Facilities for Rail Passengers

Details of major initiatives taken by Government to improve the facilities for Rail Passengers are as under:-

(i) Online ticket booking facility through Indian Railway Catering and Tourism Corporation (IRCTC) website thereby obviating the need to stand in queues at reservation counters.

(ii) Reserved and unreserved ticket booking facility through mobile phones.

(iii) Provision of Automatic Ticket Vending Machines (ATVMs) at Railway stations for dispensation of tickets.

(iv) Provision of various cashless modes of payment like net banking, e-wallets, credit/debit cards through Point of Sale (POS)s machines, through Unified Payment Interface (UPI), etc.

(v) Earmarking of separate counters at various Computerised Passenger Reservation System (PRS) centres for dealing with the reservation requisitions received from persons with disability, senior citizens, ladies, former Members of Parliament, Members of Legislative Assemblies, accredited press correspondents and freedom fighters.

(vi) Automatic preparation of first reservation charts at least 4 hours before scheduled departure of train and thereafter booking of available accommodation through internet as well as through PRS counters till preparation of second reservation charts.

(vii) Intimation to passengers through SMS in case of change in passengers’ reservation status from waiting list/RAC to confirmed, cancellation of trains, late running of train in identified trains, etc.

(viii) Cancellation of computerised Passenger Reservation System (PRS) counter tickets through IRCTC website or through 139.

(ix) Automatic refund to e-ticket holders in case of cancellation of trains.

(x) Introduction of Alternate Train Accommodation Scheme ‘VIKALP’ to provide confirmed accommodation to waitlisted passengers in alternate train to ensure optimal utilisation of available accommodation.

(xi) Increase in number of berths earmarked as RAC to accommodate more passengers.

(xii) Enhancement of the existing combined quota earmarked for Senior Citizens, pregnant women and female passengers 45 years of age and above to 6 lower berths per coach in Sleeper, 3 lower berths per coach in 3AC and 3 lower berths per coach in 2AC class. Further, in Rajdhani, Duronto and fully Air Conditioned/ Express trains, the number of lower berths has been increased to 4 lower berths per coach.

(xiii) Earmarking of reservation quota of two berths in 3AC class and four berths in Sleeper class for persons with disability.

(xiv) Introduction of Sarathi Seva to help old and disabled passengers requiring assistance at the station and strengthen the existing services for enabling passengers to book Battery Operated Car (BOC), porter services etc. on a paid basis in addition to the existing pick up and drop and wheelchair services.

(xv) Provision of Yatri Mitra Sewa at major stations for enabling passengers to book wheelchair services cum porter services.

(xvi) Provision of cushioned seats/berths, fluorescent lights, air-conditioning, fans, toilet, dustbins and wash basin facilities etc. in all main line trains/coaches being manufactured.

(xvii) Provision of looking mirrors, snack tables, magazine bags, water bottle holders, coat hooks, small luggage racks, luggage securing arrangements, mobile/laptop charging sockets in identified classes of coaches.

(xviii) Provision of dust bins in Non-AC coaches, Braille signages in coaches, mugs with chain in Non-AC coaches.

(xix) Introduction of premium services like Tejas, Humsafar, Mahamana Express, Deen Dayalu Express etc.

(xx) Introduction of optional catering service as a pilot project on 32 Rajdhani/Shatabdi/Duronto trains w.e.f. 01.08.2017 for an initial period of 180 days.

(xxi) Introduction of station-based e-catering for widening the range of options available to passengers for ordering food of their choice.

(xxii) Introduction of pre-cooked food (‘ready to eat’ meals) in the range of options available to passengers.

(xxiii) Operation of centralised Catering Service Monitoring Cell (CSMC) (Toll free Number. 1800-111-321) for prompt Redressal of passenger grievances related to the catering activities and real time assistance to travelling public.

(xxiv) Operation of all India helpline Number 138 for Rail users to lodge complaints/suggestions regarding food and catering services.

(xxv) A twitter handle - @ IRCATERING has also been made operational to cater to the complaints/suggestions with regard to catering services.

However, strengthening/upgrading the existing passenger facilities and introduction of new facilities is a continuous and ongoing process.

Passenger Announcement and Passenger Information System (PAPIS) has been provided in Tejas and Humsafar Trains. As per extant policy guidelines, electronic display boards are provided at ‘A-1’ and ‘A’ category stations and public address systems are provided at ‘A-1’, ‘A’ and ‘B’ category of stations and can be provided upto “D” category of stations. Electronic train indicator board can also be provided upto “C” category of stations. Provision and upgradation of facilities at stations and in trains is a continuous and ongoing process and are undertaken depending on the fund availability and relative priority of works.

With a view to encouraging booking of rail ticket through internet, various steps have been taken which include withdrawing of service charge imposed by IRCTC, enhancing the capacity of the server, increasing the options available for making payment while booking ticket through internet etc. Due to these efforts, internet ticketing now constitute approximately 65% of total reserved tickets issued on Indian Railways.

Bio-Toilets in Trains

Railway has set in house target to complete the work of installation of bio-toilets in coaches by March 2019. To achieve this, all railway workshops have been instructed to compulsorily install bio-toilets in all existing in-service eligible coaches undergoing mid life rehabilitation & periodical overhaul. Retro-fitment of bio-toilets in existing in-service coaches is also being done to a limited extent in coaching depots.

Approximately 55% of the total passenger carrying coaches over Indian Railways have been installed with bio-toilets.

Bio-toilets are an important step towards ‘Swachh Bharat’. It keeps tracks clear of human excreta .

Revamping of Railway Stations

Indian Railways has advertised its plan to redevelop ‘A-1’ and ‘A’ category stations on ‘as is where is’ basis, by inviting open bids from interested parties. The cost of station redevelopment is to be met by leveraging commercial development of land and air space in and around the stations.

Bids were invited by Zonal Railways for 23 stations in the first phase of the station redevelopment programme. Bids have been received only for Jammu Tawi and Kozhikode stations on 12.07.2017 and 24.07.2017 respectively. These bids have been taken up for evaluation.

Eight stations viz. Anand Vihar (Delhi), Bijwasan (Delhi), Chandigarh, Gandhinagar, Habibganj (Bhopal), Shivajinagar (Pune), Surat and Sabarmati have been entrusted to Indian Railway Stations Development Corporation Ltd. (IRSDC) for redevelopment.

An MoU has been signed by Ministry of Railways with Ministry of Urban Development for integrated planning for station redevelopment projects in cities identified as SMART cities in association with Smart City authorities. The following 10 Stations have been taken up for redevelopment under this scheme:

Tirupati, Delhi Sarai Rohilla, Nellore, Madgaon, Lucknow, Gomtinagar, Kota, Thane New, Ernakulam Jn. and Puducherry.

Rail Land Development Authority (RLDA) has been entrusted to redevelop Safdarjung Station in New Delhi alongwith IRCON.

Government of Odisha has taken up the work of redevelopment of Bhubaneswar railway station at its own cost.

At present, Ministry of Railways is formulating revised schemes for station redevelopment on fast track.

Increase in General Coaches in Trains

To facilitate the passenger of general coaches, Indian Railways have inducted 321 Deen Dayalu coaches (General Class coaches) in 53 pairs of trains in the year 2016-17 and about 76 Deen Dayalu coaches were turned out from production units in 2017-18 till date and being utilized in Indian Railways.

Further, Total 11 pairs of Antyodaya trains for un-reserved travel have been planned to run in the year 2016-17 and 2017-18, of which 4 pairs of Antyodaya Express have already been introduced till date Facilities provided in Antodaya train service and Deen Dayalu coaches are mentioned as below:-

(i) Antyodya train service: - These are long distance fully unreserved train comprising of LHB general second class coaches with vestibules. These have additional facilities like cushioned luggage racks, additional hand hold in doorway area for the comfort of standing passengers, provision of J hooks near longitudinal luggage racks for hanging carry bags, potable water through water filtration system, enhanced number of mobile charging points, Bio-toilets, Fire extinguishers with anti-theft arrangement, more pleasing colour scheme for interior and exteriors.

(ii) Deen Dayalu Coach:- General second class coaches for unreserved passengers with additional facilities like water filtration system to provide potable water, cushioned luggage racks, additional hand hold in doorway area, provision of J hooks for hanging carry bags, Bio-toilets, toilet occupation indication display board, enhanced mobile charging facility, Fire extinguishers with anti-theft arrangement, water level indicator, pleasing interiors, improved exterior colour scheme with anti-graffiti coating, polymerized floor coating in toilets.

Total 407coaches including 137 general class coaches have been utilized for augmentation of existing trains by Indian Railway during the period April 2017 to November 2017. Festival Special Trains

Special trains are, normally, operated on a to and fro basis to clear extra rush of passengers traffic keeping in view the pattern of traffic, commercial justification, operational feasibility and availability of resources. However, Indian Railways operates one way special trains only in emergent situation like for clearance of unexpected extra rush to avoid any untoward incidents, to clear passenger affected due to derailment of trains, for the rescue of accident affected train passengers etc. Moreover, all sincere efforts are made to achieve optimum revenue from every special train service.

Analysis of occupancy pattern of trains is done on regular basis. On those sectors, where there is heavy unsatisfied demand, subject to operational feasibility, efforts are made to augment the load of existing trains or to run special trains to meet the seasonal rush. Fully unreserved trains are also run to cater to unreserved traffic during the rush period.

During festivals like Chhath etc. holding areas for passengers are created within station premises outside the ticketing area to ease the rush at the ticketing counters and platforms and facilitate easy procurement of tickets by sale of tickets in such areas. Further, Zonal Railways have been authorized to increase the charge of platform tickets or to stop the sale of platform tickets during the festivals in order to reduce the crowd at the platforms. Railway Protection Force (RPF) personnel are also deployed to regulate entry of passengers in unreserved coaches during the rush period.

Investment to Upgrade infrastructure in Railways


Signalling - A work for modernization of signalling system at a total cost of 44 million Euros on Ghaziabad-Kanpur section of North Central Railway was undertaken through funding from KFW (Kreditanstalt Fur Wiederaufbau) Bank, Germany.

Electric Locomotives - A procurement cum Maintenance Agreement(PCMA) has been signed with Madhepura Electric Locomotive Private Limited (MELPL), a Joint Venture Company of Alstom Manufacturing India Limited and Ministry of Railways(26% equity limited to `100 crore), for setting up of electric locomotive manufacturing facility at Madhepura, Bihar for manufacturing/supplying 800 High Horse Power, State of the art, Electric Locomotives of 12000 hp capacity. The Company will set up two maintenance depots at Saharanpur & Nagpur and undertake maintenance of first 250 locomotives each over first 13 years and the next 250 locomotives for a period of four years. Total project cost is `1300 crore.

Diesel Locomotives - A procurement cum Maintenance Agreement has been signed with M/s. General Electric Global Servicing India Pvt. Ltd. on 09.11.2015 for procurement of new generation diesel locomotives of 4500 HP and 6000 HP. Initially 100 diesel locomotives will be imported and subsequently they will be manufactured in India at Diesel Loco Factory, Marhorwa. The anticipated project cost is `1300 crore.

Increase in Railway Passengers

The increase in passenger traffic on Indian Railways and particularly between Delhi and Mumbai is 0.68% and 0.99% respectively during the Financial Year 2017-18 (April, 2017 to November, 2017) as compared to the corresponding period of last year.

Indian Railways endeavours to operate special trains during peak seasons, festivals, special events for clearance of extra rush of passenger traffic keeping in view the pattern of traffic, commercial justification, operational feasibility and availability of resources. Running of special trains on various sectors is a continuous process.

Special trains on special charges are introduced based on demand pattern. Special trains run over and above the scheduled time-tabled trains are charged at the rate of 10% of basic fare for second class for reserved accommodation and 30% of basic fare for all other classes, subject to minimum and maximum.

Apart from above, Suvidha trains are introduced based on the demand pattern. Minimum fare of Suvidha trains is equal to Tatkal fare applicable for the class of accommodation for initial 20% of the berths and thereafter the fare increases for subsequent slabs of 20% of seats/berths booked subject to maximum three times of the Tatkal fare.

The second class accommodation of above trains can be declared as reserved or unreserved and charging is made accordingly. In case of unreserved second class accommodation the fares as applicable to normal superfast Mail/Express trains are applicable.

Special trains on special charges and Suvidha trains are introduced based on the demand pattern. The fares of these trains have been kept higher since special efforts like monitoring of waiting list position of each and every trains, arrangement of rakes and coaches, required staff etc., at short notice are made for running of these services. Apart from this, operational cost of running of passenger train services is increasing year after year and the passenger fare is highly subsidized.

