Tiruchi Assault Rifle for Border Security Force
The Tiruchi Assault Rifle (TAR), developed indigenously by the Ordnance Factory, Tiruchi, has been delivered to the Border Security Force for the first time.

Director General of Ordnance Factory Board Saurabh Kumar handed over a rifle to the Additional Director General of BSF Nasir Kamal in the presence of Defence Minister Nirmala Sitharaman during the launch of projects under Tamil Nadu Defence Industrial Corridor here on Sunday.

While welcoming the decision of Border Security Force to utilise Tiruchi Assault Rifle, employees’ unions said they expect the Defence Ministry to prevail upon the Army to place orders for the weapon.

The TAR that had undergone a series of tests and had been supplied earlier to police departments of States has been approved for use by a paramilitary force for the first time. The 7.62 x 39 mm weapon is stated to be best suited for paramilitary forces deployed for quelling insurgency.

By firing in automatic mode in short series, group or single shot, targets at a distance up to 500 metres could be destroyed. It was most effective up to a distance of 300 metres. In automatic mode, it fires 600 rounds per minute. The design is compatible for attachment with a 40mm under barrel Grenade Launcher UBGL and 40x46 mm under barrel Grenade Launcher UBGL-M6, officials of OFT said while explaining the features of the weapon to the visitors on Sunday.

According to the officials of OFT, the TAR has been designed to incapacitate and kill the enemy in counter-insurgency operations. It is on par with AK-47 rifles in performance and reliability. The rifle manufactured in three variants: fixed butt, side foldable butt and under folding uses ammunition made by Ordnance Factory, Varangoan, Bhushawal.

The order placed by the BSF is a positive development, but the quantum of weapons procured by the Home Ministry will be much lesser when compared to the Army that would require the weapon in terms of lakhs.

Use of the weapon by the Army was key for sustaining the production on a long-term basis, C. Srikumar, General Secretary, All India Defence Employees' Federation, said. Opposing the entry of private sector in defence production, he called for strengthening of the ordnance factories and other Central public sector undertakings.

Seeking to allay apprehensions of the employees' unions of the public sector undertakings about entry of private sector into manufacture of defence equipment, Ms. Nirmala Sitharaman said during the function that that new orders will continue to be placed with the ordnance factories and employees will not be retrenched for want of orders.

first-of-its-kind air ambulance service has been sanctioned for troops deployed in anti-Naxal operations and those posted at high-altitude border posts, officials said Sunday.

The ambulance will be on a Mi-17 helicopter platform of the Border Security Force (BSF) and it will be stationed at Jharkhand's capital Ranchi, a recent Union Home Ministry order accessed by PTI said.

A team of doctors, nursing assistants and paramedics have been deputed to round-the-clock man this first "dedicated" air ambulance service for the Central Armed Police Forces (CAPFs), a senior official said.

Some medical equipment like stabilisers and oxygen cylinders will also be affixed on the chopper, he said.

The CAPFs include the Central Reserve Police Force, Border Security Force, Indo-Tibetan Border Police Force, Central Industrial Security Force, Sashastra Seema Bal and the National Disaster Response Force.

The service is primarily aimed to serve about a lakh central forces troops who are deployed in the Left Wing Extremism (LWE) grid in various states. It will also cater to state police forces personnel who get injured during operations or are rendered sick during deployment in these hard areas, the official said.

However, the ambulance can also be used to evacuate and provide medical assistance to CAPF personnel deployed in far-flung border areas and high-altitude deployment areas, he said.

This is the first time that such a full-time air medical facility has been provided for these forces who are thick in operations, especially in the Naxal violence-affected areas, that are marred by problems of sparse medical facilities and connectivity.

As per current practise during casualty evacuation, a team of doctors is sent on a helicopter that picks up and the injured troops and they provide the first aid medical care.

A number of instances have occurred in the past where excessive blood loss due to a grievous injury led to the death of the troops. An air ambulance responding to such a situation will provide basic medical aid to the injured or sick who can further be evacuated to a nearby medical facility, a senior CAPF commander said.

