Is it possible to delink essential commodities from trade?

I wonder if there could be an international consensus made on essential products so that it is not traded like it is right now on commodities markets. Oil, food and other essential metals could be brought under the ambit so that speculative trading which drives up the prices does not happen.

Some sort of mechanism has to be developed so that the rise of prices world wide which has a cascading effect is checked.

We need to do that since we have a billion mouths to feed.I think we need to ban export of foodstuffs as a first measure
