Cabinet approves ISRO Technical Liaison Unit at Moscow
The Union Cabinet chaired by Prime Minister Narendra Modi has approved thesetting up of ISRO Technical Liaison Unit (ITLU) at Moscow, Russia.
Financial Implications:
An average annual expenditure of about Rs. 1.50 crore per annum is anticipated to be incurred at ITLU in Moscow, Russia towards salary, office expenses, rent, taxes etc.
Details:
The ISRO Technical Liaison Unit (ITLU) at Moscow will enable effective technical coordination for timely interventions on diversified matters with Russia and neighbouring countries for realization of the programmatic targets of ISRO. The Liaison Officer, deputed at ITLU from ISRO provides technical information about the developments in research and technology and inputs arising from their meetings with researchers, government agencies and industries in the respective countries. They also support the ongoing bilateral programmes of cooperation in space technology and act on behalf of ISRO on the matters referred.
Benefits:
ISRO will be able to collaborate with Space agencies/industries in Russia and neighbouring countries for mutually synergetic outcomes.
ISRO’s Gaganyaan programme requires development of some of the key technologies and establishment of specialized facilities, which are essential to support life in space.
Keeping in view the 15th August, 2022 timeline for realization of the Gaganyaan human space programme, it is prudent to avail technical cooperation from International space agencies, who have already demonstrated their technical capabilities in specific areas. Russia, being one of the space faring nations, it is envisaged to collaborate with Russia extensively in various fields of relevance.
Implementation Strategy:
The ITLU Moscow office would be managed by an ISRO Scientist/Engineer designated as “Counsellor (Space)” on deputation, deputed from ISRO and supported by astaff locally sourced. The process is planned to be completed within six months from the date of approval.
Impact:
The Liaison Officers provides technical information about the developments in research and technology and inputs arising from their meetings with researchers, government agencies and industries in the respective countries. They also support the ongoing bilateral programmes of cooperation in space technology and act on behalf of ISRO on the matters referred.
Background:
Department of Space has instituted technical Liaison Units, namely ISRO Technical Liaison Units (ITLU) at Washington, USA and Paris, France with the prime objective to liaise with various Government and space agencies in USA and Europe, respectively. Space cooperation has been one of the major links between India and Russia almost from the beginning of the space era and currently both sides are actively pursuing interactions in diversified areas of space programme. Apart from intensifying cooperation with Russia, India has expanded its space cooperation with countries near to Russia.This calls for extensive uninterrupted coordination & interface support for increased level international technical collaboration.

All the 25 shortlisted pilots, including Nikhil, will undergo training in Russia for one year for the space mission under the ambitious Gaganyaan mission.

BALANGIR: Wing Commander Nikhil Rath of Balangir has cleared the preliminary round of selection of astronauts to undertake training for Indian Space Research Organisation (ISRO)’s first manned mission to space in 2021.
All the 25 shortlisted pilots, including Nikhil, will undergo training in Russia for one year for the space mission under the ambitious Gaganyaan mission. If the Indian Air Force pilot from Odisha is selected in the final list, he will be among three astronauts to go to space for a seven-day mission.
Nikhil is the son of Ashok Rath, a Balangir-based senior lawyer and Kusum Rath, a member of Women Commission. After completing his schooling from Kendriya Vidyalaya, Balangir in 1998, Nikhil did his Intermediate from Delhi Public School in 2000.
In the first attempt, he cleared the entrance examination and joined National Defence Academy (NDA) as a cadet. He joined the Indian Air Force in 2003.
“Going to space is definitely a risky job. But our family has been serving the nation. My father was a freedom fighter and my elder brother, who was a commandant in CRPF, was martyred in Mizoram. I too had a desire to join defence service but unfortunately, it did not happen. Now my son is serving the country,” said Ashok.
Under Gaganyaan Mission, a spacecraft of ISRO carrying three astronauts from the Armed forces will take off in 2021. The Rs 10,000 crore project was announced by Prime Minister Narendra Modi on Independence Day last year.

Which kind of suits? Intra or extra vehicular. These all 30 will get former ones. Selection is for first mission but eventually most of these pilots will experince spaceflight. After all they have been shortlisted among lakhs.
The crewed mission according to Wikipedia will keep the astronauts in orbit for 7 days ?? Is that true ? If it is that's a lot of days in that capsule.

Than next Gaganyaan mission may use Indian made spacesuits.

That's what a real spaceflight would look like. Not like Iranian planned one to touch the orbit & come back in few hours if not minutes. That's why LVM3.
7 days in a crew capsule, is it big enough for all 3 of them to move around a bit ? Otherwise sitting in a single position for 7 days isn't it bit too much ?

New Delhi: Putting behind the failed efforts of establishing contact with Lander Vikram, the Indian Space Research Organization (ISRO) now plans to is now focus on its first human spaceflight mission — Gaganyaan — set for 2021.
While addressing students at IIT Bhubaneswar, Dr K Sivan, Chairman ISRO said the first unmanned flight under the mission would be launched by December next year.
"We are targeting the second one by July 21. By December 2021, the first Indian will be carried by our own rocket into space. ISRO is working on it," said Sivan.
The premier space agency had earlier said the Gaganyaan mission would fly three Indian astronauts into space aboard its most powerful rocket — the Geosynchronous Satellite Launch Vehicle (GSLV)- Mk-111. The rocket was also used for the launch of Chandrayaan-2 on July 22 and performed its tasks successfully.
However, the mission could not achieve a successful end, as the ground control lost contact with Lander Vikram minutes before making a historic touchdown on the moon. Only US, Russia and China have so far successfully landed on the moon.
While the Lander and Rover of Chandrayaan-2 have been rendered non-functional, the Orbiter continues to revolve around the moon and has begun collecting data as planned. A national committee of academicians and scientists is examining the cause of the failure of Lander Vikram and ascertain as to what went wrong during the final few minutes of the touchdown.
