Rajnath reviews BSF functioning, expresses concern over infiltration from across IB, LoC
Reviewing the functioning of the Border Security Force, Union Home Minister Rajnath Singh on Tuesday asked the BSF to set up a real time intelligence sharing grid and seal all vulnerable points along the Indo-Pak border to effectively check infiltration bids.

Directing the BSF to discuss and expedite pending issues related to infrastructure development, welfare of troops and various other issues concerning the border management at the meeting that was attended by top officials of the Ministry of Home Affairs (MHA) and the BSF, which guards Indo-Pak and Indo- Bangladeshborders, the Home Minister expressed concern over infiltration from across the International Border (IB) and the Line of Control (LoC) and "gaps and lapses" in border guarding.
Singh directed the relevant agencies and departments to expedite the action for approval of all pending issues.

The Home Minister is believed to have conveyed to the BSF that they have to perform despite difficulties and must ensure zero infiltration.

Referring to the Indo-Bangladesh border, the Home Minister asked the BSF to ensure that smuggling of cattle and narcotics are stopped and advised better coordination with state police forces. India shares a 4,096 km-long border with Bangladesh.
BSF Director General (DG) K.K. Sharma informed Singh that the recommendation of the Committee of Chiefs of Central Armed Police Forces (CAPFs) for grant of risk and hardship allowance to the BSF personnel had been finalised and would be submitted to the Ministry of Home Affairs (MHA) shortly.

To facilitate movement of CAPF personnel, the MHA has given a clearance for attachment of extra coaches in four major trains for CAPF personnel connecting north-south and east-west India.

Issues of upgradation of existing Border Out Posts (BOPs) on par with composite BOPs, construction of advance Fibre Reinforced Polymer (FRPs) shelters on high altitude, forward defended localities on the Line of Control (LoC) in Jammu and Kashmir, acquisition of land for newly-sanctioned battalions at old norms were also discussed at the meeting.
Issue of evolving BSF Air Wing as a self-regulatory establishment on the lines of Coast Guard has been flagged for discussion, while comments in this regard have been invited from the Ministry of Civil Aviation, Ministry of Defence and Coast Guard separately.

The important issue of the Comprehensive Integrated Border Management Solutions (CIBMS) using modern and latest technology was also discussed. The Home Minister emphasised the need to use greater technology to assist the brave and vigilant soldiers of BSF.

The BSF DG assured the Home Minister and MHA officials that the pilot project for CIBMS would be implemented expeditiously.

The Border Security Force has once against reinforced its demand for immediate expansion of its air wing and making it an autonomous body on lines of coast guard so that it works under operational control of BSF officials rather than MHA as is the case at present. “Issue of evolving BSF Air Wing as a self-regulatory establishment on the lines of Coast Guard has been flagged for discussion. The issue was discussed in a meeting chaired by Home Minister Rajnath Singh to review border security. BSF got its air wing in 1969 but is mostly used a transport. But as on date most of its fleet is obsolete other than 2 Mi17 helicopters purchased last year. Many of its proposals for acquisition have been caught in red-tape. “BSF has put across its demand that its air wing should get more teeth and it should have freedom to use its machines for surveillance and even strike if required without having to ask Air Force,” said a senior MHA official. Another fall-out of Uri is that the BSF has been asked to increase perime- ter security of its camps. “Para-military forces are under far more scrutiny than Army. You can’t be caught like sitting ducks as in Uri and earlier in Pathankot,” a senior official added. Where ever the fencing Home Minister has directed BSF to replace it with “modular fencing” with smart features like anti-corrosive and so on. BSF has also been told to accelerate work on pilot project on Indo-Pak border in Jammu where it is constructing laser walls and equipping other technological solutions such as motion sensors. Home Minister Rajnath Singh has asked the force to complete the project by end of this year. Meanwhile, the government on Tuesday gave in-principle nod for “battle casualty status” to para military personnel on same level as Army. The families of martyrs from para-military will get compensation at same level as Army personnel of same rank.

BSF may get its own air wing to prevent another Uri-like terror attack
The Border Security Force may soon have an air wing of its own which will allow it to keep an eye on every movement along the border, be it on land or air.
Keen to not allow a repeat of the Uri terror attack, the government is planning to introduce a raft of steps to improve border security and surveillance.

If sources at the Ministry of Home Affairs are to be believed, the Border Security Force (BSF) may soon have an air wing of its own. This will allow the BSF to keep an eye on every movement along the border, be it land or air.

According to sources, presently a part of the BSF's air wing is controlled by the Directorate General of Civil Aviation (DGCA), while helicopters such as MI-17 V-5 are controlled by the Air Force.
The government is holding several discussions with the Ministry of Finance to work out the funding for a modernization of the border security system.

The move comes after the Madhukar Committee report was submitted to the government on August 29. The report had made several recommendations on improving border protection vis-a-vis Pakistan, including an air wing for the BSF.
Don't pass the buck, Rajnath tells BSF

Meanwhile, amid increasing criticism from all corners on the government's inability to prevent a terror attack, Home Minister Rajnath Singh pulled up the BSF for not doing enough.

"Don't pass the buck, come up with a comprehensive mechanism to stop infiltration," Singh is said to have told the BSF chief.

Singh made the statement at a review meeting with the BSF today, a week after four armed terrorists reportedly infiltrated the border and carried out one of the biggest attacks on the security forces in Uri on September 18.

Stressing on the need for the security forces to work together, Singh asked the BSF to improve its "coordination with the state police".
The home minister also discussed and sought suggestions on ways to modernize the security system on the borders, with a special mention on the need to increase electronic surveillance.

Singh said that is high time the "porous border" issue is tackled by the security forces, and the menace of drug and cattle smuggling is dealt with a firm hand.

Singh said that it is the state's responsibility to take care of the jawan and his family so that he can do his job without worrying about anything else. "Resources should not be a constraint" for any soldier. "To ensure that the soldier's morale is always high, extra care should be taken to look after his family," the minister said.

The meeting also saw Singh discussing the Madhukar Committee report with the BSF.

BSF may get its own air wing to prevent another Uri-like terror attack
BSF needs drones, not helicopters or fixed wing helicopters. A few helicopters for MEDEVAC situations and troop transport but more of UAVs for making their job easier.
