Although this thread is not going to be a political discussion, using HMRC as something to pacify Telangana is laughable, hysterical even. When Singareni collieries deep within Telangana has serious issues in employing local labour, local contractors, and revenue that can be spent locally, then something within Hyderabad doing that is a far cry.

BL reported that UK's rail sector is keen to become partner in the Indian Railways' bid to be a key player in the country's growth, according to Mr Tim Gray International Business Development Director Railway Industry Association UK and the leader of a visiting 10 member delegation supported by the UK Trade and Investment.

Mr Gray while addressing an interactive seminar, organised by the Federation of Indian Chambers of Commerce and Industry - Eastern Region said that “RIA and its members want to continue to build partnerships with organizations in India.”

Mr Gray observed that “UK industry has much to offer as technology and expertise are our strengths and we're looking for right opportunities.”

RIA, as it was pointed out has 160 firms as members representing, among others, passenger train manufacturers, signaling and telecom firms, track renewal contractors, rolling stock leasing companies, component manufacturers and consultants and specialist service providers such as asset management and maintenance, R&D, safety and risk, economic planning and commercial and project management.

Mr AP Mishra GM of South Eastern Railway told the visiting delegation that PPP models were receiving a good deal of attention of the Indian Railways in implementation of various projects such as dedicated freight corridor, world-class stations, commercial utilization of surplus lands, setting up of special purpose vehicles and joint ventures for the manufacture of locos, coaches and wagons, operation of container trains, construction of inland container depots and container freight stations, rail side warehouses, infrastructure projects such as port connectivity, freight terminals, logistics parks, doubling and gauge conversion projects and even for hospitality and tourism projects.

NEW DELHI: At a time when India is still in the planning stage for bringing in High Speed Rail (HSR) network in the country, neighbouring China has embarked upon an ambitious plan to take its HSR length to 28,000 km, two- fold of the total global network, in the next four years.

"Railways is one of the sectors in which India was previously more advanced than China. In early 1980s, China lagged behind India in both total length and length of electrified routes. But faster expansion in China has turned it around. By 1996, China led India in total length and by 2001 in electrified routes," a study by IIFL, institutional equities division of India Infoline, stated.

"China's HSR network is shaping up at an extraordinary speed. The country saw its first experimental HSR in operation in 2003, but by 2014, it would have reached 28,000 km in length - twice as large as similar networks in the rest of the world combined," the study said.

"The HSR will shrink travel time from North to South of the country by an estimated 65% and from East to West by 75%. In other words China will collapse to only 9% of its current size as measured by travel time," it added.

The country plans to spend $500 billion on HSR by 2014. On the contrary, India is still to build HSR and investment planned is much low.

Kolkata, March 20: In a major goof-up, an advertisement inserted in newspapers by the Eastern Railway showed Delhi in Pakistan and Kolkata in the Bay of Bengal.
The advertisement was to announce inauguration of luxury tourist train 'Maharaja's Express' by railway minister Mamata Banerjee from here.
A small box inside the advertisement panel showed the train route from Kolkata to Delhi via Gaya, Varanasi, Bandhabgarh, Khajuraho, Agra and Gwalior.
The faint background of the outline of a small map of India showed Kolkata in the Bay of Bengal and Delhi in Pakistan.
ER Chief Public Relations Officer Samir Goswami said, "It is a great mistake. We apologise for this. The advertising agency has been blacklisted."
He said there was no mistake in the design approved by the Eastern Railway, which had given correct details to the advertising agency.
When contacted, owner of the advertising agency said the route alignment had been given for the benefit of passengers. "The map and the alignment are an artist's impression and not to scale. It is never our intention to create a controversy," he said.
In similar faux pas, an advertisement in newspapers in January showed former Pakistan Air Chief Tanvir Mahmood Ahmed alongside Prime Minister Manmohan Singh. An advertisement issued in Pakistani newspapers yesterday by the police force in Punjab province featured the logo of its counterpart in India's Punjab state.
Criticising the government for an advertisement of Indian Railways in which Delhi has been depicted in a map as part of Pakistan, BJP said this was an affront to the country's sovereign pride and demanded an apology from the Prime Minister.
"The Eastern Railway advertisement shows a map of India which is blatantly wrong. Kolkata has been shown in Bay of Bengal, Khajuraho is where Hyderabad should be.... to top it all Delhi is shown in Pakistan. There cannot be a worse gross omission or commission by the government," BJP spokesperson Nirmala Sitharaman said.
She accused the government of being careless and said this advertisement was an "affront to India's sovereign pride".
"Nothing short of an apology from the Prime Minister will do on this matter. This is not a one-off case," Sitharaman said.
Sitharaman said today's mistake showed the state of governance in the country where "administration was just happening" and there was no hold on it.
"BJP takes severe objection to this. The Prime Minister has to correct the ways the government is functioning," she said.
BJP also demanded an inquiry into who all were behind the advertisement.