Golden Quadrilateral of Indian Railways

Principal routes of the Railways on Golden Quadrilateral along with diagonals (Delhi – Mumbai, Delhi – Howrah, Howrah – Chennai, Chennai – Mumbai, Delhi – Chennai and Howrah – Mumbai) carry about 58% of freight traffic and 52% of coaching traffic with a share of approximately 15% of the network i.e. about 9100 Route kilometers.

Two speed raising projects have been included in Pink Book 2017-18. The projects cover Delhi-Mumbai and Delhi-Howrah routes. The details are as under:-

• New Delhi-Mumbai Route (including Vadodara-Ahmedabad), 1483 Route km has an estimated cost of ₹ 11,189 crore. This route passes through seven States viz. Maharashtra, Gujarat, Madhya Pradesh, Rajasthan, Haryana, Uttar Pradesh and Delhi.

• New Delhi-Howrah route (including Kanpur-Lucknow), 1525 Route kms has an estimated cost of ₹ 6974 crore. This route passes through five States viz. Delhi, Uttar Pradesh, Bihar, Jharkhand and West Bengal.

The total average speed in current year i.e. 2017-18 of all goods trains is 23.1 kmph and passenger trains is 44.4 kmph in the country upto October’ 2017

Helpline for Railway Passengers

All India Passenger Security Helpline No. 182 is operational at each of the Divisional Security Control Rooms of Railway Protection Force (RPF) over Indian Railways. It is monitored 24X7 by RPF staff. On receipt of call from a passenger in distress at Divisional Security Control Room having jurisdiction, all relevant information like nature of complaint, location of train/passenger etc. is obtained and required assistance is immediately provided to the passenger either through train escorting staff, if the train is escorted or at the next stopping station where RPF or GRP is available. Besides, the details of complaint/grievance in which action of Police or other departments of Railways is required, are disseminated as soon as possible for necessary action. Feedback is taken from the passenger by the attending RPF staff to assess the quality of assistance provided to the passenger. Since inception of Security Helpline No. 182, a total of 37882 passengers have been provided assistance upto November, 2017.

Women Compartments in Trains

Section 58 of the Railways Act, 1989 provides for earmarking of accommodation for female passengers in trains. Accordingly, in trains carrying passengers, Indian Railways have earmarked following accommodation for female passengers:

i. A reservation quota of six berths in sleeper class in long distance Mail/Express trains.

ii. A combined quota of four lower berths per coach in Sleeper class and two lower berth per coach in Air Conditioned 3 tier (3AC) and Air Conditioned 2 tier (2AC) classes for Senior citizens, Female passengers 45 years of age and above, and pregnant women when travelling alone. In case of Rajdhani, Duronto and fully Air Conditioned/Express trains, the number of berths to be earmarked under this quota in 3AC is 4 lower berths per coach as against 3 lower berths per coach in normal Mail/Express trains.

iii. Second class accommodation for women in the second Class-cum-Luggage-cum Guard’s Coach (SLR) in most of the long distance trains.

iv. Unreserved coaches/compartments for female passengers in EMU (Electrical Multiple Unit)/DMU (Diesel Multiple Unit)/MMTS (Multi Modal Transport System) trains & local passenger trains depending upon demand pattern as well as availability of accommodation.

v. Running of ladies special EMU/MEMU/MMTs services on the suburban sections of Mumbai, Kolkata, Secunderabad and Chennai as well as on the Delhi-National Capital Region (NCR) sections.


Earmarking of accommodation for different categories of passengers including women passengers is done based on demand pattern and availability of accommodation, which is a continuous and ongoing process.

Policing on Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP)/District Police. However, Railway Protection Force (RPF) supplements the efforts of GRP in providing better protection and security of passenger area and passengers and for matters connected therewith.


However, to provide security to passengers including women passengers, following steps are being taken by Indian Railways:


1. On vulnerable and identified routes/sections, 2500 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily.

2. Surveillance is kept through CCTV cameras, provided at about 394 stations over Indian Railways, to ensure safety and security of passengers.

3. Ladies Special trains running in Metropolitan cities are being escorted by lady RPF personnel. The train escorting parties have been briefed to keep extra vigil on the ladies coaches en route and at halting stations in long distance trains.

4. Through various social media platforms viz. Twitter, Facebook etc., Railways are in regular touch with passengers including women passengers to enhance security of passengers and to address their security concern.

5. Security Help Line number 182 is made operational over Indian Railways for security related assistance to passengers in distress.

6. An Integrated Security System consisting of surveillance of vulnerable stations through Close Circuit Television Camera Network, Access Control etc. has been sanctioned to improve surveillance mechanism over 202 railway stations.

7. Regular drives are conducted to prevent entry of male passengers in compartments reserved for ladies, and if found, they are prosecuted under the provisions of the Railways Act.

8. Liaison is made by RPF with the State Police/GRP authorities at all levels for prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains.

i want to ask a question?
Does india needs high speed trains?
Recently china started started high speed train between 2 of it`s important region and there is news that 42 other lines are going to start by next 3 years .Basically china is connecting it`s more economically advance southern region with central parts. its like creating link between mumbai and pune because of which people living in pune have daily jobs in mumbai .is like that?

(xx) Introduction of optional catering service as a pilot project on 32 Rajdhani/Shatabdi/Duronto trains w.e.f. 01.08.2017 for an initial period of 180 days.

(xxii) Introduction of pre-cooked food (‘ready to eat’ meals) in the range of options available to passengers.

(xxiii) Operation of centralised Catering Service Monitoring Cell (CSMC) (Toll free Number. 1800-111-321) for prompt Redressal of passenger grievances related to the catering activities and real time assistance to travelling public.

(xxiv) Operation of all India helpline Number 138 for Rail users to lodge complaints/suggestions regarding food and catering services.

(xxv) A twitter handle - @ IRCATERING has also been made operational to cater to the complaints/suggestions with regard to catering services.

However, strengthening/upgrading the existing passenger facilities and introduction of new facilities is a continuous and ongoing process.

Passenger Announcement and Passenger Information System (PAPIS) has been provided in Tejas and Humsafar Trains. As per extant policy guidelines, electronic display boards are provided at ‘A-1’ and ‘A’ category stations and public address systems are provided at ‘A-1’, ‘A’ and ‘B’ category of stations and can be provided upto “D” category of stations. Electronic train indicator board can also be provided upto “C” category of stations. Provision and upgradation of facilities at stations and in trains is a continuous and ongoing process and are undertaken depending on the fund availability and relative priority of works.

With a view to encouraging booking of rail ticket through internet, various steps have been taken which include withdrawing of service charge imposed by IRCTC, enhancing the capacity of the server, increasing the options available for making payment while booking ticket through internet etc. Due to these efforts, internet ticketing now constitute approximately 65% of total reserved tickets issued on Indian Railways.

Bio-Toilets in Trains

Railway has set in house target to complete the work of installation of bio-toilets in coaches by March 2019. To achieve this, all railway workshops have been instructed to compulsorily install bio-toilets in all existing in-service eligible coaches undergoing mid life rehabilitation & periodical overhaul. Retro-fitment of bio-toilets in existing in-service coaches is also being done to a limited extent in coaching depots.

Approximately 55% of the total passenger carrying coaches over Indian Railways have been installed with bio-toilets.

Bio-toilets are an important step towards ‘Swachh Bharat’. It keeps tracks clear of human excreta .

Revamping of Railway Stations

Indian Railways has advertised its plan to redevelop ‘A-1’ and ‘A’ category stations on ‘as is where is’ basis, by inviting open bids from interested parties. The cost of station redevelopment is to be met by leveraging commercial development of land and air space in and around the stations.

Bids were invited by Zonal Railways for 23 stations in the first phase of the station redevelopment programme. Bids have been received only for Jammu Tawi and Kozhikode stations on 12.07.2017 and 24.07.2017 respectively. These bids have been taken up for evaluation.

Eight stations viz. Anand Vihar (Delhi), Bijwasan (Delhi), Chandigarh, Gandhinagar, Habibganj (Bhopal), Shivajinagar (Pune), Surat and Sabarmati have been entrusted to Indian Railway Stations Development Corporation Ltd. (IRSDC) for redevelopment.

An MoU has been signed by Ministry of Railways with Ministry of Urban Development for integrated planning for station redevelopment projects in cities identified as SMART cities in association with Smart City authorities. The following 10 Stations have been taken up for redevelopment under this scheme:

Tirupati, Delhi Sarai Rohilla, Nellore, Madgaon, Lucknow, Gomtinagar, Kota, Thane New, Ernakulam Jn. and Puducherry.

Rail Land Development Authority (RLDA) has been entrusted to redevelop Safdarjung Station in New Delhi alongwith IRCON.

Government of Odisha has taken up the work of redevelopment of Bhubaneswar railway station at its own cost.

At present, Ministry of Railways is formulating revised schemes for station redevelopment on fast track.

Increase in General Coaches in Trains

To facilitate the passenger of general coaches, Indian Railways have inducted 321 Deen Dayalu coaches (General Class coaches) in 53 pairs of trains in the year 2016-17 and about 76 Deen Dayalu coaches were turned out from production units in 2017-18 till date and being utilized in Indian Railways.

Further, Total 11 pairs of Antyodaya trains for un-reserved travel have been planned to run in the year 2016-17 and 2017-18, of which 4 pairs of Antyodaya Express have already been introduced till date Facilities provided in Antodaya train service and Deen Dayalu coaches are mentioned as below:-

(i) Antyodya train service: - These are long distance fully unreserved train comprising of LHB general second class coaches with vestibules. These have additional facilities like cushioned luggage racks, additional hand hold in doorway area for the comfort of standing passengers, provision of J hooks near longitudinal luggage racks for hanging carry bags, potable water through water filtration system, enhanced number of mobile charging points, Bio-toilets, Fire extinguishers with anti-theft arrangement, more pleasing colour scheme for interior and exteriors.

(ii) Deen Dayalu Coach:- General second class coaches for unreserved passengers with additional facilities like water filtration system to provide potable water, cushioned luggage racks, additional hand hold in doorway area, provision of J hooks for hanging carry bags, Bio-toilets, toilet occupation indication display board, enhanced mobile charging facility, Fire extinguishers with anti-theft arrangement, water level indicator, pleasing interiors, improved exterior colour scheme with anti-graffiti coating, polymerized floor coating in toilets.

Total 407coaches including 137 general class coaches have been utilized for augmentation of existing trains by Indian Railway during the period April 2017 to November 2017. Festival Special Trains

Special trains are, normally, operated on a to and fro basis to clear extra rush of passengers traffic keeping in view the pattern of traffic, commercial justification, operational feasibility and availability of resources. However, Indian Railways operates one way special trains only in emergent situation like for clearance of unexpected extra rush to avoid any untoward incidents, to clear passenger affected due to derailment of trains, for the rescue of accident affected train passengers etc. Moreover, all sincere efforts are made to achieve optimum revenue from every special train service.

Analysis of occupancy pattern of trains is done on regular basis. On those sectors, where there is heavy unsatisfied demand, subject to operational feasibility, efforts are made to augment the load of existing trains or to run special trains to meet the seasonal rush. Fully unreserved trains are also run to cater to unreserved traffic during the rush period.

During festivals like Chhath etc. holding areas for passengers are created within station premises outside the ticketing area to ease the rush at the ticketing counters and platforms and facilitate easy procurement of tickets by sale of tickets in such areas. Further, Zonal Railways have been authorized to increase the charge of platform tickets or to stop the sale of platform tickets during the festivals in order to reduce the crowd at the platforms. Railway Protection Force (RPF) personnel are also deployed to regulate entry of passengers in unreserved coaches during the rush period.

Investment to Upgrade infrastructure in Railways


Signalling - A work for modernization of signalling system at a total cost of 44 million Euros on Ghaziabad-Kanpur section of North Central Railway was undertaken through funding from KFW (Kreditanstalt Fur Wiederaufbau) Bank, Germany.

Electric Locomotives - A procurement cum Maintenance Agreement(PCMA) has been signed with Madhepura Electric Locomotive Private Limited (MELPL), a Joint Venture Company of Alstom Manufacturing India Limited and Ministry of Railways(26% equity limited to `100 crore), for setting up of electric locomotive manufacturing facility at Madhepura, Bihar for manufacturing/supplying 800 High Horse Power, State of the art, Electric Locomotives of 12000 hp capacity. The Company will set up two maintenance depots at Saharanpur & Nagpur and undertake maintenance of first 250 locomotives each over first 13 years and the next 250 locomotives for a period of four years. Total project cost is `1300 crore.

Diesel Locomotives - A procurement cum Maintenance Agreement has been signed with M/s. General Electric Global Servicing India Pvt. Ltd. on 09.11.2015 for procurement of new generation diesel locomotives of 4500 HP and 6000 HP. Initially 100 diesel locomotives will be imported and subsequently they will be manufactured in India at Diesel Loco Factory, Marhorwa. The anticipated project cost is `1300 crore.

