The man is extraordinary!
Just shows how Ministers are mere His Master's Voice of the bureaucrats. They read anything without knowing what they are to say. No conviction, it appears, in what they say.
Don't they rehearse their speech for delivery in such an important venue?

Even the School kid who prepares for his speech in school competition if given with the script of another speech will realise in 2 lines that it is not his speech.
How could krishna continue to read the foreign policy of portugal for 3-4 minutes on such a international platform, UN ?
Its not his fault if somehow the script got misplaced, but it is his fault for not realising that he read 3-4 minutes of foreign policy of portugal for 3-4 minutes. How could nothing click in his brain ?