Is Delhi in Pakistan? Or does Kolkata float on the Bay of Bengal? Yes, if one goes by an advertisement splashed by the Eastern Railway in major dailies Saturday.

The faux pas occurred in the advertisement in the newspapers publicising the scheduled flagging off of a luxury tourist train Maharajas' Express by Railway Minister Mamata Banerjee Saturday night.

The route of the train was shown by tracing a blurred outline of a map of India within a small box in the advertisment. The outline gave the wrong locations of the national capital and the eastern metropolis.

The Eastern Railway regretted the error but put the blame on the Kolkata-based advertising agency.

'The advertising agency which designed and released the advertisement..has committed a great mistake, pointing out different cities wrongly in respect of the map of India. In the design approved by the Eastern Railway, there was no such mistake. Eastern Railway had given correct details to advertising agency,' a railway statement said.

'The advertising agency has been black-listed and debarred from dealing with any railway work,' it said.

However, the owner of the advertising agency claimed that the Eastern Railway had been told in advance that it was not possible to show the route while making the map to scale.

New Delhi, Mar 20 (PTI) Congress today dismissed as mistake the goof up in a Railways advertisement showing Delhi in Pakistan and Kolkata in Bay of Bengal.

"It seems to be a mistake on the part of the Railways.

However, it is a serious issue and one should take note of it and ensure that no such incident occurs again," party spokesman Shakeel Ahmed said.

Asked about BJP's criticism of the government on the issue, he said "nobody should try to take political mileage out of an administrative mistake".

The advertisement in newspapers by the Eastern Railway showed Delhi in Pakistan and Kolkata in the Bay of Bengal.

The advertisement was to announce inauguration of luxury tourist train 'Maharaja's Express' by Railway Minister Mamata Banerjee.

AHMEDABAD: The erstwhile royal family of Jambughoda in Panchmahal played host to foreign tourists on the first run of the Maharajas' Express, the pan-India super luxury train.

The Jambughoda palace where it halted for lunch, offered a specialised Gujarati Silver Thali' with more than 21 different types of dishes in three different lunch menus for tourists onboard the dazzling red train.

The Maharajas' Express, touted among the world's top luxury trains rolled out its maiden journey on March 6 from Mumbai. The train visited Vadodara on March 7 for the first time, Karamvir Singh of Jambughoda royal family says, "Before selecting us a part of the luxurious express, a team of officials visited our palace to see the facilities. They were visibly impressed by the ambience, traditional cuisine and rich tapestry of flora and fauna surrounding it."

"This March, we had the first lot of Maharajas's Express 60 foreign tourists, who visited the palace for the lunch. We served them traditional Gujarati cuisine in a Gujarati thali' in a traditional manner of serving food "adds Singh.

According to Singh, the ingredients used for cooking are completely organic, the fruits and vegetables are grown up in agricultural farms around the palace by using natural manure without fertilisers and pesticides.

The train, is a joint venture between Indian Railways Catering and Tourism Corporation (IRCTC) and Cox & Kings. The express has facilities such as LCD TVs, DVD players, direct dial telephone, and Internet.

Singh said, "Gujarat has a lot more to offer to tourists from across the globe, the need is to give impetus through different initiatives and support from the government agencies. The tourists were in complete awe of Gujarati thali culture."

The palace is located on the periphery of Jambhughoda wild life sanctuary, spread over 12 acres of land. During their day-long stay in Vadodara, the tourists were taken to the World Heritage site of Champaner-Pavagadh, Jama Masjid and later to the Maharaja Fateh Singh Museum, with painting exhibits of Raja Ravi Verma among others and also the majestic Laxmi Vilas Palace.

The seven day royal India tour of the Maharajas' Express embarks from Delhi and travels to princely regions in the country spread in Agra, Ranthambore, Jaipur, Bikaner, Jodhpur, Udaipur, Vadodara and finally ends in Mumbai.

