Defence Ministry allocates Rs 400 cr to set up testing facilities for MSME


The Ministry of Defence has allocated Rs 400 crore for setting up facilities that would enable MSMEs to test the products they manufacture for the armed forces. The units will come in the South and North defence corridors.

Speaking at the Quality Assurance-Industry Conclave South Zone in Chennai today, Rear Admiral A George, Additional Director General Quality Assurance (Warship Projects) said the Ministry is planning to set up 6-8 defence product testing facilities for which it has allocated Rs 400 crore.

Stating that the scheme will be launched soon and the first test facility to come up was likely to be for drones, George told reporters that it was designed to provide MSMEs with a level playing field in defence supplies and also expand the vendor base.

The scheme would provide a grant-in-aid up to 75 per cent of the cost of equipment for the testing units, while the balance 25 per cent would be brought in by a consortium of private investors. Each facility will function as a special purpose vehicle (SPV).

L&T gets Green Channel states

Earlier in the day, L&T Valves Coimbatore, the valve-manufacturing division of Larsen & Toubro group, was awarded 'Green Channel Status’ under the Green Channel Policy introduced by the government in 2017 as a part of the Make-in-India scheme.

The status allows manufacturers to self-certify their supplies to the defence services.

L&T Valves will be the first private sector firm to get this status.

According to George, companies with a turnover of Rs 1,000 crore during the last three years and profitable for three years out of last five are eligible for apply for the Green Channel Status.

Green Channel certification is valid for five years and can be renewed.

L&T Valves caters to oil and gas, power, petrochemicals, chemicals and water sectors, apart from defence and aerospace.

Philippines likely to finalise BrahMos deal by next year

The Philippines is set to become the first country to buy the BrahMos cruise missile jointly developed by India and Russia, with New Delhi and Manila focusing on price negotiations with the aim of concluding a deal in 2020, people familiar with the discussions said.

India has been in talks with several countries, including Thailand, Indonesia and Vietnam, over the past few years to sell them land and sea-based versions of the supersonic cruise missile. The people cited above said the Philippines Army had zeroed in on the BrahMos after extensive trials and everything now revolved around the cost of the system and financing for the deal.

“As far as the Philippines Army is concerned, the consensus on the BrahMos system is a done deal. Now, it’s all about the price negotiations and we hope the deal will be finalised next year,” said a person familiar with the negotiations who declined to be named.

The cost of the system will be the key factor in Manila’s decision on the number of units to be purchased to equip the Philippines Army’s first Land Based Missile System Battery, which was raised and activated in October, the people said.

Though India has offered a $100 million line of credit to the Philippines for defence purchases, Manila is exploring the option of acquiring the BrahMos system with its own funds to be allocated in the next budget.

“Various options are being looked at – whether it should be internal funding or a preferential loan – and whether there will be some preferential terms offered for the sale. The cost will determine how many systems are bought,” said the person cited above.

The Philippines Army’s decision to opt for the BrahMos became evident when a mock-up of the land-based version of the missile was displayed at an expo in Manila on December 5. The missile was displayed mounted on a truck launcher system and a chart outlined the Philippines Army’s development road map for the first Land Based Missile System Battery.

The chart said the battery had been activated and its personnel would undergo special courses on rockets, missiles and training simulators to be prepared for inducting the missiles. The chart also said: “Equipment: For acquisition of LBMS (BRAHMOS).”

The chart showed the Philippines Army expects the battery’s personnel and equipment to be ready and for all the equipment to be acquired by 2024. It also showed the army expects the battery to be fully capable of defending the Philippines against external threats by 2028.

In recent years, the Philippines has concluded several deals with India for personal protective items or bulletproof gear and armour plating for military vehicles. An Indian firm has also bid for a recent Philippines tender for bulletproof gear.

During Prime Minister Narendra Modi’s visit to the Philippines in 2017, the two sides signed an MoU on defence industry and logistics cooperation to provide a framework for strengthening cooperation and coordination in logistics support and services, and in the development, production and procurement of defence hardware.

In July, Thailand ambassador Chutintorn Gongsakdi had told HT his country was hoping to conclude negotiations on the purchase of the BrahMos missile by next year. He said Thailand is eyeing “important purchases” of Indian military hardware, including coastal radars and the BrahMos.

India is also exploring the possibility of selling the BrahMos to Indonesia, and a team from the Indo-Russian joint venture that makes the system visited a state-run shipyard in Surabaya in 2018 to assess the fitting of the missile on Indonesian warships.

Talks have also been held with Vietnam for the sale of the BrahMos, which was developed by the Indo-Russian joint venture set up in 1998. The Indian Navy inducted the missile on its frontline warships in 2005 and the army began inducting the BrahMos from 2007 after a series of tests.

One query I have is how much kinetic energy is required at impact for a 8 KG warhead to destroy a post?

Hmm 17000 cr export in 2 years.
Means 8500cr per year. Thats more than a billion dollar in arms expert last year. Shouldn't that propel us to top 10 defence exports for last year.

According to wiki in 2018 Germany was 4th largest weapons exporter in world with 1.2 billion USD in export. By that measures we should be in top 5 for year 2019!!

So it lists we imported 42 B USD from 2000-2016.
On avg that's 2.6 B USD per year on arms import. Now it should be going down since lot of indigenous equipment is being procured.

On export front it lists 1.6 B USD for 2018-19!!

So we might be very near to achieve annual parity in defence export and import !!

defence exports are not a fixed numbers like oil, they fluctuate.

True . But to analyse one has to make do with avg of previous few years. And look at trends.

Btw oil prices are far more fluctuating these days . That's another positive for us.

Also most of the stuff that we are selling is small scale bread and butter stuff. Ammunition , bulletproof clothing etc. It should remain rather consistent compared to big ticket exports like bramhos.

In a major success, India has bagged a deal worth USD 40 million to supply four indigenously-built weapon locating radars to Armenia by beating Russian and Polish firms.

“The deal is for supplying four Swathi weapon locating radars developed by the Defence Research and Development Organisation (DRDO) and manufactured by the Bharat Electronics Limited (BEL) to Armenia in Europe,” government sources told ANI.

The supply of the equipment to Armenia has already started and this is being considered as a big achievement for ‘Make in India’ programme in the defence sector, they said. Sources said Armenians had conducted trials of systems offered by Russia and Poland that were also good but they decided to go for the reliable Indian system.

The contract is for four Swathi weapon locating radars which provide fast, automatic and accurate location of enemy weapons like mortars, shells and rockets in its 50-km range.

The radar can simultaneously handle multiple projectiles fired from different weapons at different locations. The Indian Army is also using the same radars for its operations along the Line of Control in Jammu and Kashmir where they trace the source of attack by Pakistani positions. The system was given for trial to Army in 2018.


Officials said the export order will help India open a new market for the sale of its indigenous systems, which are cheaper than their European and other rivals.

The Defence Ministry is also now looking at other orders from South-East Asia, Latin America and Middle-East countries for boosting defence exports for which a target of Rs 35,000 crore has been set by Prime Minister Narendra Modi
