HEF to export explosives powder for bombs to US
Pune: In a first, the High Explosive Factory (HEF) will soon send Trinitrotoluene (TNT) and Dinitrotoluene (DNT) explosive powder in several tonnes to the US. Ajay Kumar, secretary of defence production, told TOI on Friday over the phone, “This is a positive development for the Ordnance Factory Board. We have always wanted to increase exports in the defence sector.” These powders are used for manufacturing mortar bombs of the artillery and other bombs too. “The delegations from the United Sattes had visited the factory recently. The deal was inked after they saw the production units and infrastructure. The work order was received in January. In the first phase, around five tonnes of TNT powder will be supplied to the US, while negotiation on DNT is underway,” a senior official, who did not wish to be named, told TOI. This work order, the official said, is a boost for the factory. “The order from the US will be completed in the stipulated time. This will help us in projecting our achievements on the global platform. We can increase our export in the coming years,” the official further added. . Earlier, Kumar had told TOI that the government was in the process of modernizing ordnance factories to enhance their production capabilities.

Hindustan Aeronautical Limited (HAL), the defence PSU, has registered a profit of Rs 7,334 crore since 2015-16 to September 2018, the government said Monday.
In a written response to a question in the Rajya Sabha, Subhash Bhamre, Minister of State in the Defence Ministry, said the HAL posted a profit of Rs 1,998 crore in 2015-16, Rs 2,616 crore in 2016-17, Rs 2,070 in 2017-18 and Rs 650 crore until September 2018.
This assumes significance as the aerospace major had taken an overdraft from the bank for paying its employees.
Bhamre said the government has made significant investments to boost the capacity of the HAL in the last three years.
This includes sanctioning Rs 450 crore for establishment of major servicing facility for Hawk-132 aircraft, Rs 205 crore for Repair and Overhaul (RoH) Facility for Adour Mk 871-07 engines, Rs 1,381 crore for ramping up of manufacturing facility of Light Combat Aircraft (LCA) Tejas from existing eight to 16 aircraft per annum, he said.
Funds were also sanctioned for the establishment of RoH capacity of Su-30 MKI and establishing of RoH facility for three Line Replaceable Units (LRUs) of Adour Mk 871-07 engines fitted on Hawk Mk 132 aircraft, he added.
In response to another question, Bhamre said to fast track the delivery of LCA Tejas, the HAL is ramping up production capacity from existing eight aircraft to 16 aircraft per annum, establishing second line for structural and equipping activities at Aircraft Division of the company, increased the number of jigs for Front Fuselage, Centre Fuselage, Rear Fuselage, Wings and various sub-assemblies and established contracts for outsourcing to private partners and reduction in manufacturing cycle time through improved supply chain management, learning and augmentation of manpower.
Replying to another question, he said twenty-one defence offset contracts with a cumulative value of approximately USD 5.67 billion have been signed by the Ministry of Defence (MOD) in the last three years.

It is a volume based export rather than value based.
Technically speaking, that is just good for the start. However, the initiative to upscale domestic defence procurements needs to go up.
A large part of this gap lies with the government who has severe trust issues with the private sector.
They feel that NAL Saras is a better job any day compared to say, an upgraded twin engine Mahindra Airvan-20 (HYPOTHETICAL model based on Airvan-10), which may even have international customers.
That is because they can indefinitely defer payments to NAL while Mahindra will sue the government over non-payment beyond a certain point of time.
This trust deficit needs to go and government needs to ban nominations of DPSUs.

BEL receives export order worth USD 33 million from Elbit
Navratna Defence PSU Bharat Electronics Ltd (BEL) Monday said it has received export orders valued at about USD 33 million from Elbit Systems Electro-Optics Elop Ltd (ELOP), a subsidiary of Elbit SystemsLtd, Israel.
The export order for the manufacture and supply of state-of-the-art next generation EOIR payloads (CoMPASS Rev III, Trade Mark of ELOP) and another variant of EOIR payload (CoMPASS III, Trade Mark of ELOP) for airborne applications was received during the just concluded Aero India air show here, BEL said.
It said, as part of the 'Make in India' initiative of the Government of India, BEL had already entered intoTechnical Collaboration Agreement (TCA) with ELOP for theTransfer of Technology for the manufacture of these EOIR payloads and for providing lifetime maintenance support at its manufacturing facility at Chennai.
The PSU said it has already established the necessary infrastructure and is supplying the EOIR payloads manufacturedat its facilities to domestic and foreign customers.
BEL is augmenting these facilities for meeting the upcoming requirements of variants of EOIR payloads for the domestic and export markets, it said in a release.
Stating that BEL is in a position to manufacture and supply the complete range of EOIR payloads meeting the varied requirements of our armed forces and provide lifetime maintenance support to the users, the company said, in addition, BEL has also become a Global Supply Chain Partner of ELOP, Israel.

He interacted with senior officers and gave directions to expedite production of Dhanush guns. He sought information about production of shells and assured officers to soon release indent to start production of 250-kilograms bomb shells in the factory. Defence start-up BBBS bags Rs 1.5 crore grant under iDEX
NEW DELHI: Defence-tech start-up Big Bang Boom Solutions (BBBS) Wednesday said it has bagged a Rs 1.5 crore grant for winning the 'See Through Armor' challenge by the Ministry of Defence under iDEX.
The win entitles the start-up to a chance to co-develop the solution along with the Indian Army, and a grant of Rs 1.5 crore, BBBS Chief Executive Officer Praveen Dwarakanath told PTI.
Innovations for Defence Excellence (iDEX) was launched by the central government in April last year to create an ecosystem to foster innovation and technology development in areas of defence and aerospace.
The programme aims to engage with micro, small and medium enterprises (MSMEs), start-ups, individual innovators, research and development (R&D) institutes and academia, and provide them grant and other support to carry out R&D for solutions that have potential for future adoption.
Detailing out its entry at iDEX, Dwarakanath said the chosen solution can offer situational awareness to a soldier sitting in an armoured tank.
"When the soldier is in an armoured tank, they have visibility only about what's in front of them. Our solution gives the tank crew an ability to move naturally and almost feel that the armour around them is invisible," he said.
Dwarakanath said the solution leverages augmented reality and virtual reality technologies that have been co-developed with its partners.
The company works with researchers for developing these solutions, and the IP of the solution resides with the company.
The extension of the chosen solution will be into unmanned vehicles and other technologies of the future, Dwarakanath said.
He said the company would work with the defence ministry and is also open to engaging with defence agencies in other "India-friendly nations".
BBBS is working on several high-end technologies including new materials in armour, electronic warfare solutions, anti-drone technologies and armour piercing incendiary rounds. The company, Dwarakanath added, is also one of the finalists in the Illegal Usages of Drones Category of iDEX - the results of which are expected in a few weeks.
BBBS has also secured an undisclosed amount of funding in the form of convertible notes from strategic investors. The company will invest part of the proceeds into a hedge fund to generate higher returns, he said.
It will also be used for strengthening operations of the company and business development, he added.
"Our interest in defence stems from the fact that defence technology has always been critical to defining super powers of the world. Our ambition is complete independence for India from defence imports," Dwarakanath said.
BBBS intends to achieve this by creating indigenous tech, integrating tech from other start-ups in solutions, consulting to ramp up indigenous manufacturing, and facilitating tech transfer deals, among others, he added.
