Major Gogoi Wednesday had arrived at a Srinagar hotel with a young woman and a man named Sameer Ahmed. The staff refused to let the woman inside, claiming she was a resident of the area, over which an altercation erupted.

The Indian Army Friday ordered a court of inquiry against Major Leetul Gogoi following a scuffle with hotel staff in Srinagar. “Army has ordered a Court of Inquiry and appropriate action will be taken after the inquiry is finalised,” a statement issued by the Army said.


Army sources, however, told The Indian Express that the convening order for the court of inquiry had not yet been signed. The terms of reference and date of submission, therefore, were unknown. More details are awaited.


Earlier in the day, Army Chief General Bipin Rawat said that exemplary punishment would be given to Major Gogoi if he was found guilty of any offence. “If anyone in Indian Army, at any rank, does any wrong and it comes to our notice then strictest action will be taken. If Major Gogoi has done something wrong then I can say that he will be given due punishment and it will be such that it will set an example,” Rawat said.

IGP (Kashmir) S P Pani has already ordered a probe into the incident and appointed SP North City Sajad Ahmad Shah as the inquiry officer. “We are conducting a parallel detailed inquiry. The story until now is that there was a room booked in the name of Leetul Gogoi. A couple came to the hotel but were not allowed inside. They (hotel staff) had said they cannot allow a local girl in the hotel,” Shah had told The Indian Express.

The initial documents presented to the police by the woman in the row involving army officer Leetul Gogoi, and a Kashmir hotel, revealed that she was not a minor and that she had come to meet the army officer of her own volition, said a senior police officer, who asked not to be identified.

On Wednesday, Gogoi, the woman, and a local man were detained by the police.

Gogoi had booked a room in a hotel and the other two reached the hotel wanting to meet him in his room. When the staff demurred, an altercation broke out following which the police were summoned.

Gogoi was subsequently allowed to rejoin his unit, the Rashtriya Rifles.

Gogoi shot to fame after tying a Kashmiri civilian to the front of his jeep, apparently in an attempt to prevent stone-pelters from targeting his convoy.

In her statement to the police, the woman said she had gotten in touch with Gogoi over Facebook.

The woman’s Aadhar card, which was given to the police, shows that she was born in November 1999.

The senior police officer added that “the probe is still on and no conclusion has been reached so far”.

“So far there is no legal case here, but tomorrow the girl and her family can turn around and say something,” said the police officer.

Another police officer said Major Gogoi had violated the standard operating procedure with his presence in the area. “The head of his unit was not informed. He had checked into the local hotel without backup, he was moving without security. That is breach of the standard operating procedure,” said the officer. The army has so far not issued a statement on the matter.

People familiar with the matter in the Army’s headquarters said it would decide the course of action only after the conclusion of the police probe.

Former Corp commander of the Chinar Corps, Lt General (retd) Syed Ata Hasain, wrote on Twitter that the “only legal sticking point can be the Major’s presence in an unauthorised area”.

Women Safety Division in MHA

MHA has created a new Division to address issues of women safety comprehensively. This Division would deal with all aspects of women safety in coordination with relevant Ministries/Departments and State Governments.

Smt. Punya Salila Srivastava, AGMUT Cadre officer of 1993 batch has been posted as Joint Secretary to head this Division.

The new Division will deal with the following subjects:‑

i. Crimes against women, SCs&STs.

ii. Crimes against children, elderly persons.

iii. Anti-trafficking Cell.

iv. Matters relating to Prison legislation and prison Reforms.

v. All schemes under NIRBHAYA fund.

vi. Crime and Criminal Tracking & Network System (CCTNS)

vii. National Crime Records Bureau (NCRB)

In order to address offences against women particularly rape in a holistic and time bound manner, the Division would focus to enhance capacity of the existing administrative, investigative, prosecution and judicial machinery, along with appropriate measures for rehabilitation of victims and bringing attitudinal changes in society.

It was considered to create a National Mission for the safety of women, with participation of stakeholder Ministries/Departments, who would undertake specified actions in a time bound manner. These included setting up of Special Fast Track Courts (FTCs), strengthening of forensic set up and building up of National Registry of Sexual offenders, appointing additional Public Prosecutors, and providing appropriate medical and rehabilitation facilities to victims. Issues like sensitization of children through appropriate changes in school curriculum, a media campaign for raising awareness, checking proliferation of pornography materials and online contents etc. will also be addressed.

The National Mission for Safety of Women would result in following:

• For giving a credible response to emerging situation of crimes against women, especially minor girls

• Focus on time bound implementation of measures with tangible impact on women safety

• Improved coordination by Stakeholder Departments; Justice, MHA, WCD,
School Education, Health, Deity, Legal Affairs, Information & Broadcasting
• Improved Monitoring at Mission level of the time bound prosecution and
investigation in cases of rape and other matters related to women safety



It may be recalled that Union Cabinet on 21.04.2018 had approved Ministry of Home Affairs' proposal for promulgation of Criminal Law (Amendment) Ordinance, 2018 and a number of other measures for effective implementation of the amended provisions of criminal laws aimed at enhancing women safety. The Cabinet had approved the Promulgation of Criminal Law (Amendment) Ordinance, 2018 to amend the Indian Penal Code, 1860 (IPC), the Code of Criminal Procedure, 1973, (Cr.Pc), with consequential amendments in the Protection of Children from Sexual Offences, 2012 (POSCO) and the Indian Evidence Act 1872. The said Ordinance was promulgated on 21.04.2018. In order to effectively implement amendments made in criminal law, the Cabinet has also approved following measures :‑

a) Setting up of Fast Track Special Courts: A Centrally funded scheme will be launched to set up fast-track special courts to exclusively decide rape cases and to strengthen such courts where they already exist. Such a scheme will cover strengthening of the physical infrastructure and manpower for Fast Track Special Courts, etc. in consultation with the High Courts and State Governments concerned.