Increase in Railway Passengers

The increase in passenger traffic on Indian Railways and particularly between Delhi and Mumbai is 0.68% and 0.99% respectively during the Financial Year 2017-18 (April, 2017 to November, 2017) as compared to the corresponding period of last year.

Indian Railways endeavours to operate special trains during peak seasons, festivals, special events for clearance of extra rush of passenger traffic keeping in view the pattern of traffic, commercial justification, operational feasibility and availability of resources. Running of special trains on various sectors is a continuous process.

Special trains on special charges are introduced based on demand pattern. Special trains run over and above the scheduled time-tabled trains are charged at the rate of 10% of basic fare for second class for reserved accommodation and 30% of basic fare for all other classes, subject to minimum and maximum.

Apart from above, Suvidha trains are introduced based on the demand pattern. Minimum fare of Suvidha trains is equal to Tatkal fare applicable for the class of accommodation for initial 20% of the berths and thereafter the fare increases for subsequent slabs of 20% of seats/berths booked subject to maximum three times of the Tatkal fare.

The second class accommodation of above trains can be declared as reserved or unreserved and charging is made accordingly. In case of unreserved second class accommodation the fares as applicable to normal superfast Mail/Express trains are applicable.

Special trains on special charges and Suvidha trains are introduced based on the demand pattern. The fares of these trains have been kept higher since special efforts like monitoring of waiting list position of each and every trains, arrangement of rakes and coaches, required staff etc., at short notice are made for running of these services. Apart from this, operational cost of running of passenger train services is increasing year after year and the passenger fare is highly subsidized.

Golden Quadrilateral of Indian Railways

Principal routes of the Railways on Golden Quadrilateral along with diagonals (Delhi – Mumbai, Delhi – Howrah, Howrah – Chennai, Chennai – Mumbai, Delhi – Chennai and Howrah – Mumbai) carry about 58% of freight traffic and 52% of coaching traffic with a share of approximately 15% of the network i.e. about 9100 Route kilometers.

Two speed raising projects have been included in Pink Book 2017-18. The projects cover Delhi-Mumbai and Delhi-Howrah routes. The details are as under:-

• New Delhi-Mumbai Route (including Vadodara-Ahmedabad), 1483 Route km has an estimated cost of ₹ 11,189 crore. This route passes through seven States viz. Maharashtra, Gujarat, Madhya Pradesh, Rajasthan, Haryana, Uttar Pradesh and Delhi.

• New Delhi-Howrah route (including Kanpur-Lucknow), 1525 Route kms has an estimated cost of ₹ 6974 crore. This route passes through five States viz. Delhi, Uttar Pradesh, Bihar, Jharkhand and West Bengal.

The total average speed in current year i.e. 2017-18 of all goods trains is 23.1 kmph and passenger trains is 44.4 kmph in the country upto October’ 2017

Helpline for Railway Passengers

All India Passenger Security Helpline No. 182 is operational at each of the Divisional Security Control Rooms of Railway Protection Force (RPF) over Indian Railways. It is monitored 24X7 by RPF staff. On receipt of call from a passenger in distress at Divisional Security Control Room having jurisdiction, all relevant information like nature of complaint, location of train/passenger etc. is obtained and required assistance is immediately provided to the passenger either through train escorting staff, if the train is escorted or at the next stopping station where RPF or GRP is available. Besides, the details of complaint/grievance in which action of Police or other departments of Railways is required, are disseminated as soon as possible for necessary action. Feedback is taken from the passenger by the attending RPF staff to assess the quality of assistance provided to the passenger. Since inception of Security Helpline No. 182, a total of 37882 passengers have been provided assistance upto November, 2017.

Women Compartments in Trains

Section 58 of the Railways Act, 1989 provides for earmarking of accommodation for female passengers in trains. Accordingly, in trains carrying passengers, Indian Railways have earmarked following accommodation for female passengers:

i. A reservation quota of six berths in sleeper class in long distance Mail/Express trains.

ii. A combined quota of four lower berths per coach in Sleeper class and two lower berth per coach in Air Conditioned 3 tier (3AC) and Air Conditioned 2 tier (2AC) classes for Senior citizens, Female passengers 45 years of age and above, and pregnant women when travelling alone. In case of Rajdhani, Duronto and fully Air Conditioned/Express trains, the number of berths to be earmarked under this quota in 3AC is 4 lower berths per coach as against 3 lower berths per coach in normal Mail/Express trains.

iii. Second class accommodation for women in the second Class-cum-Luggage-cum Guard’s Coach (SLR) in most of the long distance trains.

iv. Unreserved coaches/compartments for female passengers in EMU (Electrical Multiple Unit)/DMU (Diesel Multiple Unit)/MMTS (Multi Modal Transport System) trains & local passenger trains depending upon demand pattern as well as availability of accommodation.

v. Running of ladies special EMU/MEMU/MMTs services on the suburban sections of Mumbai, Kolkata, Secunderabad and Chennai as well as on the Delhi-National Capital Region (NCR) sections.


Earmarking of accommodation for different categories of passengers including women passengers is done based on demand pattern and availability of accommodation, which is a continuous and ongoing process.

Policing on Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP)/District Police. However, Railway Protection Force (RPF) supplements the efforts of GRP in providing better protection and security of passenger area and passengers and for matters connected therewith.


However, to provide security to passengers including women passengers, following steps are being taken by Indian Railways:


1. On vulnerable and identified routes/sections, 2500 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily.

2. Surveillance is kept through CCTV cameras, provided at about 394 stations over Indian Railways, to ensure safety and security of passengers.

3. Ladies Special trains running in Metropolitan cities are being escorted by lady RPF personnel. The train escorting parties have been briefed to keep extra vigil on the ladies coaches en route and at halting stations in long distance trains.

4. Through various social media platforms viz. Twitter, Facebook etc., Railways are in regular touch with passengers including women passengers to enhance security of passengers and to address their security concern.

5. Security Help Line number 182 is made operational over Indian Railways for security related assistance to passengers in distress.

6. An Integrated Security System consisting of surveillance of vulnerable stations through Close Circuit Television Camera Network, Access Control etc. has been sanctioned to improve surveillance mechanism over 202 railway stations.

7. Regular drives are conducted to prevent entry of male passengers in compartments reserved for ladies, and if found, they are prosecuted under the provisions of the Railways Act.

8. Liaison is made by RPF with the State Police/GRP authorities at all levels for prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains.

Minister of Railways directs to re-categorize railway stations taking into account earnings, passenger footfall, strategic importance

Ministry of Railways has comprehensively revised categories of various Railway Stations
In new scheme of station categorization, even the small stations, because of footfall criteria, to get the higher level of passenger amenities leading to better passenger satisfaction.


In a major policy decision, Ministry of Railways has comprehensively revised categories of various Railway Stations with a view to make it more practical and rational. This comes after the Minister of Railways & Coal, Shri Piyush Goyal directed to re-categorize railway stations taking into account earnings, passenger footfall, strategic importance with a view to plan various passenger services and passenger amenities at stations in a more effective and focused manner. It will also help the passenger to have a better experience in relation to travel amenities at stations.

The earlier criteria for station categorisation was based on the annual passenger earnings only. Stations were categorised into 7 categories which A-1, A, B, C, D, E and F. The criteria for categorisation of stations have now been revised to include footfalls at the station. The stations have been further segregated based on the type and clubbed into 3 groups i.e. non-suburban (NS), suburban (S) and Halt (H). Further these groups have been put in grades ranging from NSG1-6, SG1-3 and HG1-3 respectively.


In the old criteria the number of stations with high passenger footfalls (handling high number of commuter and MST pass holders etc.) could not be covered into the higher category of station which led to these stations being eligible for lower level of amenities. As per the new criteria the number of footfalls has also been given equal weightage and is taken into account as criteria for categorisation of stations. Therefore, many stations like Kalyan, Panvel, Tambaram, Thane have qualified into the higher category and become eligible for higher level of passenger amenities.

Under this new scheme of categorization of railway stations, the stations have been clubbed into 3 groups namely Non-Suburban, Suburban and Halt. Further, these groups have been put in different grades ranging from 1-6. Accordingly following categories have been formed.

Presently, there are 5976 Non-Suburban Railway Station, 484 Suburban Railway Stations and 2153 Halts, which makes total number of stations as 8613. This categorization of stations has been done for the period 2017-18 to 2022-23.


General Managers shall have powers to categorize a station as NSG-4 category if it is a place of Tourist importance and/or is an important junction station.

In addition, Ministry of Railways has givenGMs full powers to sanction out of turn safety related works without any limit. The following amenities will be provided at all the stations irrespective of their category for safe performance of journey by passengers:

· Foot over bridge

· High level platform

· Trolley path for movement of wheel chair


For improving stations and passenger interfaces: More amenities has been provided to lower category of stations like:

· Waiting halls

· Platform shelters

· Lifts

· Escalators

· Digital charts display

· Illumination

· The train/coach indication board

In view of the new criteria even the small station will get the higher level of amenities which will lead to better passenger satisfaction.

Railway Minister Piyush Goyal has directed the IRCTC and the Centre for Railway Information Systems (CRIS) to strengthen cyber security in the wake of an alleged ticketing scam unearthed by the CBI.

The CBI earlier this week nabbed a software programmer of its anti-corruption division and a former employee of the Indian Railway Catering and Tourism Corporation (IRCTC) for allegedly operating an illicit software that subverted the railways reservation system.

Officials told media here yesterday that the manipulated system allowed agents to book hundreds of tatkal tickets at a single click of the mouse.

The CBI arrested its assistant programmer Ajay Garg and his front man Anil Gupta for developing and distributing the software to agents for a price, CBI spokesperson Abhishek Dayal said.

"Information was received about running of illegal operations to book tatkal tickets of Indian Railways in illegal manner. After swift enquiry, it was found that Ajay Garg, ex-IRCTC employee and presently working with the CBI, was the kingpin of this entire network which involved numerous other persons," the railway ministry said in a statement.

The statement also said that the railways already has an ongoing drive against ticket-less travellers and such illegal ticket booking, which creates artificial shortages of tickets.

"Minister of Railways Piyush Goyal has now further ordered to continue this drive and identify similar cases which are causing inconvenience to genuine passengers," the statement said.

Money from the travel agents who booked tickets using the system was collected through bitcoins and hawala channels to avoid scrutiny, the officials said, adding 10 agents -- seven from Jaunpur and three from Mumbai --have been identified so far.

The CBI probe so far has indicated that Garg, a 35-year- old software engineer had joined the agency in 2012 through a selection process and has been working as an assistant programmer. He apparently learnt the vulnerabilities of the IRCTC ticketing software during his tenure there between 2007 and 2011.

The CBI has carried out searches at 14 locations in Delhi, Mumbai and Jaunpur during which it recovered Rs 89.42 lakh in cash, gold jewellery valued at Rs 61.29 lakh which include two gold bars of one kilogram each, 15 laptops, 15 hard discs, 52 mobile phones, 24 SIM cards, 10 notebooks, six routers, four dongles and 19 pen drives, Dayal said.

Through the software, Garg was allegedly able to keep the statements of tickets booked by the agents and charged them on per ticket basis, in addition to the cost of the software.

He was kept under surveillance before being arrested after a late night operation by the agency on December 26. While Garg was arrested here, Gupta was held from Jaunpur.

Both have been sent to five days of CBI custody, the spokesperson added.

Year End Review 2017 of Ministry of Railways

During 2016-17 consequential train accidents decreased from 107 to 104 in comparison to the corresponding period of the previous year. Track Renewal speeded up-2148 km old rails have been replaced with new rails upto Nov’17.


Ground-breaking ceremony of the Mumbai-Ahmedabad High Speed Rail Project (MAHSR) by Hon’ble Prime Minister of India and Hon’ble Prime Minister of Japan held in September, 2017.


Introduced First AC EMU consisting of 12-car (12 coaches) fitted with “Indigenous” 3-phase Propulsion system of Ms BHEL on Mumbai Suburban Section.

Mission Retro-Fitment to revamp passenger coaches launched to enhance the passenger experience. It will cover 45,000 Coaches.

14 Rajdhanis and 15 Shatabdi trains were identified to significantly improve passengers experience under “Project Swarn”.

All time record commissioning of Electric Traction of 2367 route kilometer was achieved.

Introduced and proliferated Global Positioning System (GPS) based ‘Fog Pass device’ which displays the name and distance of approaching signals and other critical signal landmarks in advance during train operation.

In order to improve the functioning of Railways, substantial financial and administrative powers covering a wide spectrum of working have been delegated by the Railway Board to General Managers (GM),Divisional Railway Managers (DRM) and field officials.


