Private Players Emerging As Perferred Partner For BMP-2 Upgrade
The Indian Ministry of Defence (MoD) has decided not to give an exclusive order to state-owned Ordnance Factory Board (OFB) to upgrade the Indian Army's Russian-made BMP-2 Infantry Combat Vehicles (ICV) and instead has floated a global request for information (RFI) to seek participation by domestic and global defense companies in the upgrade program.
However, the final tender will only be given to domestic defense companies, according to a source in the MoD.
Indian defense companies have begun a tie-up with overseas defense majors in the runup to the formal tender to upgrade 1,500 BMP-2 Infantry Combat Vehicles.
For fire-control systems (FCS) and thermal imaging sights, India's private sector company Alpha Design has teamed with Elop of Israel. TATA Power SED is still scouting for an overseas partner, whereas state-owned Bharat Electronics Limited (BEL) has teamed with Thales of France.
For co-producing anti-tank guided missiles (ATGM), private sector defense major Bharat Forge has signed a memorandum of understanding with Rafael Advanced Systems.
Larsen & Toubro (L&T) have teamed up with MBDA of France; Reliance Defence has teamed up with Rosoboronexport of Russia; and OFB and state-owned Bharat Dynamics Limited (BDL) have also both tied up separately with Rosoboronexport of Russia.
Defense companies Mahindra Defence and Punj Lloyd have not yet finalized their global partners.
According to a senior Indian Army procurement official, the likely domestic contenders in the BMP-2 upgrade are Mahindra Defence, Bharat Forge, Tata Power SED, Punj Lloyd, L&T, BDL, and OFB.
An RFI was issued in 2014 but was withdrawn for unknown reasons. The latest RFI specifies that the overseas defense company will have to transfer technology to the domestic company as the program will be in the Make in India category, an MoD source said.
The official said the Army's push to upgrade the BMP-2 has not yielded results. The first RFI was sent in 2009, followed by another in 2012.
After coming to power, the Indian government under Prime Minister Narendra Modi issued an RFI in 2014 to domestic companies. However, there has been little response, the official added.
A defense analyst, who spoke on the condition of anonymity, as Defexpo said: "The transfer of technology by global defense companies for the upgrade could be a stumbling factor."
The upgrade of the BMP-2 will include increasing the mobility with change in engine, transmission, gear and suspension system, cooling system, weapons system and ammunition, gunner sighting (day and night), commander sighting, FCS, ATGM, level of protection, and maintainability.
The upgraded BMP-2s will also be fitted with the latest generation of FCS, twin ATGM launchers, 30mm automatic grenade launchers and commander's thermal imaging panoramic sights.
The Indian Army wants to have a new 380-hp engine to enhance the vehicle's cross-country mobility, replacing the existing Russian 285-hp engine. There are around 2,000 BMP-2 vehicles in operation.
The upgradation of the BMP-2 is a time-gap arrangement following the delay of the FICV project, which was conceived in 2008. The BMP-2 upgrade will in no way derail the FICV project, the Indian Army official said

DAC approves Rs 2,800 crore worth modernization projects

MoD cleared projects including equipping BMP-2s with night fighting capabilities worth over Rs 2,400 crore by the Ordnance Factory (OFB), Medak and Bharat Electronics (BEL) and acquisition of command and control posts for directing artillery fire at a cost of Rs 406 crores to be manufactured by the OFB, Medak.

The Carrier Command Posts on tracked vehicles (CCPT) will be used for technical control of artillery fire. The are to be equipped with the latest communication systems and computers to enable the commander to effectively direct fire at targets. The posts will also have unmanned aerial vehicles (UAV) to assist the commander to gather precise information about the battlefield scenario in real time.

These command posts will give a boost to the Army’s artillery modernization plan.

In a sharp departure from its earlier policy to bring in fair and open competition among domestic defence companies, India's Ministry of Defence on Saturday nominated state-owned enterprises to carry out the midlife update of 693 Russian-made BMP-II infantry combat vehicles.

The decision was made by the Defence Acquisition Council, the apex body on defense procurement decisions, which is headed by Defense Minister Arun Jaitely, a senior MoD official said.

“Under the upgrade program, MoD has nominated state enterprises Ordnance Factory Board and Bharat Electronics Ltd. to undertake an upgrade program worth $375 million for BMP-II infantry combat vehicles on a single-vendor basis because [the] Indian Army needs the upgraded vehicles on priority and the two companies have already completed such tasks in past,” the MoD official added.

The program is already delayed by seven years, and the Indian Army wants upgraded vehicles within the next two to three years, a senior Army official said. “The BMP-II infantry combat vehicles upgrade at this stage will include replacement of Electro-Optic Fire Control System to boost surveillance capabilities of the vehicles which will be carried south by BEL while the integration will be done by OFB,” the official said.

The decision to nominate state-owned enterprises to undertake the [BMP-II] upgrade program is based on Indian Army recommendations because the service wants to kick-start immediately, whereas domestic private industry has sought more time to come up with solutions, the MoD official explained.

In 2014, the Indian Army issued a request of information to private defence companies for comprehensive update of BMP-II infantry combat vehicles wherein Tata Motors, Larsen & Toubro Ltd., Tata Power SED, Mahindra Defence, Kalyani Group, Punj Lloyd Ltd. and Alpha Design Technologies participated, but the case did not move forward, the Indian Army official added.

BMP-II’s upgrade plan for the future also includes upgradation of current power packs from 285 horsepower to 380 horsepower and provision and fitment of third-generation anti-tank guided missiles.

The BMP-II upgrade plan will provide offensive capabilities to perform the critical task of carrying soldiers into the battle zone backed with fire support, the Army official noted.

Indian Army BMP-2 Infantry Fighting Vehicle armed with a 2A42 30mm Autocannon (License Manufactured in India) along with a Konkurs Missile Launcher. BMP-2 are also armed with a 7.62mm PKT Machine Gun and some 7 firing ports for soldiers inside to aim their rifles and machine gun.

The last time when BMP 2 opend it's Gun in anger in 2014 Arnia Encounter against Pak Fidayeen terrorists. The dual role of BMP was to provide protection to assaulting troops and firepower from its 30mm auto cannon against terrorists hiding in a Border Bunker

Aah... BMPs. Pinnacle of Russian engineering. Still work like anything. Better than Western tech. Throw anything at it, it chews.

What delivery schedule? I thought they were retiring these dinosaurs. Where the hell is FICV?
They won't be replaced overnight, even if FICV is here by 2020.

Last year MOD cleared a $170 million purchase for 149 upgraded BMP-2, to be made by OFB Medak.
This in addition to its plans to upgrade its entire BMPh2/2K fleet of 980 Sarath & 125 BMP-2K c&c vehicle. Both public & private sectors to compete...

I think FICV would start to replace the oldest BMPH2 first while newer ones get mid-life upgrade.
