Tel Aviv-based StoreDot's prototype battery and charger is currently being tested with Samsung's Galaxy phones, but the start-up's founder and CEO Doron Myersdorf told AFP that a product compatible with all makes of smartphone should be on the market by 2016.

He said that at the core of the new technology was the use of peptides, compounds containing amino acids.

"We are modifying the surface of the electrodes with bio-organic compounds, peptides, to increase the chemical reaction to produce extra energy," he said.

"It allows us to avoid the most annoying aspect of our smartphones, of which we are demanding more and more, and to ensure that we have a charged telephone all day," he said.

StoreDot has not received capital from global smartphone market leaders Apple or Samsung but is getting backing from a Chinese manufacturer, Myersdorf said, without naming the investor.

Today the IDF Welcomes Its Newest Strategic Aircraft, the "Samson" Squadron



Today, during a military ceremony attended by IDF Chief of Staff Lt. Gen. Benny Gantz, the "Samson," a new military transport plane in the IDF, was inaugurated into the IAF after its arrival in Israel from the United States. This modern aircraft increases greatly the ability of the existing fleet of the Israel Air Force.

"For several months now, the future pilots of these massive planes have been training in flight simulators in the U.S. and Italy in order to familiarize themselves with its technological and operational innovations," said the deputy commander of the unit in charge of the "Samson," Colonel A.

The IAF purchased the long version of the Hercules C-130J from Lockheed- Martin which allows for an improved carrying capacity: instead of 64 paratroopers the short version can carry, the Hercules C-130J can accommodate in its cargo hold 94 paratroopers and their equipment. Alternatively, the cargo hold can accommodate four military SUVs instead of three, or transport 128 soldiers.

More importantly, the range of flight for the "Samson" is nearly 4,000 km, allowing the IAF to neutralize all threats, both near and far.A tour of the cockpit of the Hercules C-130J reveals cutting-edge technology: in addition to the digital screens and the advanced displays, the new plane is equipped with new systems that streamline the aircraft maintenance work and allow the technicians to gain information on the routine operations and the malfunctions.

Now that the "Samson" has arrived in Israel, many more computer systems designed by Israel will be added to the plane. These Israeli systems will assist the "Samson" in its jobs of transportation of troops, rescue, and efficient and safe supply.

The mid-air refueling ability of IAF aircraft will be easier than ever before with the coming of the "Samson." "The 'Samson' has the ability to fly closer to other aircraft in order to supply gasoline, making much easier this delicate operation," said Colonel A.

With its great holding capacity and technological innovation, this new giant of the skies will bring a major strategic advantage, which will strengthen the IDF's ability to carry out its mission of protecting Israel's borders and citizens.