PASSENGER AMENITIES, SERVICES

· From 03rd Nov. 2017, Service started to provide information to passengers through Short Messaging Service (SMS) regarding status of delayed trains. Initially, all Rajdhani, Shatabdi, Tejas & Gatiman Trains covered. From 15th Dec, 2017, all Jan shatabdis, Duranto and Garib Rath trains have also been included. Now this service is available in around 250 trains.

· Permitted m-Aadhar as one of the prescribed proofs of Identity for Rail Travel Purpose.


· Extension of Scheme of Alternate Train Accommodation System aka VIKALP for the benefit of Waitlisted Passengers with effect from 1st April, 2017 in all Mail/Express trains.

· Initiatives for The Senior Citizens -Persons With Disabilities: Indian Railways launched Quota of 2 Berths for Divyangjans & Senior Citizens in AC 3 class. This is in addition to existing quota of 4 berths in SL class.

· Online booking of Retiring Rooms has been commissioned at 497 railway stations of Indian Railways. With a view to ensure optimal utilization of available accommodation in Retiring Rooms and Dormitory, instructions have been issued to Western Railway for booking of Retiring Room as well as dormitory for minimum duration of 3 hrs except for night booking where the booking will be done mandatorily from 2100 hrs to 0900 hrs. This facility is presently available at Mumbai, Ahmedabad, Vadodara and Surat stations.

· New Catering Policy in Railways launched. 33% Sub Quota for Women in Allotment of each Category of minor Catering Units at All Category of stations has been provided under this policy. Roped in Self Help Groups To Make Local Cuisines Available Through E-Catering Services of its PSU IRCTC.


· Initiated programme for 100% LED lighting at stations leading to improved illumination and passenger safety. Completed more than 3500 stations so far with a target to cover all Railway stations by March 2018.

· Provision of mobile/laptop charging points at all railway platforms.

· Provision of insect catchers at railway stations.

· A new mobile app IRCTC Rail Connect launched. Aadhar linked user IDs have been allowed to book 12 e-tickets in one month as against 6 tickets for non Aadhar user IDs.

· A new Integrated Mobile App ‘Rail SAARTHI’ launched which provides various services viz. Rail e-ticket booking, unreserved ticketing, complaint management, Clean my Coach, passenger enquiry etc.

· Payment of ticket using UPI/BHIM App has been implemented at reservation counters as well as on e-ticketing website.


· Project Swarn - 14 Rajdhanis and 15 Shatabdi trains were identified to significantly improve passengers experience under “Project Swarn”. To achieve the objectives under this Project, ‘staff behaviour’ was identified as an important parameter. The frontline staff of these premier trains was trained in various aspects such as catering, linen management and cleanliness.



HIGH SPEED RAILWAY/ MOBILITY

· A road map developed to increase speed of trains by overcoming the existing impediments on Principal routes of the railways on Golden Quadrilateral(GQ) along with diagonals (Delhi – Mumbai, Delhi – Howrah, Howrah- Chennai, Chennai – Mumbai, Delhi – Chennai and Howrah – Mumbai) due to fixed infrastructure, movable infrastructure, and operational practices.


· Projects for two routes viz. New Delhi- Mumbai Central (including Vadodara- Ahmedabad) and New Delhi- Howrah (including Kanpur- Lucknow) for raising of speed to 160/200kmph have been included in WP 2017-18 at Rs. 18,000 crores approximately. Speed Enhancement project entails works such as through fencing, removal of level crossings, train protection warning system (TPWS), mobile train radio communication (MTRC), automated and mechanized diagnostic systems etc. which will considerably enhance safety and reliability. The main outcome of the implementation of the projects is increase in the maximum speed of the trains to 160/200 kmph. This will reduce the travel time of premium Rajdhani type trains to 12 hours as against the present travel time of 17 hours for Howrah Rajdhani and 15 hours 35 minutes for Mumbai Rajdhani.


· Replacement of loco hauled commuter trains with MEMU/DEMU trains: MEMU trains have a potential for average speed increment of up to 20kmph in comparison to loco driven passenger trains.


· Ground-breaking ceremony of the Mumbai-Ahmedabad High Speed Rail Project (MAHSR) by Hon’ble Prime Minister of India and Hon’ble Prime Minister of Japan was held in September, 2017. Managing Director and other Directors in the National High Speed Rail Corporation Limited (NHSRCL), constituted for implementation of the MAHSR project, have been appointed.

· Following Semi High Speed Studies are underway:


o Delhi-Chandigarh (244 km): Final report of feasibility cum implementation study of New Delhi-Chandigarh Corridor for raising the speed of passenger trains to 200 kmph by SNCF/France has been received. Report under scrutiny.

o Nagpur – Secunderabad (575 km): A Protocol under co-operation MoU has been signed between Ministry of Railways and Russian Railways for carrying out feasibility cum implementation study. Work started in June 2016 and progressing as per schedule.

o Chennai- Kazipet by German Railways- Joint declaration of intent has been signed between both the parties on 10/10/17 for raising the speed of passenger trains to 200kmph on the existing route on 50:50 cost sharing basis. The feasibility study shall be carried out after signing a separate agreement, which is under finalization.

o Feasibility study for High Speed Rail on Mysuru-Bengaluru-Chennai through Government to Government (G2G) with the Government of Germany has commenced.


SAFETY

· During 2016-17 consequential train accidents decreased from 107 to 104 in comparison to the corresponding period of the previous year. In the current year from 1st April, 2017 to 30th November, 2017 consequential train accidents decreased from 85 to 49 in comparison to the corresponding period of the previous year.


· During the year from January to December 2017 to give thrust to safety related issues, Safety drives were launched on all zonal railways with a view to prevent accidents.


· Emphasis on night inspections and ambush checks regularly by officers and supervisors, review of fracture prone locations, frequent and intensive footplate inspection, etc.


· Focus on monitoring practices associated with booking, counselling, training, PME, performance evaluation etc. of crew in view of SPAD by Loco Pilots.


· A special safety drive regarding – “Working on running lines” and “Safety at work sites” for a period of fifteen days to check incidences of uncoupling in passenger train (Locomotive Getting Separated from Formation).


· Gate Mitras were deployed at all unmanned level crossings (UMLCs) on Broad Gauge instead of only identified UMLCs in order to enhance safety.


· Under Rashtriya Rail Sanraksha Kosh (RRSK) a provision of `20,000 crore has been made in 2017-18 out of ‘RRSK’ to fund essential works for ensuring safety.


· High Level Safety Review Committee (HLSRC): A High Level Safety Review Committee under the Chairmanship of Dr. Anil Kakodkar, former Chairman, Atomic Energy Commissionwas constituted on 16.09.2011 to go into all technical and technology related aspects in connection with safe running of train services in the country. The Committee submitted its Report on 17.02.2012. All the 106 recommendations of the Committee have since been deliberated upon and 87 recommendations have been found fully/partially acceptable and 19 have not been found acceptable to the Ministry of Railways.

· Of the accepted recommendations, 65 have been fully/partially implemented. The remaining recommendations are at various stages of implementation.


· Target of Eliminating All Unmanned Level Crossing preponed to 2018. Till the time this is achieved, in the interim period, Indian Railways decided to deploy Gate Mitras. Gate Mitra is an initiative where a person will be deployed at a UMLC, and would alert road users about approaching trains. All UMLCs on Broad Gauge as on November 2017 were provided with Gate Mitras.


· Track Renewal speeded up: 2148 km old rails have been replaced with new rails upto Nov’17.Progress during corresponding period last year was 1624 km between April to Nov’16.


· Self-Propelled Ultrasonic Rail Testing (SPURTZ Car) is under procurement and trial of Ultrasonic Broken Rail Detection System is underway. Train Protection and Warning System (TPWS) is under implementation on Suburban/High- density Routes.


· Decided to switch over to 100 % manufacture of Linke Hofmann Busch (LHB) coaches as these have numerous advantages over ICF coaches including higher speed and safety especially during derailment and collisions. Completely switch over to LHB coaches production from 2018-19.


SYSTEM IMPROVEMENT AND INNOVATION

· Comprehensively revised categories of various Railway Stations.In new scheme of station categorization, even the small stations, because of footfall criteria, to get the higher level of passenger amenities leading to better passenger satisfaction.


· Introduced and proliferated Global Positioning System (GPS) based ‘Fog Pass device’ which displays the name and distance of approaching signals and other critical signal landmarks in advance during train operation. At present total 7263 Fog Pass Devices have been procured and being used in NR, NER, NCR, ECR, NFR& NWR which are the most fog affected Railways.


· Major Transparency measures by RDSO:


a) “New Online Vendor Registration System” has been launched by RDSO with effect from 8th Nov 2017- With the new online system implemented by RDSO since 8th Nov 2017, the Vendor can now deposit registration fee, submit documents, download technical drawings & specifications and interact with RDSO online.


b) All RDSO controlled items have now been listed on RDSO website with specific timelines for Vendor Registration process for each individual item. RDSO will endeavour to complete the registration process for which the vendor applies within defined timelines.


c) Innovation Challenge: An Innovation Challenge has been conducted to invite ideas and to augment the pace of Indian Railways operational improvements through innovative methods. Innovation Challenges attracted a huge response and a total of 4683 entries were received. RDSO has been entrusted the task of conducting the screening and evaluation process. The Innovation Challenge has been conducted in the following 06 areas:

(i) Accessibility to trains from low level platforms

(ii) Increasing capacity of coaches

(iii) Digital capabilities at stations.

(iv) Design of Wagons for efficient loading and transportation of new commodities.

(v) New Idea/ Suggestion to improve the working of Indian Railways.

(vi) Increasing Non-fare revenue of Indian Railways.


TRANSPARENCY

· Online Tracking of Contractor’s Bill enabled on single website - IT enabled real-time Web based system has been developed for tracking bill payments. This system enables the registered vendor/contractor to track status of bills from the time they are submitted to the Railways till the final payment is made.

· Implementation of 100% Digitization of Receipt Note.

· Digital finalization of tenders – Total 54700 tender cases finalized this year digitally through Indian Railway E-Procurement portal www.ireps.gov.in.

· More than 1000 e-Reverse Auction tenders opened on Indian Railways web portal during last 1 year.

· India’s First Tejas Express Between Mumbai and Karmali inaugurated.


· More Than Three Decade Old Demand for an “Express” Train for People of Kirandul in Dantewada District of Chhattisgarh fulfilled. Extended Train No. 08152 Visakhapatnam – Jagdalpur Upto Kirandul.


· Prime Minister of India & Prime Minister of Bangladesh Jointly along with Chief Minister, West Bengal Flagged off New Cross-Border Train between India & Bangladesh, “Kolkata-Khulna Bandhan Express” from Kolkata.

INFRASTRUCTURE


· The first Phase of the Station Redevelopment Program comprising 23 major Railway Stations of Indian Railways was launched.

· Significant Step taken towards Providing Rail Connectivity for Chardham Pilgrimage in the State of Uttarakhand through commencement of final location Survey.

· Record Commissioning of sections on Electric Traction: During the calendar year 2017, all time record commissioning of Electric Traction of 2367 route kilometer was achieved. A target for electrification of 4,000 route kilometer has been set for achievement during financial year 2017-18.


· Major Strategic Decisions to speed up 100% Electrification work-


a) For Rail Electrification projects, Provision of “Deemed approval” has been made for various drawings/schematic/plan wherever approving authorities do not take decision within specified timelines.

b) In future, doubling, new line and gauge conversion projects for the sections shall be simultaneously assessed with electrification.

c) To avoid multiplicity of agencies involved in execution, it has been decided that “Henceforth, where electrification and doubling works have been sanctioned both works should be executed by the same agency.

d) It has been decided to go for large size contracts on EPC mode on case to case basis, preferably adopting EPC (turnkey) based contracting system or large composite item rate contract in package size of 300/500/1000/1500RKMs.

· Opening of Major Routes On Electric Traction: During the calendar year 2017, commissioning of missing links have resulted in better linkages and seamless connectivity on following routes:

o Commissioning of Andal-Sitarampur section,

o Commissioning of Indore-Mhow section.

o Commissioning of Singapur Road - Lanjigarh - Titlagarh section

o Commissioning of Lapanga - Sambalpur section.

o Commissioning of Una Himachal - Amb Andura section.

o Commissioning of Lalitpur - Udaipurasection.

o Commissioning of Walgaon - Narkher section.

o Commissioning of Manpur-Tilaiya-Bakhtiyarpur section.

o Commissioning of Ramanagaram-Mysore section.


· Energy Management: Dedicated transmission line network of railway-8000 Km network planned. Existing transmission line network from Dadri-Kanpur extended up to Allahabad. Work in progress for Allahabad-Mughalsarai transmission line network.

