Well it can be implimented effictively if govt decides so. With serious punishments and preventive measures people will refrain from begetting 3rd or 4rth kid.

There is a reason why Bengal, UP, Bihar are thickly populated - the land is fertile and there is perennial water supply from Ganga and Yamuna from Himalayan melt waters. Rest of India including the Western and Southern parts are not so lucky.
+ Illiteracy, low medical care leading to infant mortality and poverty.


First off Congress govt will not have guts to implement such a policy. Even if they do they might exclude minorities!
Parsis, Jains and Buddhists must be exempted.

Ha... I was thinking of Congress votebank... :). Even under RTE minority run institutions are exempted from their duty towards the economically weaker sections.

One delivery counts as one child . In case of triplets, quadruplets or quintuplets they will still be taken as two children as this is a medical condition beyond the hands of the couple.
Actually. I wanted say that what will happen if mother gives 3rd child in third delivery. It is not possible to sterilisation of every women since many women gives delivery in home especially in villages. In China, i heard that they fine parents in that case.

Let her get as many she wants - but only 2 children will be added in the ration card..and knowing how important ration card is for getting any legal document - be it the pan card, voter id, passport , driving license I guess 70% would stop with 2 children and that itself would be a huge drop.

A country like China, with CCP and all its control over the hearts and minds and c***s of the people of China, have failed in their 2 child policy. Some people hiding their kids by sending them away, some by bribing officials and other means. Even after the 'not-so-perfect' implementation, they are having problems now due to the skewed sex ratio.

Now imagine India, with all its governance, its ability to enforce rules etc etc. Not to forget, the already skewed sex ratio in many parts. You folks are unrealistic.

Its very simple. If you have more than 2 kids, you are severely penalized.
On having 1-2 kids, kids are given free education, free healthcare, subsidized rations etc. On having more than 2 children, you will have to pay for education, healthcare, you will not be eligible for any reservation/subsidy etc.

Incase you can't afford anything, your children will become wards of the state, and you will be compulsorily sterilized, all your assets attached etc.

Sounds nice. BTW FYI India has been debating FDI from more than 2 decades. Do you seriously expect anything like what you have suggested, though much needed, to be ever implemented? No party is ever going to stick its neck out with something so controversial!

Lets not disappoint them, let us teach them a lesson or two in how to control population.
Enough of politics already. It has mired the issue of population with demography and the paranoid theories associated with it.

I don't expect anything to happen "seriously" in this regard. With economic development over a period of time population should stabilize.
And that's why I said those having more children will providing cheap labour for people with lesser children.

They are looking at India, because they are demographically screwed. In 10 to 20 years time, they will see there productivity decline as the population ages, whilst India's population will continue for quite some time to be more younger and productive. MIght be cheap labour, but its still productive labour.

Plus at the same time, as many posters have said, the fertitlity rate is stabalising by itself anyway.