b) Strengthening of the Prosecution Machinery: On similar lines, the prosecution machinery in States/UTs will be strengthened and a dedicated capacity will be created for effective and timely prosecution of the cases for the Fast Track Special Courts, by sanction of additional posts for public prosecutors, office infrastructure and supporting manpower.

c) Improving the Quality of Investigation: The rate of conviction in cases of rape depends crucially on the quality of evidence collected by the investigating agencies. Adequate provision of special forensic kits for rape cases should be made in all police stations as well as hospitals where such medico-legal cases are handled to improve the quality of forensic evidence and thereby strengthen the case of the prosecution. Dedicated and trained manpower will be provided for investigation of sexual offences in a time bound manner.

d) Special Forensic Laboratories: One or more specialized Forensic Laboratories adequately staffed and equipped, will be set in each State/UT to exclusively deal with the forensic needs of the rape cases, in an efficient and time bound manner.

An important aspect in investigation of rape cases concerns tracking of the accused persons and sharing of information with the concerned agencies in this regard. National Crime Records Bureau (NCRB) will maintain database and profile of sexual offenders at the national level and share it with the States/UTs on regular basis. NCRB data will be used by the police for verification of antecedents for prospective employers and would from part of the CCTNS. The preparatory work for creating this database urgently has commenced.

The new Division in MHA will oversee the implementation of the above measures in a focussed way.

This is personal issue of the Rashtriya Rifles officer and Aadhar Card have been verified, that female came from the native place of Rashtriya Rifles officer and she was born in 1999 and i think she is wife of Rashtriya Rifles officer..

The Army has instructed its personnel not to stop or check civilian vehicles entering military cantonments across the country, leading to voices of protest.

A letter issued to all commands by Lt Gen RK Anand, Director General, Land Works and Environment Directorate, stipulates that civilians can use all roads inside cantonments.

“All barriers, check-posts and roadblocks will be removed. Vehicles will not be stopped or checked,” says the May 21 letter.

Retired personnel have taken to the social media to voice their concern over how such orders may be detrimental to the safety and security of Army personnel and their families, given that terrorists have targeted military stations in the past.

A large number of families of soldiers posted on “tough duties” like Siachen, Jammu and Kashmir, Sikkim, Nagaland and Arunachal Pradesh live in accommodation provided inside cantonments.

The instructions are the outcome of a May 19 meeting chaired by Defence Minister Nirmala Sitharaman to review the “closure of roads in cantonments”. It was decided that all roads, partially or fully closed, would be opened on May 22. Around 80 roads have been opened for civilian use. As per the Director General of Defence Estates, 62 cantonments, including Ambala, Amritsar, Dagshai, Dalhousie, Delhi, Ferozepur, Jalandhar, Kasauli and Subathu, are notified under the Cantonments Act 1924, amended in 2006.

The letter stipulates that sentries will record the flow of traffic on these roads for 30 days. A review of the threat perception and security concerns, besides inconvenience to the civilian population, will follow.

A senior functionary, however, said this review should have been carried out before opening these roads. A January 2015 letter by the Army lays down specific rules and procedures for opening roads in cantonments. It calls for a review before any such move.

There has been concern over how the civilian population is inconvenienced owing to the closure of roads in places like Secunderabad and Pune. However, there is umbrage within the force and ex-servicemen over lack of review of the risk involved.


The May 21 letter, however, exempts Badami Bagh Cantonment in Srinagar, Satwari road at Jammu Divisional Headquarters, and Parade road in Delhi Cantonment, which will remain open to public from 5 am to 11 pm.

To me this girl met Major on the pretext of sharing intelligence but hotel staff probably recognized Gogai and this issue became a mess. Remember Wani was killed after a tip off from his ex...i suspect the same case here.
Maybe. Maybe she is a hoe and that guy was her pimp. Anyways case should not be registered for such trivial things.

Major Gogoi is a combat officer and not an intelligence officer and none of his superiors had an inking of this supposed meeting with the girl in the hotel.

He should face court martial for violating the army act.

Major gogoi has violated the army act section 41 & section 63 and should face court of inquiry.

He should face court martial for violating the army act.
A commoner/Civilian would not know how to reach out to “Intelligence” officer, She could find Gogai and reached out to.. also even if he went to her for sex thery were not caught in the position, Girl was not forced.

Major gogoi had no business reaching out to a civilian as the army is not the law and order authority of the state.

Had he been a civilian,his actions would not have been seen as a criminal offence but as an army man he has violated the army act and has clearly demonstrated his unbecoming of an officer.

When working in hostile areas, information is the difference between 5 terrorists dead or an IED blowing up a bus of 14 soldiers. That's why intelligence is important. The hotel owners were SOBs who obviously recognized Gogoi and wanted Mitch masala.

That is not an issue my friend.

There are ways to extract information from a source and none of them involves a 38 year old man checking into a hotel room with an unrelated 17-18 year old girl.Besides none of his superiors had the knowledge or idea about his actions.

As said before,had a civilian done that,it would not have been an issue but this is an armyman and he clearly has violated atleast two important sections of the army act.