PATNA: Tatkal facility, which has been introduced in each mail and express train running across the country, has been yielding good revenue to the railways, particularly for East Central Railway (ECR) during peak summer.

Only 10% of the total berths are reserved for Tatkal booking in sleeper class in each mail and express train. On an average about 200 to 280 berths have been earmarked for Tatkal booking in sleeper class for Mumbai, Delhi, Chennai, Bangalore and Howrah-bound passenger trains from Patna Junction.

Under the scheme, wait-listed passengers procuring their tickets at least two days in advance are availing Tatkal facility these days. The Tatkal facility is made available 48 hours before journey. The railways has been charging an additional Rs 300 for AC-2 and AC-3 for each Tatkal ticket while a sum of Rs 75 to Rs 100 is being charged for sleeper class for each ticket. These charges are applicable during the peak months from September 16 to July 14.

However, the railways is charging extra Rs 200 for AC class and Rs 75 for sleeper class for each passenger during non-peak months starting from July 15 to September 15, a Railway Board official said.

According to the official, the Tatkal scheme has evoked good response from passengers yielding good revenue to the railways. The Board has already implemented this scheme, particularly in those zones where utilization of Tatkal accommodation has been less than 50% in sleeper class, he said adding reservation under Tatkal scheme is now available till the time of preparing reservation chart.

According to sources, the number of berths in sleeper has been not more than 10% now under Tatkal booking while it is 20 to 30 berths in AC-2 and AC-3 respectively depending on availability of AC coaches in any particular train. Similarly, several long-distance trains originating from Patna Junction, Rajendra Nagar Terminal and Danapur stations have been able to cope with rush of passengers under Tatkal scheme, sources said.

According to Danapur PRO Ranjit Kumar Singh, Patna Junction has become main centre for procuring Tatkal tickets for any station. Tatkal tickets, which were earlier not refunded, are now being refunded after deduction of 25% of the total fare. Incidentally, Tatkal tickets are being issued from the originating to midway stations now, he said adding there is no need for an identity card now for purchasing Tatkal tickets. It is on 'first come, first serve basis', the PRO said.

Meanwhile, several passengers complained that the Tatkal tickets are under the control of touts at most of the stations, including Patna Junction under ECR. They demanded that the railways must maintain full transparency while issuing Tatkal tickets to the passengers.

Mamata mulls performance reward for railway staff

KOLKATA: Railway minister Mamata Banerjee said on Thursday she plans to introduce a performance-based promotion scheme for railway employees. Some of them may even get 'double-promotions' for exceptional performance. If she goes ahead with her plans, the railways could become the only government department where performers will get an opportunity to shine in their careers.

Till now, nearly all promotions in government departments are time-bound. Though confidential reports of officers are scrutinized, promotion is not normally withheld unless there are charges of gross misconduct against a person. Officers now believe that the scheme will encourage railwaymen across the board to perform better.

"The railways cannot survive without its human face. Even a gangman can prevent a major accident. The 268 medals and certificates awarded today are insufficient. Even the family members of railwaymen need to be awarded. I am planning a scheme through which, railwaymen who perform their duties well, may even get double promotions, as we used to get during our school days. This will be across the board. Even gangmen and safaiwallahs will be rewarded for their good work. The railways will reward and protect good officers and employees. We shall also take care of those who reveal the misdeeds of others," Mamata said at the 54th Railway Week National Awards function in Kolkata.

The railway minister said she has no plans to privatize the railways or any of its departments. However, business plans will be made to earn money so that employees and officers lead more secured lives. She, however, made it clear that employees who do not perform will not be spared. "We are one big family and will strive forward to make the railways the best in the world."

NEW DELHI: The multi-crore railway recruitment scam unearthed by the CBI involved leaking of question papers for money.

Describing the modus operandi, a CBI officer said, "Each candidate contacted by agents working on behalf of the masterminds had to pay Rs 3.5 lakh. The aspirants were required to deposit their original certificates with the ADRM, one Jagannathan. The question paper was provided to them one day prior to the examination. To ensure that the candidates paid up the entire amount, Jagannathan would keep the original certificates of candidates with him till he received the full amount."

A red-faced Rail Bhavan went into damage-control mode by suspending the chairman of the Railway Recruitment Board, S M Sharma. The promptness made sense, considering that Sharma, like heads of other Recruitment Boards, was handpicked by the current dispensation. Railways asserted that nobody found guilty would be spared. However, it is doubtful that the tough talk would deter those who have rigged the recruitment processes, making a mockery of similar claims in the past.