· Electric Locomotive Factory at Madhepura in Bihar (Make in India project)- First phase of construction of factory has been completed. First prototype locomotive under assembly at the factory and expected to be rolled out by Feb.’18 as per time line. Manufacturing of High Horse Power Freight locomotives (9000 hp) for hauling longer and heavier trains with improved mobility. Manufacturing of High Horse Power Passenger locomotives (9000 hp) for improving average speed of coaching trains in this Locomotive Factory at Madhepura.

· Technological Interventions for Crew Comfort inside locomotives:

(a) Water Closets in Locomotives

(b) Cab air conditioners

(c) Improved Cab Ergonomics and layout

· Distributed Power Wireless Control System (DPWCS) for hauling longer and heavier freight trains with two or more locos in between train configuration.

· Technological Interventions for Safety - Crew Voice and Video recording system.

· New Era of Green Technology (HOG power supply) with use of Hotel load converter on electric locomotives in WAP-7 locomotives and in WAP-5 locomotives. Provision ofHotel loadconverter on locomotives, eliminates the use of diesel generator cars, thereby replacing power cars by passenger carrying coaches.


DIGITAL INDIA INITIATIVES

· For incentivizing people to opt digital transactions, IR has withdrawn service charge from booking of e-tickets, offered free insurance of Rs 10 lakhs on e-tickets and 0.5% discount on Season Tickets purchased through digital means etc.

· Around 9,500 POS machines have been installed at various ticket booking counters to accept payment from Debit/Credit cards. No MDR is charge for booking through Debit cards at ticketig counters.

· The facility of payment through UPI/BHIM has been provided at PRS counters.

· Rail Cloud Project launched - To achieve the goal of single digital platform for Indian Railways.

· RailsaverApp developed and its utilization popularized with the railways.

· Implementation of e-office in the Railway Board.

· Implementation of on-line submission and assessment of Annual Performance Appraisal Report (APAR) through SPARROW for officers of Indian Railways.

· Digitization of old Annual Performance Appraisal Reports (APARs) of Group-A Officers of Indian Railways.

· Launching complimentary Wi-Fi facility at National Rail Museum (NRM), New Delhi, first museum in India to have such facility.

· Agreement with M/s Google Cultural Institute (GCI) for digitization of Railway Heritage and bringing them online for universal access and creating awareness among future generations.

· In collaboration with Google Cultural Institute , launched an innovative programme for dissemination of India’s rich cultural heritage to railway passengers through video screens at Chhatrapati Shivaji Maharaj Terminus, Mumbai.


· In collaboration with ISRO, expediting use of space technology on Indian Railways for various projects like Real Time Train Information System, Advance Warning System at Unmanned Level Crossing Gates


· In order to promote digital payments, preference in Upgradation to those passengers who have booked ticket through digital mode of payment has been implemented.

FREIGHT

· Liberalised Automatic Freight Rebate Scheme in Empty flow Directions has been issued w.e.f.01.01.2017 by modifying earlier TEFD Scheme.

· Policy on Long Term Tariff Contract with key freight customers has been issued on 30.3.2017. Total 24 proposals were received and out of them, 21 proposals / agreements have been signed. The major companies who have entered into contact with Zonal Railways under this scheme included TATA Steel, Ultra-tech Cement, India Cement, Jindal Steel and Power, J.K. Cement, Ambuja, ACC etc.

· Double stack dwarf container introduced as a new delivery model to increase Loadability and attract new traffic under wire. New tariff policy granting 17% rebate to Double Stack Dwarf Container trains has also been issued on 14.07.2017.

· Right Powering of freight trains: To provide high speed to freight trains and ensure swift movement of goods, New policy introduced for right powering arrangement for freight trains with a horse power to trailing load ratio of 1.5-2.0 for improving average speeds.

· New Partnership with India Post for Business Parcel launched.

· Mission Hundred’ – Commissioning of PFTs/Sidings- 45 terminals have been commissioned during 2016-17. Out of the remaining 55 terminals, so far 13 terminals have been commissioned in 2017-2018.

FINANCE

· Inaugurated the following policy initiatives for non fare revenue viz., Policy Initiatives of Increasing Non Fare Revenue like Out of Home Advertisement,Content on demand, Branding of Trains, Non-fare Revenue Policy, ATM Policy and Initiatives promoting ease of ticketing through digital transactions (for reserved as well as unreserved passengers)

· Savings of Rs. 512 Cr.(approx.) has been achieved since July’17 by adopting best procurement policies/practices like Design modification, change in specification, challenging consumption, Long Term Contracting, Reverse Auction, improving vendor base etc.




MAKE IN INDIA INITIATIVES


· Policy on Public Procurement (Preference to Make in India) dated 15-06-2017 implemented.

· Policy for providing Preference to Domestically Manufactured Iron & Steel Products (DMI&SP) implemented.

· Policy for preference to Domestically Manufactured Electronic Goods issued by The Ministry of Electronics and Information Technology (MeitY) in October, 2017.

· Relaxation from condition of prior turnover and prior experience for Startups and Medium Small Enterprises.

· Vendor meets organized on PAN-India basis at 12 prominent locations across the country in association with MSME & SIDBI during October & November 2017 with special emphasis on development of indigenous firms.



SECURITY

· Seats earmarked for Security Personnel of escorting teams in the trains. Berth no.63 in S1 Coach of the train earmarked for Security Personnel so they can be located easily in case of need.

· Railway Protection Force decided to extend Child Rescue Campaign in 47 additional Railway Stations taking total to 82 Railway Stations. The campaign had been successfully implemented in 35 existing Railway Stations. RPF rescued around 21,000 children in last three years.


GREEN INITIATIVES

· Dedicated Green Corridor in Bhagalpur- Banka section (Bihar) of Malda Division.

· Dedicated Green Corridor-Madhupur-Giridih section of Asansol Division.

· 500 Kwp Solar Roof Top System commissioned at Mysuru Work Shop.

· Indian Railways Organization for Alternate Fuel (IROAF) sets gold standards by winning Golden Peacock Award for Eco Innovation for the year 2017 for introducing eco friendly and cost saving Dual Fuel 1400 HP Diesel engines on DEMU trains.

· First DEMU Train with Solar powered Coaches inducted into service of the Nation.

· New Water Management Policy with respect to consumption and utilization in Railways was released.

· GreenCo Certificates developed by CII given to Three Units of Indian Railways viz. Diesel Locomotive Works (Varanasi), Perambur Carriage Works (Chennai), Lalaguda Carriage Workshop (Hyderabad)

· Various new initiatives taken for improving energy efficiency- Replacement of all electrical equipments at railway stations and service buildings with energy efficient BEE star rated equipments under ESCO model, 100% LED lighting at all the railway stations, service buildings, workshops, Sheds and other installations etc. With this, savings of Rs. 125 Cr. achieved this year by saving about 7% energy.

· Building Management Information System (BMIS) implemented at Rail Bhawan including LED lights which shall save about Rs.30 lacs per annum in the energy bill.

· Policy for use of energy efficient equipments by all vendors issued to the railways.

· More than 60 MW of solar & wind power plants have already been installed covering270 stations&120 administrative buildings & hospitals and further orders for about 150 MW have been placed for solar plants on roof tops of Railway Buildings.

· An International Conference on Green Initiatives and Railway Electrification organized in October 2017.

HUMAN RESOURCE

· Project Saksham Launched : The decision of imparting a week-long training in skills and domain knowledge to all the employees of Indian Railways had been taken. The focus of all such training is to ‘make a difference’ to the job performance.

· Station Directors in large Stations have been now given the powers of the Branch Officers in the divisions to enable them to take decisions for smooth operations.

· Employee Charter was released. An employees’ charter is notified for ensuring time bound redressal of railways employees’ issues related to dues, entitlements and grievances.

· NIVARAN- Portal for Grievance Redressal of Railway Employees was launched.

· Cashless treatment Scheme in Emergency (CTSE) Scheme was launched for Railway Employees.

· DRMs /Chief Workshop Managers (CWMs) have been given powers tore-engage retired railway employeesup to 62 years of age against vacancies.

· Notification for setting up of Rail Development Authority (RDA) issued in May, 2017. In order to operationalise the Authority, process for appointment of Chairman and Members of the RDA has been initiated.

· Promotion of Tribal /local Art at Stations: To showcase tribal/local art at stations, select tourist stations at 24 locations were identified and Zonal Railways concerned were requested for aesthetic up gradation of these stations with local/tribal art.

· The ‘Fairy Queen’, the oldest surviving functional steam engine in the world commenced its journey from National Capital Delhi to Rewari, Haryana after a gap of 5 years. This train, which is a great attraction among steam engine lovers across the globe, will run between Delhi Cantt. Station and Rewari

Increasing Unreserved Passenger Coaches In Railways

To cater to the needs of passengers of un-reserved segment following endeavours have been made by the Indian Railways:-

(i) As a matter of policy, it has been decided that all the Mail/Express trains (except fully reserved trains like Rajdhani, Shatabdi, Duronto, etc.) introduced after 2007-08, shall have at least 6 general class coaches in their standard composition as per feasibility.

(ii) Operation of fully unreserved services like Jan Sadharan, Janseva, Jan Nayak Express etc. to facilitate un-reserved segment of passenger. In the Railway Budget 2016-17, it has been further announced to introduce Antyodaya Express, which are long-distance, fully unreserved, superfast train services. Accordingly, of the 11 pairs of Antyodaya trains decided to be introduced during the year 2016-17 and 2017-18, four (4) pairs of Antyodaya Express have already been introduced till date.

(iii) In pursuance of the announcements made in the Railway Budget 2016-17, regarding attachment of two to four Deen Dayalu coaches in some long distance trains for unreserved travel to enhance our carrying capacity for the masses, Indian Railways have inducted 321 Deen Dayalu coaches (General Class coaches) in 53 pairs of trains during the year 2016-17. Similarly, during the year 2017-18, 76 Deen Dayalu coaches are being utilized.



In addition to the above, during 2017-18 (till November, 2017) Indian Railways have also utilized about 137 General Class coaches for permanent augmentation of the loads of existing trains (which includes both Passenger and Express train services).

The passenger coaches plying over Indian Railways (IR) have been designed with the necessary safety features considering the operating conditions over IR. Linke Hoffman Busch (LHB) design coaches are of a superior design than Integral Coach Factory (ICF) type coaches and have better safety features like anti-climbing etc. It has been decided that only LHB coaches would be manufactured from April, 2018 onwards.

RE – Revised Estimates, BE – Budget Estimates


Track renewal is an ongoing process which is undertaken as and when a stretch of track becomes due for renewal on age/condition basis. Track Renewal works are planned in advance every year and their execution is prioritized according to the condition of track ensuring all the time that track is in a sound condition for safe running of trains. In case any stretch of track is not renewed in time due to various reasons, suitable speed restrictions, if required, are imposed to ensure safe running of trains. As on 01.04.2017, track renewal covering 7546 km is sanctioned out of which 3600 km is targeted for the year 2017-18. Normally, track renewal works are completed in two to three years of sanction.

Replacement of all lever frames and Semaphore Signalling system with Electronic/Panel/Route Relay Interlocking (EI/PI/RRI) system and Multiple Aspect Colour Light Signalling (MACLS) are progressively being done on age cum condition basis. A total 235 Nos. of stations are remaining with Semaphore Signals as on 31.03.2017. These are likely to be replaced with MACLS with EI/PI/RRI in next three years.

Mechanized Cleaning System at Railway Stations

One of the initiatives taken to maintain cleanliness standard at station premises is introduction of mechanized cleaning at most of the stations over Indian Railways. The mechanized cleaning system is used for comprehensive cleaning of all platforms, circulating area, foot over bridges, retiring rooms, waiting rooms etc. in the stations premises where conducive surface like tiles/kota stone is available. The station cleaning activities are carried out through mechanized means by using High pressure water jets, mechanised floor scrubber, vacuum cleaner, flippers, Battery Operated Puch Scrubber, Battery operated Ride on Scrubber, High Pressure Jet, Wet & Dry vacuum cleaner, Ride Flipper etc. along with the requisite manpower. The activity is outsourced to professional agencies to maintain high standard of cleanliness on the Railway station and its premises. In order to have effective waste disposal system, concrete washable aprons on platform tracks with jet cleaning arrangements are provided at important stations where long distance trains stop in the morning hours, to facilitate cleaning of nightsoil by washing into side drains and its subsequent discharge away from stations.

For cleaning, linen and other related requests of passengers in train a site “cleanmycoach.com” is managed by respective Zonal Railways. On receipt of request through website or Short Messaging Service (SMS), a message is sent by the server to the mobile number. The On Board Housing Service (OBHS) assistance is also available to passengers through SMS. OBHS staff contacts the passenger and carries out the work as per demand. Till date nearly 1,49,000 service request has been received through this website as well as SMS.

