I believe more than money this deal to is about building geopolitical influence, with the recent election results the Ukraine has begun it's repolarizarion back towards Moscow,if India plays it's cards right we could build deep relations with the Ukrainian MIC and hence cut paistan out of more T-80's or IL-78's.We need to make ourselves more important in Ukrainian eyes than Pakistan.
^^^^^^^^^ I smell the same thing. An-32 modernization contract & its expansion hit the right place right time, though i consider this lil more of coincidence.
But the political Re- polarization is taking place for sure. Thanks to the Putin uncle :p With Putin's upcoming Presidential term (no doubt he'll beat the election ;) ) & fresh strong Indian political will, we can see a globally influencing Asian alliance controlling of major energy resources, cheap but superior military tech eating the market, & putting Uncle Sam out of business. These guessing could be in excessive anticipation but i'm keeping fingers crossed. Till then lets hope An-32 are upgraded honestly & we can effectively use them for several years without anyone crashing down :p & we for actual evaluation of heavy transport aircrafts we operate one An-124 flying in IAF colors! :)

The Ukrainian MIC is built around refurbishing ex-Soviet equipment. The only thing they have invented of note is the Kolchuga passive sensor. Everything they shipped off to Pakistan were ex-Soviet stocks. That equipment is coming to the age where not even Pakistan will want more. These selloffs of Ukrainian stocks are some of the last we are going to see. Their future in the arms business is rather bleak, much less their political importance.

Sure, lets talk about their tank industry. T-84 has only been produced 12 units for their rusted Army. The plant at Kharkiv has so deteriorated they cannot even mass produce it. As the clock ticks down the tooling of the factory and the refurbished war stocks rust a little more every day. Did you ever stop to think the AN-32 deal may be exactly what it looks like? IAF needs airlift and they can't wait on a replacement. The upgrades are cheap and the fleet support is already in place. It makes perfect sense to me. I don't see why there has to be an underlying reason for it. You can't buy enough from Ukraine for them to deny sale to anyone. You are talking about a country that sold nuclear cruise missiles to Iran.

The avionics will be COTS either from Rockwell Collins or Leninets. It is a standard commercial package including LCD screens, new nav kit, radios and GPS. The engines are uprated Soviet Era Al-20Ds. Not bad for power but maintenance, noise, and safety are not JAA certified. India may be going for the PW-150s if they want better engines, but looking at the price I doubt it. Ukraine hasn't developed any of this stuff, it is all imported.

HAL Kanpur to build multi-role aircraft

The Kanpur division of Hindustan Aeronautics Ltd (HAL), prominently involved in manufacturing Dornier aircraft, will start building multi-role aircraft for armed forces and private carriers.
It would be an improvised version of AN-32 aircraft and would serve roles for executive transport, light package carrier, remote sensing and aerial research service, Coast Guard, border patrolling, air ambulance and other community services.
Wing Commander Arun Kumar Sinha, spokesperson at HAL-Kanpur, said the National Aerospace Laboratories (NAL) had proposed to produce the aircraft at HAL-Kanpur, based on the expertise of the centre in manufacturing similar aircraft in the past.
“The production of the aircraft is expected to happen at HAL-Kanpur that has expertise in manufacturing Dornier (Do) 228, a similar aircraft presently used by the Indian Air Force for a variety of roles,” Sinha told Business Standard. The proposed aircraft will be a 100-seater, capable of carrying a weight of up to 1,500 Kgs, and will be manufactured with technical assistance from Russia.
The transport aircraft section of HAL-Kanpur will also renovate the present model of Turbo prop trainer aircraft, used widely for pilot training across the country.
The division received orders worth Rs 7,600 crore, sufficient to engage the present resources for next six-seven years. HAL has been able to raise its sales to Rs 515 crore, with a net profit of Rs 111 crore (pre-tax).

Modernization of AN-32 Fleet of IAF

India and Ukraine have signed a contract on Modernisation of one hundred and five AN-32 fleet of Indian Air Force (IAF). This contract was signed on June 15, 2009 for Total Life Extension, Overhaul and Re-equipment of AN-32 fleet of Indian Air Force. The up-to-date equipment which will be fitted on the aircraft during modernization include avionics and hydraulic systems, etc. The life of AN-32 aircraft will be increased by 15 years up to 40 years. First batch of aircraft has already been positioned in Ukraine.

This information was given by Defence Minister Shri AK Antony in written reply to Shri Nand Kumar Sai in Rajya Sabha today.

Indian Defense Minister A.K. Antony says the first batch of the Indian Air Force's (IAF) Antonov AN-32 transport aircraft has been sent to the Ukraine for a life extension and overhaul program.

Antony told the Indian Parliament's upper house on Aug. 4 that the move followed a deal that India signed with the Ukraine in June 2009.

All the platforms will be fitted with the latest avionics suites and hydraulic systems, with the aim of increasing the aircraft's lifespan by 15 years. With the upgrade, the IAF's 105 AN-32s would serve for 40 years.

Sources tell AVIATION WEEK that the upgraded AN-32s will have glass cockpits and advanced flight management systems, with airframes undergoing modifications to increase landing capabilities.

An unconfirmed report said the deal was worth more than $400 million.

Sources said the AN-32 upgrade was "long overdue," with negotiations beginning several years ago.