The questions leaked in the latest instance concerned the countrywide test for recruitment of Assistant Loco Pilot and Assistant Station Master. The raids, according to the agency, were carried out at Mumbai, Bangalore, Hyderabad and Raipur and Kolkata.

The scam, according to officials, runs into several crores of rupees. "We have seized Rs 60 lakh during searches in Mumbai in bank accounts of the family members of S M Sharma and the agency has seized bank passbooks and laptops. The Pajero was found to be registered in the name of one of their relatives," said CBI spokesperson Harsh Bhal.

In Hyderabad, Rs 21.5 lakh in cash and original certificates of 444 aspirants were recovered from house of a former Assistant Divisional Railway Manager and Rs 12 lakh recovered from the possession of Jagannathan in Bangalore.

New Delhi: The Central Bureau of Investigation (CBI) on Friday unearthed a multi-crore scam related to recruitment in railways, exposing a major hole in what was touted as a failsafe scheme for appointments by the country's largest employer.

Those nabbed include the son of S M Sharma, chairman of the Railway Recruitment Board, Mumbai, who allegedly used the funds acquired by leaking exam papers to buy a Mitsubishi Pajero. The other accused are A K Jagannathan, former assistant divisional rail manager, and his son Srujan.

Railway Recruitment Boards — 20 in all — are responsible for recruiting around 50,000 employees, including drivers, guards and assistant station masters having a direct bearing on the safety of passengers.

The recruitment procedure was revamped following complaints of large-scale corruption and favouritism. The Mumbai scam shows the process is still not foolproof and that the functionaries of the notoriously corrupt Recruitment Boards know how to exploit the vulnerabilities.

NEW DELHI: The CBI on Saturday sought permission from the Railway Board to question the chairman of Railway Recruitment Board, Mumbai, S M Sharma, in connection with the multi-crore ''jobs-for-sale'' scam even as railways postponed the exams scheduled for June 27.

Sharma is likely to face arrest after questioning by CBI as the interrogation of arrested persons, including RRB chief's son Surjan, revealed his involvement in alleged leaking and selling of exam papers for Rs 3.5 lakh to each candidate.

The cancellation of exams ''embarrassed'' the railways, and the arrest of eight persons, including the son of the chairman of RRB, Mumbai, is seen as an indication that the entire examination process of the country's largest employer was not really fair.

With the alleged involvement of chief of RRB, a high ranking official, the anxiety in the Railway Board is palpable as tall claims of overhauling of ''notorious and corrupt'' RRBs were made by the current dispensation after changing the heads of all 20 RRBs.

After the CBI raids on Friday, the Railway Board acted swiftly by suspending S M Sharma and warning that ''all officials at any level found responsible would be dealt with severely''. Officials from the agency claimed that the interrogation of the arrested person has revealed the involvement of Sharma and his arrest is likely to be made after questioning him. ''Since Sharma is an officer of joint secretary level, we need to seek permission from the government to question him in connection with the scam. His son was also questioned at length and so far he has denied his father's role in the paper leak. But anything conclusive can only be said once we have examined him,'' said a CBI officer.

The scam was exposed after the arrest of an agent in Hyderabad which then led to other operators, including former additional divisional railway manager Jagannatham and his son. The CBI arrested Sharma's son Vivek Bhardwaj Sharma after they got a tip off that Sharma had recently bought a Mitsubishi Pajero worth Rs 22 lakh in the name of one of his relatives. Further searches at various places led to the recovery of cash and leaked question papers. The Recruitment Boards — 20 across the country — were mired in controversy in the past too.

On June 6, examinations were held across the country for the induction of assistant loco pilot and on June 13 for assistant station master. The scam relates to these two examinations so far.

The involvement of more persons involved from the RRB cannot be ruled out and the scam might be spread over other parts of the country, said the officer. The agency on Saturday also claimed that Jagannatham was the kingpin of the scam and there was a Rs 1 crore deal with RRB officials to leak out question papers. As part of the deal, an amount Rs 55 lakh was already paid to officials of RRB, Mumbai. The job seekers were required to deposit their original certificates with Jagannatham. The question paper was provided to them one day prior to the examination and the certificates were returned after the payment of the complete amount.