A Customer Complaint Management Cell has been set up in Railway Board to receive complaints/assistance from passengers/rail users and public at large on Twitter handle of the Ministry, namely, @RailMinIndia, @PiyushGoyal, @PiyushGoyalOffc and Facebook page “Ministry of Railways, Government of India @RailMinIndia”. After analysing such tweets, the actionable once are sent to Zones/Divisions through their respective twitter handles for speedy resolution.

Flyover-cum-ROB at Narela to provide relief to Lakhs of people & ease traffic congestion - Hardeep Puri

Foundation stone laid Shri Hardeep Puri, Minister of State (I/C) for Housing and Urban Affairs has informed that the proposed Flyover-cum-ROB on Urban Extension Road-1(UER1) will provide the vital missing link and create connectivity on either side in UER-1, thereby providing relief to lakhs of people by easing traffic congestion and making traffic smoother and fast. It will also provide traffic safety near railway crossing. He was addressing a gathering at the foundation stone laying ceremony of Flyover-cum-ROB at Narela, New Delhi here today. Shri Anil Baijal, Lt.Governor of Delhi, Shri Udit Raj, Member of Parliament, Shri Durga Shankar Mishra, Secretary, M/o Housing & Urban Affairs, Shri Udai Pratap Singh, VC, Delhi Development Authority and senior officers of the Ministry were also present at the ceremony.

Speaking on the occasion, the Minister said that this project of construction of Flyover-cum- Rail Over Bridge (RoB) on Urban Extension Road-I (UER-I) has been mooted at one of the busiest points which see frequent shut downs of traffic due to closing of level crossing on busy Delhi-Karnal Railway line and the presence of Grain Market (Anaj Mandi) as well as the FCI godowns near railway crossing. The Urban Extension Road-1 (UER-I) being constructed as per the provisions made under the Master Plan for Delhi 2021, has already been completed from NH I to Bawana except the stretch over FCI godowns and the railway line.

The cost of project is Rs. 437.21 crore, which includes Rs. 55.59 crore for construction of ROB. Project is being funded with a financial assistance of Rs. 349.77 crore (80% of cost ) from the Urban Development Fund and Rs 87.44 crore will be DDA’s own contribution. The construction of ROB is already in progress by the Railways. This Project is planned for completion in April 2019. When completed, this will be the widest flyover in Delhi with a width of 51m. This flyover-cum-ROB will have six lane carriage way, two bus lanes for BRT corridor and provision of footpath and cycle track, multi-utility zone for services.

This is one of the 05 projects approved for funding of Rs 643.58 crore through the Urban Development Fund by the Ministry of Housing & Urban Affairs for handling congestion in Delhi. The other projects involving construction of flyovers, underpasses etc., are coming up at Mahipalpur, ITO, ISBT and Rani Jhansi Road. All these projects when completed will definitely go a long way in improving the facilities and quality of life of the people of Delhi.

In a bid to provide real time train information, the government plans to install GPS devices on over 2,700 electric locomotives by December 2018, Parliament was told on Wednesday.

“Railway Ministry in collaboration with Indian Space Research Organisation (ISRO) is implementing Real-Time Train Information System (RTIS) which involves tracking of train by placing GPS/GAGAN (GPS Aided Geo Augmented Navigation System) based devices on locomotives,” minister of state for railways Rajen Gohain told the Lok Sabha in a written reply.

“In Phase one, the RTIS project will cover about 2,700 electric locomotives in which the GPS device will be installed. This phase is planned to be completed by December 2018,” he said.

He also said that in remaining locomotives GPS will be installed in subsequent phases.


According to railways, the trials for this system have been done on the New Delhi-Guwahati and New Delhi-Mumbai Rajdhani trains on six electric locomotives.

“A reliable and high level, of about 99.3 per cent of real time reporting of arrival departure timing updates has been observed, which is considered adequate to meet the RTIS requirements,” the minister added.

Voluntary Surrender of Subsidy Scheme in Railways


Option for give up of concession in the passenger fare for senior citizens to the element of 100% was already available. However w.e.f. 22.07.2017 option has also been given to give up 50% of concession value for senior citizens.

Number of senior citizens who gave up concession for the period 22.07.2017 to 30.11.2017 are as under:-

(a) 100% of concession value: 5.67 lakh.

(b) 50% of concession value: 5.81 lakh.



The ‘give up’ concession scheme has the effect of increasing the earnings of the Railways which is pooled together to meet the revenue expenditure of the Railways including the development of Railway stations.

Indian Railways has already introduced paperless ticketing. In case of e-tickets booked through Indian Railway Catering & Tourism Corporation (IRCTC) website including through mobile application based ticket, Short Message Service (SMS) sent by IRCTC and screen shot of the e-ticket (Virtual Reservation Message) displayed through laptops/palmtops/mobile phones has been permitted as valid authority for travel alongwith prescribed identity proof in original subject to appearance of name of the passengers on the reservation chart and thus there is no need to take a print-out of Electronic Reservation Slip (ERS)/e-ticket in this case.

Further, with a view to facilitating convenient booking of unreserved tickets by passengers without having to stand in long queues to purchase Railway tickets, Indian Railways has introduced the facility of booking of paperless unreserved ticket, season ticket and platform ticket through mobile phone in some stations in Central, Western, Eastern, Southern, South Eastern, South Central and Northern Railways.

Use of Bio-Diesel in Railways

Indian Railways has tested the bio-diesel of different feed stock (Jatropha, Mahua, pongamia, waste cotton seed, Fish Oil, Soyabeen oil, Palm stearin etc.) in the different blending ratio such as B5, B10, B20, B50 and B 100 on its 16 cylinder ALCo and EMD engine test beds. The power performance of engine has been found satisfactory without any adverse impact on engine working. Besides, bio-diesel is found to reduce certain emission parameters which would have otherwise caused pollution in environment.

Key Advantages of Bio-Diesel:

Bharat Darshan Trains

Indian Railways, in collaboration of Indian Railway Catering and Tourism Corporation Limited (IRCTC), is operating Bharat Darshan Trains since the year 2005 with different itineraries based on market demand, popularity and operational feasibility. Currently, three dedicated rakes have been provided to IRCTC for operation of these trains. Railways charge IRCTC Mail/Express fare on telescopic basis for entire journey for the carrying capacity of the train escalated by 20% and 50% pantry car charge.

The package tour of Bharat Darshan Trains is one of the most affordable tour currently operated in India and is largely patronised by common man. The passenger tariff is fixed in the range of D800 - 900 + GST per person per day which includes rail and road transportation, accommodation (Dharamshala/dormitory), sightseeing, meals, accidental insurance etc.

Accident Insurance to Train Passengers


An Optional Travel Insurance Scheme has been launched w.e.f 01.09.2016 for the Confirmed/RAC railway passengers who book e-ticket through official website of Indian Railway Catering & Tourism Corporation (IRCTC) portal at the premium of ` 0.92 per passenger. Under the scheme, sum assured is paid to the victim/family or legal heir of the victim as the case may be in case of death/injury of reserved passengers due to train accident/untoward incidents as defined under section 123 read with Sections 124 and 124A of the Railways Act, 1989, subject to the qualification that the coverage will be valid from the actual departure of train from the originating station to actual arrival of train at the destination station including ‘process of entraining’ and ‘process of detraining’ the train.

Subsequently, to promote digital/cashless transaction, insurance is being provided free of cost from 10.12.2016 to all the Confirmed/RAC Railway passengers buying online ticket from IRCTC and no premium is being charged from the passengers.

The Sum assured to be given to victim/family or legal heir of the victim are as follows:-

(i) In case of Death- ` 10 lakh,

(ii) Permanent Total Disability - ` 10 Lakh,

(iii) Permanent Partial Disability upto- ` 7.5 Lakh,

(iv) Hospitalization Expenses for Injury – ` 2 Lakh,

(v) Transportation of mortal remains – ` 10 Thousand.



An amount of ` 2,47,14,275/- (Two Crore Forty Seven Lakh Fourteen Thousand Two Hundred and Seventy Five ) has been paid as compensation by the Insurance Companies since inception (i.e. from 01.09.2016) to 30.11.2017.

New Catering Policy in Railways

New Catering Policy issued on 27th February 2017 inter-alia stipulates that Indian Railway Catering and Tourism Corporation Limited (IRCTC) has been mandated to carry out the unbundling by creating a distinction primarily between food preparation and food distribution on trains. In order to upgrade quality of food preparation, IRCTC is to set up new kitchens and upgrade existing ones. Zonal Railways are to manage minor static units (catering stall /milk stalls/ trolleys etc.) except base kitchens and kitchen units. Steps being taken to ensure that good quality and hygienic food is served to the passengers as per prescribed rate inter-alia include (i) optional catering service has been introduced as a pilot project, on 32 Rajdhani/Shatabdi/Duronto trains under the management of IRCTC w.e.f. 01.08.2017 for an initial period of 180 days. (ii) Introduction of station based E-Catering for widening the range of options available to passengers for ordering food of their choice. (iii) Pilot for introduction of precooked food (‘ready to eat’ meals) in the range of options available to passengers. (iv) Operation of centralized Catering Service Monitoring Cell (CSMC) (toll free number 1800-111-321) for prompt redressal of passenger grievances relating to the catering activities and real time assistance to travelling public. (v) Instruction has been issued to ensure stickers bearing price, grammage, date of packing etc. are pasted on food packets (vi) Price list stickers are displayed in the pantry car and pasted in coaches. (vii) Service providers are advised to ensure that the vendor are carrying menu card while taking orders. (viii) Operation of all India Helpline (No.138) for rail-users to lodge complaints/suggestions regarding food and catering services (ix) A Twitter handle @ IRCATERING has also been made operational to cater to the complaints/suggestions with regard to catering services.

As per new Catering Policy, 2017, Indian Railway Catering and Tourism Corporation Limited (IRCTC) is managing 331 Duronto, Rajdhani, Shatabdi and Mail Express trains.

Astha Circuit Trains

Indian Railways is operating Astha Circuit Trains and State Special Trains for promotion of religious tourism across India. Astha Circuit Trains were announced in Rail Budget, 2016. Indian Railway Catering and Tourism Corporation Limited (IRCTC) inaugurated the trip of Astha Circuit Trains on 17.02.2017 for Guwahati covering Kolkata, Bhubaneshwar and Puri. So far 10 Astha Circuit Trains are operated. IRCTC with collaboration of State Governments is operating State Special Trains for senior citizens (60 years and above) of the respective States. So far, State Special Trains were operated for the State of Madhya Pradesh, Rajasthan, Chhattisgarh, Punjab, Odisha, Jharkhand and Uttar Pradesh covering important pilgrim/religious destinations of India. Currently, State Special Trains are being operated for Madhya Pradesh, Odisha, Chhattisgarh, Jharkhand and Rajasthan.

Astha Circuit Trains and State Special Trains are operated by IRCTC. The cost of trip for Astha Circuit Trains is paid by passenger itself at D900/- + GST per passenger per day, whereas, the cost of trip for State Special Trains is borne by the respective State Government and the beneficiaries are selected by the respective State Governments. IRCTC provides all inclusive services to passengers during the tour of Astha Circuit Trains and State Special Trains. It includes rail and road transportation, accommodation (dharamshala/dormitory), sightseeing, meals, accidental insurance etc. In addition, as per the instruction of State Government, passengers of State Special Trains are also provided additional requirements like traveler’s kit which includes cap, toothbrush & paste, hair oil, comb, shampoo etc. The entire cost of value added services is borne by concerned State Governments.

Ultra Modern Signalling System in Railways

Computer/Microprocessor based Signalling Systems are being used extensively on Indian Railways. Predominantly Computer/Microprocessor based systems being used are:-

1. Electronic Interlockings with centralized operation of points and signals are being provided to eliminate human failure and to replace old mechanical systems. These systems have been provided at 1256 stations over Indian Railways upto 30.11.2017.

2. Automatic Train Protection (ATP) System: -

(i) ATP System based on European Train Control System (ETCS) technology mitigates safety risk of accidents/collisions due to loco pilot’s error of Signal Passing at Danger or over speeding. It is a proven European train protection technology and deployed extensively on World Railways.

Train Control system has been operationalized on 342 RKMs on Indian Railways.

(ii) Train Collision Avoidance System (TCAS) is a developmental project being taken on a limited section (250 km) on South Central Railway. Operational deployment of TCAS on Railways on Absolute Block Signalling sections will be taken-up after successful conclusion of the extended field trials and safety certification of system by Independent Safety Assessor (ISA).

3. Train Detection Device:- To ensure complete arrival of train before granting line clear and to detect presence of train in a station of axle counters have been provided 15342 Numbers of axle counters on block sections and Station sections over Indian Railways.

