Reliance Defence starts manufacturing of 14 patrol vessels for Indian coast guard

Reliance Infrastructure on Friday announced that its subsidiary Reliance Defence and Engineering Limited (RDEL) has commenced the steel cutting of 14 fast patrol vessels and undertaken the keel laying of the training ship for the Indian Coast Guard at their shipyard here.

"The solemn ceremonies were conducted yesterday at the auspices of IG T.P. Sadanandan, TM, DDG (M&M), Indian Coast Guard," a company statement said here.

Indian Coast Guard has contracted RDEL with delivery of 14 fast patrol vessels (FPVs) and one training ship.

"The first of the FPVs will be delivered on schedule to the Coast Guard by January 2019 and thereafter the subsequent 13 vessels will be delivered one in every three months," the statement said.

The ship is a medium range surface platform capable of operations in maritime zones of India.

"The simultaneous keel laying of 3,500 tonnes training ship marks the commencement of block erection and dry dock activities for the ship scheduled for delivery by July 2018," it added.

The 14 fast patrol vessels being constructed are propelled by water jets and capable of speeds up to 33 knots. The vessel is equipped with one 30 mm gun and two 12.7 mm guns, the company said.

The training ship meant for the Coast Guard will have state-of-art facilities for training of young officers of ICG.

"The ship is fitted with total 10,400 KW main propulsion diesel engines delivering a maximum speed of 20 knots," Reliance said.

RDEL previously has also built ships for varied clients including Ice Class Bulk Carriers for a Norwegian company, offshore support vessels for ONGC and offshore deck cargo barges for NPCC-UAE.

The company has also repaired and retrofitted commercial and defence ships as well as mobile oil drilling platforms for international clients.

RDEL is the first private shipyard in India to obtain a defence production licence and sign a contract for defence ships in 2011, the company said

Isro to help track suspicious vessels through satellite imageries

NEW DELHI: Indian Space Research Organisation (Isro) will soon help agencies engaged in coastal and maritime security to track suspicious vessels and boats through satellite imagery. The initiative, under which Isro will supply 1,000 transponders by March next year for satellite monitoring of boats, is aimed at preventing a 26/11 attack-type infiltration from the sea route.

While automatic identification system will monitor boats measuring above 20 metres, satellite monitoring is proposed for the sub-20m boats, a home ministry official said on Friday.

The infrastructure for tighter monitoring of suspicious vessels approaching the Indian coast is coming up fast, with 46 coastal radars and 74 automatic ID systems installed. Colour coding of boats is also being undertaken by the coastal states and UTs for easier monitoring in the high seas and on the International Maritime Boundary Line (IMBL).

The aforesaid measures are part of home ministry's efforts to beef up coastal security in wake of the breach that triggered the Mumbai attacks in 2008. Ten Pakistani terrorists had sailed all the way from Karachi coast to Mumbai, starting in a Pakistani vessel and then shifting to an Indian fishing boat they had hijacked mid-sea, before landing undetected on the Mumbai coast in a rubber dinghy. They unleashed mayhem at the city's iconic buildings including Taj Hotel, thereafter, killing 166 people.

Meanwhile, a home ministry official on Friday said biometric cards have been issued to most fishermen. Of the 19.9 lakh target beneficiaries, 19.7 lakh have enrolled and cards issued to 18.6 lakh of them. Standard operating procedures have been drawn up for dealing with breach of IMBL, better coordination among all stakeholders and upgrading security in non-major ports.
India has a long coastline of 7,516 km running through Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Odisha and West Bengal and the Union Territories of Daman and Diu, Lakshadweep, Puducherry and Andaman and Nicobar Islands. With many vital installations such as nuclear plants, sea ports, naval stations, satellite/missile launching centres and oil installations located on the coastline, prime importance is accorded to coastal and maritime

Ahead of Macron visit, Rs 2,000 cr Coast Guard chopper deal with France might fall apart

While the company has been in discussions with the Ministry of Defence since 2012, when the global competition started, it has made at least nine extensions to its commercial bids. This means that the price it had quoted in 2012 remained valid until 15 February this year.

On being asked for a tenth extension, the company refused, possibly due to concerns about inflation and an anticipated increase in borrowing rates in Europe. The contract was to supply 14 of the choppers to the Coast Guard for a variety of roles, including surveillance, interdiction and transport duties.

