New Delhi (Sputnik) — The new agencies will protect defense-related websites from hackers, as Indian governmental defense-related websites have survived hundreds of cyber-attacks in the last few years.
"The Defense Secretary apprised the audience (members of unified commanders' conference) that the defense cyber and space agencies and special operations division will soon become a reality," an Army official said on Tuesday after the closing of the two-day unified commanders' conference in New Delhi.

The new agencies will employ personnel from all armed forces and some of the divisions currently not involved in combat.

The agency with offensive and defensive capabilities will be headed by a Major General-rank officer.

Currently, India's space capabilities are mostly driven by civil and commercial requirements, steps for exploitation of space for military applications have been expedited by the Narendra Modi government.

"Space bestows immense force multiplication capability on the armed forces, and the dependence on space assets for military operation is rapidly increasing. Leveraging space power would include protection of our national space assets and exploitation of space to enable defense capabilities across the conflict spectrum," the joint doctrine of Indian Armed Forces reads.

The Special Forces operations will be conducted in support of offensive and/or defensive operations. Operations are to be conducted by specially selected troops of the armed forces who are trained, equipped and organized to operate in hostile territory in all dimensions — land, air, and sea; and can also be employed isolated from the main combat forces.
"Special Forces units will be tasked to develop area specialization in their intended operational theaters to achieve an optimum effect" the joint doctrine says.

The demand to set up cyber and space agency and special operation division was initiated years ago but the previous government led by Dr. Manmohan Singh did not complete the process.

Apart from setting up special agencies, armed forces have also decided to incorporate sports medicine in the methodology of training cadets, recruits and combat soldiers with the purpose of making physical training in the military even more scientific. The forces also introduced the Bachelor of Technology course in the National Defense Academy, which will further the technological threshold of future military leaders.

NATIONAL CYBER INVESTIGATION AGENCY ON CARDS


The Central government is setting up a National Cyber Investigation Agency to prevent, probe and crack cyber crime cases, whose numbers have been mounting with India's continued digital push.

These cases include child pornography, cyber-terrorism and breach of protected systems. According to a study, India is ranked the fifth most vulnerable country when it comes to cyber attacks but cases of data breach remain underreported with the legal mechanism being limited to deal with the situation.Turn to P4

The pan-India federal body will be formed on the lines of the National Investigation Agency (NIA) that combats terror in the country.

The National Crime Records Bureau (NCRB) says that India recorded 9,622, 11,592 and 12,317 cases of cyber crime in 2014, 2015 and 2016, respectively, but expert say the actual number is much higher.

The new agency will take the lead in threat and asset response, besides intelligence support.

Prime Minister Narendra Modi, during a recent meeting of state police chiefs, directed all states to revamp their cyber units so that crimes can be dealt with in a coordinated and cohesive manner.

The federal body will comprise trained cyber squads to protect computer intrusions, theft of intellectual property and personal information, child pornography and exploitation, and online fraud. It will gather intelligence and track online terror activities.

The idea of setting up the federal agency came after the government realised that cyber crimes are becoming more commonplace, more dangerous, and more sophisticated.

Also, increasing threats of cyber attacks targeting secret government information have prompted the Ministry of Home Affairs (MHA) to prepare guidelines on securing data.

The National Information Security Policy and Guidelines prepared by MHA have been sent to the National Security Council Secretariat (NSCS), the apex body on security policies headed by Modi. National Security Adviser Ajit Doval is its secretary.

The proposed policy looks at strengthening mechanism to safeguard critical data by roping in experts and using better technology.

"Almost every developed country is indulging in cyber espionage and government data is most vulnerable.

There is a need to enhance our system to secure all critical information. The policy is being vetted by the NSA," said a senior government official.

India in final stages of setting up Defence Cyber Agency

KOLKATA: India is setting up a cyber agency under the Integrated Defence Staff (IDS) to deal with potent threats in the cyber space, Lt Gen M M Naravane, GOC-in-C, Eastern Command, said Tuesday.

He said that the Armed Forces were alive to cyber threats which necessitated a cyber agency that will be set up by pooling talent from all three services - Army, Air Force and Navy.

"It will be an inter-services agency, not purely Army, functioning under the IDS and they will be looking after all the threats in the cyber domain," Naravane told newspersons during Army Day celebrations at Fort William, the Army's Eastern Command headquarter here.

The IDS is responsible for fostering coordination and enabling prioritisation across the different branches of the Indian Armed Forces.

"It will be headed by a two-star rank officer," the Eastern Army Commander said.

Naravane said that the entire proposal is under final formulation.

Stating that the cyber agency will not be a full-fledged command, he said its units will be spread across the country.

"There will be units or cells or dedicated officers at every headquarter to deal with the aspect of cyber security," he said.

The General Officer Commanding-in-Chief, Eastern Command, earlier laid a wreath at 'Vijay Smarak', Fort William and paid homage to the courageous soldiers who laid down their lives while protecting the country.

Similar ceremonies were held at all military stations in the eastern theatre.

To mark the occasion, five units from Eastern Command were conferred with the Chief of Army Staff Unit Citation for exemplary professional performance, an army official said.


"On similar lines, 18 units have been awarded the Unit Appreciation by the General Officer Commanding-in-Chief, Eastern Command, which includes 10 infantry battalions, two artillery regiments, two engineer regiments, one aviation squadron, one ASC battalion and two Assam Rifles battalions," the official said.