4. Centralized Traffic Control (CTC) in Indian Railways:- A Centralized Traffic Control (CTC) with Electronic Interlocking and automatic signalling system is being set up on the Ghaziabad-Kanpur route - one of the busiest sections of Indian Railways. This is 410 km long electrified route dealing with 200 trains per day. Its Central Traffic Control Centre is established at TUNDLA station.

CTC System will help in real time monitoring and better management of trains. It provides for remote operation of signals from the centralized traffic control office. The CTC system has been made operational for seven stations pilot section.

5. Train Management System (TMS):- TMS helps in real-time monitoring of trains in the control room. The arrival status of local trains is displayed on indicators installed on platforms in the form of a countdown timer (in minutes) to the train’s arrival on the platform accompanied by automatic announcements on platforms.

TMS has been provided on Mumbai suburban section of Western and Central Railway. On WR, it covers section from Churchgate to Virar extending over 60 km covering 28 stations and on CR it covers suburban section from CST Mumbai to Kalyan extending over 54 km covering 26 Stations. TMS work is also nearing completion at Howrah on Eastern Railway.

In initial phase of roll-out, all Rajdhani, Shatabdi, Tejas & Gatiman Trains were covered w.e.f. 03rd November, 2017
Ministry of Railways has extended its facility of information to passengers through Short Messaging Service (SMS) to 1373 trains including Garib Rath, Duranto, Jan Shatabdi, Suvidha,Superfast & Humsafar trains regarding status of trains running late by more than one hour. SMS giving status of late running is being sent to passengers who are boarding the trains at onward intermediate stations who had given their mobile numbers at the time of booking the ticket.



This facility was made available from 3rd Nov. 2017 initially for passengers booked on all Rajdhani, Shatabdi, Tejas and Gatimaan trains.

Signing of Memorandum of Understanding Between Ministry of Railways Ministry of Human Resource Development Ministry of Science & Technology on Technology Mission for Indian Railways

“This MOU will facilitate the co-financing of ‘Technology Mission for Indian Railways’”, says Ashwani Lohani, Chairman, Railway Board.

In a unique effort and as per vision of Hon’ble Prime Minister for “Sabka Saath, Sabka Vikas”, three Ministries of the Union Government have joined hands to propel the Technology Mission for Indian Railways (TMIR). The Ministry of Railways, Ministry of Human Resource Development and the Department of Science & Technology (Ministry of Science & Technology) signed an MoU, on 4th January, 2018 at Rail Bhawan, New Delhi for joint funding of TMIR.

The MOU was signed today by Chairman/TMIR Prof. N.S. Vyas; Shri Alok Kumar, Co-Chairman/TMIR, on behalf of Ministry of Railways; Shri R. Subrahmanyam, Additional Secretary (TE) on behalf of Ministry of Human Resource Development and Dr. Neeraj Sharma, Adviser/DST on behalf of Ministry of Science and Technology.

Speaking on the occasion, Shri Ashwani Lohani, Chairman, Railway Board said, “An MOU is being signed to facilitate collaboration and cooperation between the Parties in ‘Technology Mission for Indian Railways’. This MOU will facilitate the co-financing of ‘Technology Mission for Indian Railways’ by investment sharing for identified railway projects for applied research. The funding component of MOR is 30%, MHRD is 25%, DST is 25%. This Technology Mission will provide forceful impetus to India’s growth engine on the ‘Make in India’ vision track of the Hon’ble Prime Minister. The indigenous technologies would successfully be developed with win-win scenario to all the consortium members. While Indian Railways would get the world class technologies, Academic & Research Institutions would get involved in numerous applied research projects which would help them in reorienting research towards national objectives. I wish this Technology Mission with the motto of “Sabka Saath, Sabka Vikas” a great success and hope that ground-breaking applied research done under the Mission will help Indian Railways provide a safer, more comfortable, hassle-free and faster journey to all rail users and will make Indian Railways the world leader”

Shri K.K. Sharma, Secretary/MHRD & Dr. Ashutosh Sharma, Secretary/DST also spoke on the occasion.

The Ministry of Railways had set up the Technology Mission for Indian Railways (TMIR) as a consortium of Ministry of Railways, Ministry of Human Resource Development and Ministry of Science & Technology on an investment sharing model for taking up identified railway projects for applied research and use on Indian Railways.

As per this MoU, Ministry of HRD and Ministry of Science & Technology have agreed to fund the TMIR projects to the tune of Rs.75 crore each while Railways and Industries will also contribute to their respective shares.

The Technology Mission will take up R&D projects in the areas of heavy haul, safety, energy, environment and urban railways. The projects will be implemented through a Mission Implementation and Coordination Committee having members from the three Ministries, academia and industry. The projects will be implemented in the national R&D labs and academic institutions. Collaborations, wherever essential, will be entered into with similar foreign institutions.

The “Mission Implementation and Coordination Committee” (MICC), consists of nominees of Railways, RDSO, Ministry of HRD, Ministry of Science & Technology and is headed by Prof. N.S. Vyas of IIT-Kanpur as Mission Chairman and Shri Alok Kumar, Chief Admin. Officer/Const/NR as Co-Chairman/TMIR.

While through this consortium approach for technology development in mission mode, Railway will be benefitted with availability of world class indigenized technologies at very reasonable cost, academic research institutions will be benefitted with applied research and real situation output in the form of new products for immediate use and with availability of source codes for all such indigenized technologies at very low cost. The Indian industries will also be gaining in the form of production of new items to be used on Indian Railways with additional export potential, helping in the national cause of revenue generation and on the theme of ‘Make in India’.

The Jagriti Yatra is a 15-day long national train journey that covers 8,000 km across the length and breadth of the country. It aims to create awareness and encourage nation building though building enterprise.

Speaking on the occasion, the President appreciated the organisers of Jagriti Yatra for linking self-employment opportunities available in our country with the talent of our youth. He said that there are immense possibilities for our youth. As such, an environment should be created for young people to generate employment opportunities instead of just looking for jobs. The survey of rail routes to be electrified is an ongoing process. Ministry of Railways has planned to electrify 37844 Route Kilometer of balance Broad Gauge routes of Indian Railways by the year 2021-22.

The budget requirement for electrification of balance 37844 Route Kilometer of Broad Gauge routes of Indian Railways is approximately ` 32591 crore which is based on financial throwforward of ongoing works and abstract cost estimate for new works planned for inclusion in Budget 2018-19.

Total power requirement of Indian Railways post project completion has been assessed to be about 3200 Mega Watts.

Social Sector Obligations of Railways

Railways carries out certain transport activities which are uneconomic in nature and are carried out in the larger interest of the country. The tariff policy on Indian Railways has traditionally been one of restraint with regard to increase in passenger fare. Indian Railways continues to incur losses every year by performing a variety of un-remunerative service. These losses are mostly due to (a) Low ordinary second class fare, (b) Low Suburban and non-suburban season ticket, (c) Loss on essential commodities carried below cost, and (d) a variety of concessions granted on passenger ticket. Working of uneconomic branch lines, too, imposes a heavy burden on Indian Railways’ finances. A gap is thus created between the revenue income generated through these service and their costs. The overall losses incurred on coaching operation services and on essential commodities carried below the cost of operation was ₹35959.59 Cr. in 2015-16.

Mission Raftar of Indian Railways

With a view to increasing speed of trains in Indian Railways, ‘Mission Raftaar’ was announced in the Railway Budget 2016-17. The mission envisages a target of doubling of average speed of freight trains and increasing the average speed of all non-suburban passenger trains by 25 kmph in the next 5 years.

Principal routes have been identified for raising of speed under Mission Raftaar. These are six routes on Golden Quadrilateral and diagonals namely, Delhi – Mumbai, Delhi – Howrah, Howrah- Chennai, Chennai – Mumbai, Delhi – Chennai and Howrah – Mumbai. These six routes carry 58% of freight traffic and 52% of coaching traffic with a share of only 16% of the network. Golden Quadrilaterals and its Diagonal routes have been prioritized for replacement of loco hauled short distance passenger trains by MEMUs/DEMUs having better acceleration and deceleration characteristics for fast pickup and braking.

The present installed capacity of the two coach production units involved in manufacturing of Mainline Electric Multiple Unit( MEMU) and Diesel Multiple unit (DEMU) coaches are as under:-

Purchase of Train Tickets



Train tickets can be booked at the ticket counters through cash or through credit/debit cards, Unified Payments Interface (UPI)/ Bharat Interface for Money (BHIM) modes of payment. Tickets can also be booked through cash from various Railway agents like Yatri Ticket Suvidha Kendra (YTSK), Jan Sadharan Ticket Booking Sevak (JTBS), Rail Travel Service Agents (RTSA) etc. For booking of tickets through Indian Railway Catering & Tourism Corporation (IRCTC) website, all modes of cashless payment are already available, viz. net banking, through credit/debit cards, cash cards, e-wallets and UPI/BHIM.


In order to further promote cashless transactions in purchase of Railway tickets, following initiatives have also been undertaken:-
  1. For booking of tickets online through IRCTC website, service charge earlier levied has been withdrawn up to 31.03.2018.

  1. In case of booking of tickets across the counters through credit/debit cards, the service charge levied earlier has been withdrawn.

  1. Booking of tickets through mobile phone has been introduced wherein payment can be made through credit/debit cards, net banking, e-wallets etc.

  1. Facility of renewal of season tickets through IRCTC website has been provided for Mumbai suburban train services where the payment is made through electronic mode.

  1. Automatic Ticket Vending Machines (ATVMs) have been introduced to facilitate sale of unreserved tickets, platform tickets and renewal of season tickets which have provision of payment through smart cards.
  1. Go-India Smart card scheme has been launched as a pilot project for booking of reserved and unreserved tickets at the counters ( specified smart card counters) on New Delhi-Mumbai and New Delhi-Howrah sectors.
  1. 0.5% discount is given on total fare of the season ticket if the payment is made through digital means.


During the period from April, 2017 to November, 2017, approximately 65% of total reserved tickets were booked through cashless modes of payment.

Zero-Accident Mission Of Railways

During the last three years, the number of consequential train accidents (including accidents at Unmanned Level Crossings) have decreased from 135 in 2014-15, to 107 in 2015-16 and further to 104 in 2016-17. In the current year (upto 15th December, 2017) the number of consequential train accidents have reduced to 52 as compared to 87 in the corresponding period of the previous year.

In the Railway Budget 2016-17, Mission Zero Accident was one of the Missions announced, comprising the two sub-missions:

  1. Elimination of unmanned level crossings (UMLC) over broad gauge in the next 3-4 years.
  2. Train Collision Avoidance System (TCAS) to prevent collisions and signal passing at danger by the Loco Pilot.
As far as steps taken for improving tracks is concerned, railway tracks are replaced through track renewal works which is an ongoing process. Track renewal works are undertaken as and when a stretch of track becomes due for renewal on the basis of criteria laid down in Indian Railway Permanent Way Manual on age cum condition basis viz. traffic carried in terms of gross million tonnes and incidence of rail fracture/failure, wear of rails and maintainability of track as per standards etc. In case any stretch of track is not renewed in time due to various reasons including scarcity of funds, material etc., suitable speed restrictions, if required, are imposed to ensure safe running of trains.

In order to improve signaling, electrical/electronic interlocking system with centralized operation of points and signals are being provided to eliminate human failure and to replace old mechanical systems.

Superior and safer Linke Hofmann Busch (LHB) Coaches having anti-climbing features have been progressively introduced on Indian Railways to reduce the fatalities in case of accidents.

In the Budget 2017-18, an exclusive fund called “Rashtriya Rail Sanraksha Kosh” (RRSK) has been made with a corpus of ₹1 lakh crore over a period of 5 years for giving a major boost to safety related works over Indian Railways for improving safety of tracks, rolling stock and proliferation of other safety technologies and training of staff.

Indian Railways launches transparent and efficient “New Online Vendor Registration System” in its research arm RDSO.

Tremendous business opportunity for growth of new SMEs thus aiding job creation. The new system is simpler and user friendly. No need for vendors to visit RDSO office for any activity related to his case for registration. The fixed date schedule system has been done away with & the vendors can register for the listed items throughout 365 days of the year. Parallel verification processes to help reduce cycle timelines. Registration process to be completed within defined timelines. All information & data pertaining to vendor registration now made available on RDSO Website.