    Little off topic

Same Scenario happened in C17 case which only one left and on 3rd extension

Bharti Defence delivers C-162 to Coast Guard

Bharati Defence and Infrastructure Ltd. (BDIL), Mangaluru, on Thursday delivered an interceptor boat, C-162, to the Indian Coast Guard on its premises here.

Sixth in a series of 15 high speed interceptor boats being procured by the ICG, C-162 was launched on January 31 at BDIL and within 28 days, the vessel completed harbour and sea trials successfully achieving speeds more than the contractual limit of 35 knots, said a release from BDIL.

The 28-m-long vessel has an aluminium hull, weighs about 60 dead-weight tonnage (DWT) and is designed for speeds up to 35 knots. It is fitted with a new generation of Arneson Surface Drive propulsion system and is propelled by two engines of 1,650 KW each. The vessel can accommodate 11 crew and is deployed mainly for patrolling purposes.

Having handed over the fifth vessel of the series in November last, the present handover within about four months has infused new spirits among BDIL staff as the company was admitted to Corporate Insolvency Resolution Process under Insolvency and Bankruptcy Code, 2016. The successful delivery of C-162 under severe financial limitations comes as a shot in the arm for the company as it was accomplished on challenging fund constrained situation.

L&T does it again: Launches fourth Offshore Patrol Vessel for Indian Coast Guard

L&T on Friday launched the fourth Offshore Patrol Vessel (OPV) for the Indian Coast Guard (ICG) ahead of schedule.

L&T on Friday launched the fourth Offshore Patrol Vessel (OPV) for the Indian Coast Guard (ICG) ahead of schedule. This is the fourth in the series of seven Offshore Patrol Vessels (OPV) being designed and constructed by L&T for a contract from the Ministry of Defence (MoD) awarded in March 2015.

In April this year, a new benchmark was sent in the history of Indian defence shipbuilding when L&T delivered the ‘First of Class’ OPV named ICGS Vikram ahead of schedule. This was followed by another ahead of schedule delivery of second OPV, ICGS Vijaya in Aug-2018. Now, the OPV, which was also launched in Aug-2018, is presently being readied for sea trials.

According to the company, “L&T is the only shipyard in India that has consistently delivered the defence vessels ahead of schedule under ‘Make in India’ programme, which is possible because of the complete in-house design, modular construction approach, modern shipyard infrastructure, deployment of innovative digital solutions, highly experienced human resources and sound financial strength.”

Said Jayant D Patil, whole-time Director (Defence) and Member of L&T Board, “The launch of the fourth OPV ahead of schedule is yet another testimony to L&T’s commitment to national security. With unparalleled execution track record, robust financial strength and the widest range of defence solutions on offer, L&T is uniquely positioned to play a leading role in realizing ‘Make in India’ in defence.”

So far, the private sector company has delivered 45 defence vessels to the Indian Navy and Indian Coast Guard. All these vessels were completely designed in-house at L&T’s Warship Design Centre using sophisticated design and digital analysis tools.

The Floating Dock FDN-2 for the Indian Navy, designed and built for the first time in India, was delivered in March 2018 and is fully operational. Further, 42 Interceptor Boats have been delivered out of the series of 54 Boats being built for the Coast Guard and the remaining 12 are also ready for delivery, with the program being ahead of schedule by about two years.

According to Vice Adm B Kannan (retd), MD & CEO, L&T Shipbuilding, “L&T is consistently delivering OPV class of vessels within a few months from launch as they are launched with a very high level of outfitting. Further with each follow-on vessel, the percentage of completion of pre-outfitting has increased, reducing the overall cycle time. L&T is fully geared to meet accelerated delivery of defence ships in line with the requirements of the fleet expansion plans of the Indian Navy and the Coast Guard.”

L&T also provides repairs and refit services to the Indian Navy and Coast Guard at Kattupalli shipyard and has till date completed repair/refit (Short Refit/Normal Refit/Medium Refit as well as Emergency Repairs) of 11 Indian Naval and Coast Guard ships, meeting user requirements.

The vessel was launched at the hands of Chitra Chafekar at L&T’s Kattupalli Shipyard, near Chennai in the presence of the Chief Guest, IG Vijay D Chafekar, Commander Coast Guard Region (West) of Indian Coast Guard.