India's first high-speed train project, Regional Rapid Transit System (RRTS), proposes to connect Panipat with Delhi in 45 minutes with trains running at over 200 kmph. The trains will ply at 10-minute intervals. Designed on the lines of hi-speed corridors in South Africa, France, Japan, UK, and Sweden, the train will halt at 10 stations, a senior Haryana government official said.
On September 27, the Haryana government finalised the alignment for the RRTS on Delhi-Sonipat-Panipat corridor at a meeting under the chairmanship of Haryana CM Bhupinder Singh Hooda.

Those living in Kundli, Haryana, can expect to save 15-20 minutes of travel time. The distance between Delhi and Kundli is about 31 km.

Amitabh Bhattacharya, president TDI Limited, the company developing TDI City on 1,600 acres of land in Kundli, said the hi-speed RRTS would not only help one lakh people move to the township, but will also boost the real estate sector as well.

After taking off from Kashmiri Gate, the train will halt at Badli, Mukarba Chowk and Narela in Delhi. Kundli will be the first station outside Delhi followed by Rai, Murthal, Gannaur, Smalkha and then Panipat.

At present, it takes around two hours by bus and 90 minutes by car to reach Panipat.
The Delhi Integrated Multi-Modal Transit System Limited (DIMTS) is likely to submit the detailed project report by December-end to the NCR Planning Board.

NCR Planning Board had assigned the DIMTS to conduct a survey. The DIMTS has proposed train connectivity from Kashmiri Gate, Delhi to IOCL Complex, Panipat.

Haryana government officials say, the train corridor will be elevated for high-speed connectivity, which is likely to connect Delhi with Panipat in 45 minutes non-stop.

I know Bangalore was in the works to get a high-speed rail link connecting the city with the airport, for which the process of land acquisition, including for some business parks around the region, has already begun:

THE winning bid for the Rs 6,900-crore High-Speed Rail Link (HSRL) project connecting Bangalore city to the International Airport at Devanahalli is likely to be announced in October.

Five consortiums are bidding for the project. The awarding of the contract has already been delayed. According to a state government official, the consortiums are likely to place their pricing bids by the end of August.

The government has prepared the detailed project report (DPR) and this has been provided to the five consortiums. The deadline for the pricing bids, which were supposed to be placed by mid-August, has been extended to the end of the month as the consortiums have sought additional details.
The official said many firms have shown interest in participating in the project and they would be coming through the existing five consortiums.

The five consortiums are: Pioneer Infratech and Siemens Project Ventures; Lanco Infratech and OHL Concesiones; L&T Transco; Reliance Infrastructure and CSR Nanjing Rolling Stock Company and ITD-ITD Cem-Soma Enterprises Joint Ventures.

The 34-km HSRL project is expected to be completed in 32 months and projected to carry a fifth of the passengers to the airport. It will be constructed on a build-operate-transfer basis with a lease period of 30 years.

The state government will hold a 26% stake by providing land for the project. It has formed the Bangalore Airport Rail Link, a special purpose vehicle under the Karnataka Investment and Development Corporation, to implement the project.

The state government expects Devanahalli to be a major business hub over a period of time with business parks and other projects lined up in the vicinity. The rail link is expected to serve as one of the transport links for this region.

quite possible the attempt is to increase the ncr beyond the present boundaries, there has been a talk to this effect for quite sometime now and if so then rrts will head to all 4 directions from delhi which further on could be a circular railway (2 layered at 2 diff points) around the boundaries of delhi just the way the multiple ring roads are coming up around delhi.

A very good move, but I may have heard about , the involvement of top IR official for awarding a project to Soma Enterprises, giving them undue advantage, but I would rather love to see any Govt. consortium may tie up with a reputed private player and have a ToT with it.

But guys, isn't this sort of not required for short term distances? Delhi to Haryana is comparatively within the same region and there's no point of having HS railways at such short distances as their ticket fares would be higher than normal train and naturally people would choose to save money instead. Boosting the speed to 250 kmph is fine enough but not beyond that since with that kind of tech, it would become redundant for airline industry as low-fare airlines cost slightly higher than the actual high speed railways. It is a big economic decision and must be taken carefully since it will prove to be a loss when considering short distances.

Instead it would be better to have it for very long distances like say Delhi-Chennai or Vadodara to Gangtok and beyond. China's building these trains in Tibet. If that's possible, then even building it in northeast and connecting it with west, south and north is possible. What do you think?