In-line with the philosophy of the Government to make systems and procedures digital and transparent, Research Designs & Standards Organisation (RDSO), (headquartered at Lucknow), the research arm of Ministry of Railways, has launched “New Online Vender Registration System”. This system was evolved after Minister of Railways & Coal, Shri Piyush Goyal undertook comprehensive review of the functioning of the RDSO. This new system provides major improvements and paradigm changes in the registration system over the earlier system. Public access to the information, expeditious process completion with defined timelines, simplification of procedures, round-the-year services, availability of all related information on RDSO Website, constant monitoring at all levels, reduction in cycle timelines, regular updation of online data, user friendly interface etc. are the hallmarks of the new system. Some of the salient features of this new system are given below:-

  1. Vendor need not come to RDSO for any activity related to his case for registration.
  2. All activities in vendor registration cycle have been tied to specific timelines and in case these activities exceed the allotted timelines, a system generated alert is flashed to all concerned officials and higher ups for immediate corrective action in the matter.
  3. The process of documents scrutiny and physical verification of the Vendor’s facility has been made a parallel exercise. Earlier 8 to 11 months would elapse before physical verification activity used to start. It used to start only after completion of document scrutiny. Now both the activities i.e. document scrutiny & physical verification start simultaneously. This is a major improvement over earlier process and would help in reduction of cycle timelines.
  4. Process has been made simpler and user friendly. With the new online system implemented by RDSO, the Vendor can now deposit registration fee, submit documents, download technical drawings & specifications and interact with RDSO online. At each stage the vendor would get a system generated alert / acknowledgment regarding status of his case with details.
  5. Management dashboard has been provided for centralized monitoring of the whole procedure and the process work-flow with the objective of identifying bottlenecks , if any, and initiating corrective action
RDSO has invited Expression of Interest (EOI) for all the 600 plus items and has kept the window open with no timelines to enable wider participation and association of industries and interested vendors in developing products and new technologies for the Railways. Now vendors can register for any of the item throughout 365 days of the year. It will provide tremendous business opportunity for growth of new SMEs thus aiding job creation.

All RDSO controlled items have now been listed on RDSO website with specific timelines for Vendor Registration process for each individual item. RDSO will endeavor to complete the registration process for which the vendor applies within defined timelines.



All information and data pertaining to cases of vendor registration and all references pending at RDSO has now been brought into public domain by uploading it on RDSO website. Details of all cases are now available in public domain and can be accessed by everybody. Regular updation of this data is now being ensured by RDSO for information of all stake holders and general public.

Probationers of different railway services call on the President


A group of probationers of different Railway Services,called on the President of India, Shri Ram Nath Kovind, today (January 10, 2018) at Rashtrapati Bhavan.

Speaking on the occasion, the President said Indian Railways is an institution for national service and nation building. In 2015-16 alone, Indian Railways serviced over 8 billion ‘originating passengers’. The Railways moves our industrial and agricultural freight, defence equipment and military personnel. The rail network also helps to maintain and spread our cultural heritage and traditions. Be it by mean of special trains run to accommodate the rush for the Kumbh Melas or the majestic ‘Palace on Wheels’ that captures the imagination of people around the globe.

The President said that trains are emerging as a means of mass rapid transport within our cities. Metro projects are being adopted by more and more cities in a bid to provide fast, secure and affordable urban connectivity. This will also help to de-clog our cities and reduce our carbon footprint.

The President reminded the probationary officers that they have joined an institution that provides them a unique opportunity to serve the nation and millions of citizens each day. He urged them to lead a life of optimism and develop a sense of positivity. This will allow them to make meaningful changes both at their work places as well as in society at large. It will also allow them to nurture a spirit of innovation and emerge as solution providers.

Matunga Railway Station in Mumbai Division of Central Railway enters Limca Book of Records 2018 for posting all women staff on the station.

Mamta Kulkarni, first women ASM to be recruited on Mumbai Division of Central Railway in 1992, is Incharge of Matunga Railway Station. A total of 41 women staff is handling the operations of the station round the clock.

Indian Railways initiative of empowering its women employees has brought laurels as Matunga Railway Station has entered into Limca Book of Records 2018.Matunga Railway Station has become the first station in India which has all women staff managing the operations of the stations. Ladies staff across all departments viz. operating, commercial, RPF, etc. are posted at Matunga Railway Station to make it first of its kind station on Railways.


Mumbai Division of Central Railways have posted a total of 41 women staffers, including 17 booking clerks, 6 RPF personnel, 8 ticket checkers, 5 point persons, 2 announcers and 2 safai karmacharis are working under the supervision of station manager Mrs. Mamta Kulkarni. Incidentally Mamta Kulkarni is first ASM to be recruited on Mumbai Division of Central Railway in 1992.

The staff has been handling overall operations of the railway station round the clock from last six months and results are positive and encouraging. The idea is creation of an environment for women where they can make decision of their own for their personal and professional well being, organizational good, notwithstanding.

108 Years Old Monorail used by Maharaja of Patiala is now operational at National Rail Museum, New Delhi.

This monorail hauled by steam locomotives is one of its kind in the world.

Indian Railways rich heritage is open for visitors at National Rail Museum (NRM), Chanakayapuri, New Delhi. One important heritage attraction at NRM is 108 yrs old monorail which was used by Maharaja of Patiala, Lt. Shri Bhupinder Singh. Recently, National Rail Museum took initiative to start this train on every Thursday for visitors. This monorail hauled by steam locomotives is one of its kinds in the world. A journey in this monorail is a unique experience.



In addition to this visitors can also experience other unique exhibits at the museum.

National Rail Museum (NRM) is the focus of Rail Heritage of India, a source of fascination and interest in Railways for all. Formally inaugurated on the 1st of February, 1977, this one-of-its-kind museum in Asia has an interesting collection of history, heritage, romance, nostalgia, fun, leisure and entertainment, all at one place. Sprawling over 10 acres in Chanakya Puri, New Delhi, it comprises an indoor gallery devoted to the display of various exhibits, models, records, photographs, coat of arms, documents etc. over 100 real size exhibits display the glory of the bygone era. The Museum promises to take the visitors on an exciting journey into the Railway history and heritage and depict their contribution to the industrial and economic progress of the country.

Indian Railways introduces OCR Kiosk Machines for quick printing of tickets booked through UTS Mobile App for suburban commuters.

Western Railway becomes the first Zonal Railway to introduce this facility from today i.e. 11th January, 2018 on its five Mumbai Suburban Stations.
Indian Railways continues to take steps based on new technology to facilitate execution of its various activities. It has now been decided to introduce modern Optical Character Recognition (OCR) Kiosk Machines for quick & easy printing of tickets booked through UTS App for mobile phones by suburban commuters.

Western Railway (Hqrs. Mumbai) becomes first railway zone to introduce this facility for its Mumbai suburban commuters of Western Railway. This new facility will make printing of tickets much simpler and quicker. Under this facility just by simply placing the screen of mobile phone displaying the SMS of the ticket booked through UTS Mobile App in the designated slot provided in the OCR Kiosk machine and the machine will simply read the SMS and print ticket immediately.

In the first phase, 25 OCR Kiosks have been planned by Western Railway for installation, out of which 20 Kiosks have been installed and became functional w.e.f today i.e. 11th January, 2018 on five Mumbai Suburban Stations of Western Railway namely Churchgate (1 Kiosk), Dadar (6 Kiosks), Bandra (3 Kiosks), Andheri (5 Kiosks), and Borivali (5 Kiosks). In addition, installation of five more OCR Kiosks at Churchgate is under process and will be installed shortly.

The use of these Kiosks will facilitate the passengers to get print-out of tickets booked through UTS mobile app and also reduce the queues at booking counters/ATVM machines thereby promoting transactions through UTS mobile app. Presently, passengers have to feed their mobile number and booking ID received on their mobiles, in the ATVM machines to get their tickets printed or get it through UTS counter. This new facility of simply placing the screen displaying the SMS in the designated slot provided in the Kiosk will also reduce the time of printing of tickets as the machine will simply read the SMS and print tickets immediately.

Ministry of Railway launches Smart Freight Operation Optimisation & Real Time Information (SFOORTI) Application.

Both passenger and freight trains can be tracked over Zones/Divisions/ Sections can be viewed through this application. Position of Rakes for Specific Type of Stock can be viewed through this application.
In a major digital initiative to help plan the traffic flows and optimize freight operations, Ministry of Railways have launched Smart Freight Operation Optimisation & Real Time Information (SFOORTI) App for Freight Managers which provides features for monitoring and managing freight business using Geographic Information System (GIS) Views and Dashboard.

Salient features of SFOORTI Application are as below:

  • With this application, movement of freight trains on Geographic Information System (GIS) view can be tracked.
  • Both passenger and freight trains can be tracked over Zones/Divisions/ Sections in single GIS View.
  • Freight business can be monitored.
  • Comparative Analysis of Zonal/Divisional Traffic.
  • Analysis of new traffic captured and traffic lost.
  • This app provides a Bird’s eye view of all Freight Assets in a single window.
  • Provides end to end Rake movement on Geospatial view
  • Expected Traffic at Interchange points to evaluate daily performance can be viewed.
  • Performance of each zone and divisions with respect to loading and utilization of freight assets can be viewed.
  • Sectional performance monitoring for sections, divisions and zones shall help in traffic routing.
  • Freight terminal and sidings can be better monitored to ensure better turnaround of rakes.
FEATURES OF SFOORTI APPLICATION:

  1. Freight Operation Information System Map View–A Geographic Information System (GIS) based monitoring and management tool has been designed and developed in CRIS which provides layered views of freight trains on Indian Railways network which can help plan the traffic flows and optimize freight operations. The FOIS Map View has been designed to cater to Divisional, Zonal and Board levels of management for improved freight operations. It provides Geo-Spatial view of freight train performances, some of which are:
  1. Position of all freight trains on Indian Railways Network on basis of their last reporting in system.
  2. Movement of freight trains from one zone/division to another zone/division across IR.
  3. Position of Rakes on the network detailing commodity wise loading.
  4. Position of all freight stock on Indian Railways - both loaded and empty on the network.
  5. Monitor Inward/ Expected traffic flow at Interchange points along with real time monitoring of forecast for day against actual interchange.
  6. Indicates new traffic Origination-Destination (OD) captured over IR network.
  7. Indicates Rakes detaining beyond permissible free time on the network.
  8. Loading trends of major commodities is available identifying the loading performances of terminals and their Origination-Destination (OD) on the network.
  9. Section wise speed performance of freight trains across the network which is updated on real time basis. This is done by making use of real time sectional running data captured through Control Office Application and comparing it with the historical freight running data to work out the level of performance in the section on real time basis.
  1. Forecasted Rakes Awaiting Interchange:
Monitoring of all the loads, which have been forecasted for the divisional interchange, but the same interchange has not yet reported. Forecasted Loads Awaiting Interchange are plotted on two colour themes, based on their divisional interchange direction.

  1. Stock Specific / Commodity specific Rake Position:
Position of Rakes for Specific Type of Stock can be viewed. Loaded and Empty Rakes of specific Rake Types are plotted on the Indian Railways network map in Different colours. Further drill down along with load path can also be viewed on the Geo-Spatial view.

  1. New Origination-Destination Added in IR:
Monitoring of New Origination Destination flows captured during the specified period in comparison with those loaded in previous 3 years data. Detail are represented either Commodity wise or Origination Destination (O-D wise).

  1. Loading Trends for Major Commodities:
Monitoring of Loadings across Indian Railways for major commodities during a period. Terminals are presented on the GIS View, with different commodity shown in different colour. Further drill down is also provided to view Individual Origination-Destination (O-D Flows).

  1. Freight Train Performance:
Performance of Freight Train Running on Indian Railways Sections can be viewed through this option for each working shift. Performance is determined through comparison of current sectional speed with the benchmark average speed.

Section Performance is represented as Below Average, Average or Good based on section performance against benchmarks (Shown in different colours). Entire section is plotted on the map on its congestion colour theme.

Congestion status is available in three shifts (00:00 to 08:00), (08:00 to 16:00) and (16:00 to 24:00).

2 new ‘world class’ trains to cut travel time by 20%
Salient points:-
  • The train sets (like EMUs), which will replace locomotive-hauled trains.
  • Designed by ICF Chennai.
  • Manufactured for half the cost of imported train sets.
  • Train 18: New train sets to be launched June this year.
  • Train 20: To be launched in 2020.
  • The train with aerodynamic nose for reduced drag and for improved aesthetics is likely to replace elite Shatabdi train
  • The only difference will be that Train 20 will have an aluminium body while Train 18 will have stainless steel body.
  • A study shows the railways will be able to cut travel time by three hours and thirtyfive minutes on the 1,440-km Delhi-Howrah route. The Rajdhani and Shatabdi Express can go up to 150 kmph, but the average speed continues to be 90 kmph as there are several speed restrictions. Given that applying brakes and accelerating takes longer using locomotives, the 'train sets' will cut down on time. The reduction in journey time was calculated at a maximum permissible speed of 130 kmph and could come down further if the permissible limit is raised to 160 kmph.