But, these forces need at least two such air ambulances to effectively cater to the medical needs of the troops spread from the remotest location in Chhattisgarh's Bastar area to the Ladakh region in Jammu and Kashmir, the CAPF officer said.

The other such ambulance helicopter could be placed at Raipur in Chhattisgarh as the main action theatre, vis-a-vis Naxal operations, remains the south Bastar area. It will take less time for a helicopter to reach from Raipur rather than Ranchi, he explained.

The home ministry, as part of the latest order, has directed the BSF air wing to prepare a second air ambulance as soon as it gets the required medical staff.

The BSF operates the Ministry of Home Affairs (MHA) air wing and a has a fleet of different rotary and fixed-wings aircraft.

7. Mx4 Storm: Mx4 Storm Submachine Gun developed by Beretta, is used by BSF, which was utilized to replace the older Sterling SMGs along with few State Police units and ITBP. It is chambered for a 9mm Parabellum round like majority of other SMGs.

The Border Security Force’s (BSF) air wing will be back to its full strength after several years with six Mi-17 helicopters returning from Russia following a major overhaul, giving a much-needed fillip to air support for anti-Naxal operations and internal security duties. “The helicopters would be re-joining the fleet in July,” BSF Director General, KK Sharma, told The Tribune during his visit to Chandigarh. “They had been sent to Russia for their periodic overhaul,” he added.

The air wing’s mandate includes logistic air support to Central Armed Police Forces (CAPFs) under the Home Ministry, anti-Naxal and counter-insurgency operations, air maintenance of remote border outposts, casualty evacuation, disaster relief operations as well as VVIP transport. A large number of battalions from various CAPFs are deployed for combating Left-Wing Extremism and helicopters provide them an important support element.

The BSF, the only CAPF to have an air wing, has a mixed fleet of fixed-wing and rotary-wing aircraft comprising one Embraer 135 business jet, two ageing HS-748 Avro aircraft, a Cheetah, six Mi-17 1V, eight Mi-17 V5 and six Dhruv helicopters. A King Air light aircraft operated by it had crashed in 2015. The aircraft operate from several airbases across the country.

The air wing, set up in 1969, has in the recent past faced issues of manpower as well as technical support. Earlier, the BSF was entirely dependent on air crew drawn from the Air Force, but it has now started to induct its own pilots.

Russian Helicopters delivers 6 overhauled MI-17 1V to BSF
Russian Helicopters, a part of Russia’s Rostec State Corporation, has delivered six Mi-17-1V helicopters to India’s Border Security Force after a major overhaul, the company said in a statement.

An overhaul performed at Novosibirsk Aircraft Repair Plant (NARP) not only include repairs or change of engine, but also avionics and hydraulics.

“While the Novosibirsk has been regularly performing overhaul for Mi-8/17 type helicopters for the wide range of foreign operators, this was the first contract with India’s BSF,” Igor Chechikov, Deputy Director General for After-Sales Support Services, Russian Helicopters, said.



Rescue works ::

“The plant has been highly praised by the Indian military specialists and now further co-operation is being discussed,” he added.

However, Russian Helicopters refused to comment on the commercials of the deal.

The Indian Air Force currently have four squadrons of Mi-17 1V helicopters, each having 12 machines, many of which being grounded upon reaching the overhaul stage.

Built by Kazan Helicopters, Mi-17 1V choppers are used primarily for disaster rescue operations and transportation of troops to remote areas.


Overhaul facility ::

According to sources close to the deal, India has been in discussions with Russia over creating a facility for overhauling the helicopters in India. But, no concrete proposals have been discussed.

The Russian manufacturer, in turn, has lately been exploring opportunities of creating after-sales service infrastructure in India, including options to partner with Indian defence PSUs and even private sector companies for such services.

“We will pay special attention to the issues of after-sales service, repair and modernisation of previously supplied equipment to India, and we are preparing to sign several agreements on this,” Anderey Boginsky, Managing Director of Russian Helicopters, said in April this year.