The IAF workhorses can reach many inaccessible and high-altitude areas such as Siachen and Leh.

The upgrade comes as India and Russia are set to begin another round of contract talks to upgrade the Su-30MKI.

2010-10-03 The Indian Air Force will receive two modernized An-32 light transport planes built by Ukraine this month under a USD $600 million deal, the biggest bilateral agreement between the two countries. The planes which were modernized by Ukraine's Antonov state enterprise under the Ukrainian-Indian contract for repairs will be delivered to India in October, Antonov's President and Director-General Dmitry Kiva was quoted as saying by Russian new sagency Itar-Tass yesterday.

According to Kiva, the planes were modernized under the Ukrainian-Indian contract for repairs, modernization and extension of service life of 105 An-32 planes up to 40 years. It is the biggest deal in the entire history of the Ukrainian-Indian relations as the sum of the contract signed in June 2009 stands at USD 600 million.

First five An-32 planes were delivered to Kiev in March 2010, followed by five more planes in June. The first two planes were completely modernized in July, another one in September.

According to Kiva, the market capacity for the new An-32 is estimated at 45 planes. The Antonov Kiev-based plant plans to manufacture seven An-32 planes till the year 2015, including three in 2010, three in 2011, and one in 2012. One An-32 planes has already been manufactures, and the other two will be made till the year end, as provided in the production plan.

NEW DELHI, June 6. (ARMS-TASS). Ukrainian company "Ukrspetsexport Indian Air Force delivered the first five modernized transport aircraft An-32RE. Another 10 aircraft is planned to supply the Indian Air Force in December. This was reported by a representative of the Ministry of Defence of India.

Earlier it was reported that on June 1 five aircraft were handed over to Indian side in Kiev.

Delivery of aircraft carried out as part of the contract dated July 2009 in the amount of 397.7 million dollars, aimed at extending the service fleet of 105 aircraft An-32, improve their flight performance and reduce the burden on the crews of aircraft, reducing maintenance costs.

The first Antonov-32 was obtained by the Indian Air Force in 1984, the decision to modernize its fleet of these aircraft was taken after the command of the Indian Air Force has not found an alternative solution to replace them and adopting other aircraft that can take off from the airfield at altitudes up to 4500 meters above sea level.

Under contract 40 An-32 will be upgraded to 410-m aircraft factory of Civil Aviation, and the remaining 65 cars - at the production facilities Repair Base 1 Indian Air Force and the aviation station Chuckery Indian Air Force 402. Last upgraded aircraft will be delivered in 2017

The program to modernize its fleet of An-32 involved 20 companies from Russia, Switzerland, Ukraine and the United States, including Spetstehnoeksport "," Antonov "," Motor Sich "and Aviant. IAF Statement: Four of the first batch of five Antonov An-32 tactical transport aircraft that recently underwent 'total technical life extension' (TTLE), overhaul and re-equipment at Ukraine were inducted into the IAF, albeit with a new nomenclature -- AN-32 RE.

Stating that IAF has been imbibing and exploiting technological advances and adapting to the revolution in military affairs, Air Marshal Joseph Neri, Air Officer-in-Charge Maintenance (AOM) said the re-equipped An-32 RE aircraft would fulfill tactical transport requirements of the IAF up to and beyond 2025.

Air Mshl Neri inducted the first batch of An-32 RE aircraft at a brief induction and handing over ceremony held at Palam airbase in Delhi. DG (Aircraft), Air Mshl RK Vashisht, senior MOD and IAF officials, representatives of M/S Spets Techno Export (STE) from Ukraine and aircrew that flew in the aircraft from Kiev was among those present at the ceremony.

The An-32, the backbone of the IAF's transport fleet, operational since 1984, has flown more than 800,000 hours on various missions. To overcome maintenance challenges due to ageing and obsolescence while still left with airframe hours and number of landings led the IAF to conceive a mid-life upgrade in 2005, and a contract was finalized in June 2009.

The project envisages TTLE from existing 25 to 40 years, overhaul and re-equipment of 40 aircraft at designer certified plants in Ukraine of 10 aircraft annually and supply of material and 'transfer of technology' (ToT) for upgrade of 64 remaining aircraft at IAF's No. 1 Base Repair Depot (BRD) at Kanpur. The upgrade at Kiev is expected to be completed by March 2014 and upgrade at 1 BRD by March 2017.

The special features of An-32 RE include modification in cockpit layout, upgraded avionics equipment, noise and vibration reduction enhancing crew comfort, reliability and maintainability of the aircraft.

Sharing the experience of the aircrew flying the upgraded aircraft fitted from Kiev to India via Ankara, Cairo, Jeddah, Doha and UAE, Gp Capt RC Mohile, one of the captains of the An-32 RE and the team leader described that the new navigational equipment proved extremely useful and made the complex navigation process involved on the international route easy to negotiate.

My suggestion, dump all AN-32s get some C-27J Spartans.....no matter whatever kind of up-gradation you do on that machine but the design and airframe is the same bloody old one........that might be one possible reason why F-16IN was put down for MMRCA

This could be one of the main reasons why IAF Sticks with this aircraft

Its "main feature is a capability to operate from and to high airfields up to 4,500m [14,800ft] above sea level", he adds.
The aircraft can also operate under hot climatic conditions, says the official, adding that there are instances where the An-32 is the only aircraft available that can link India's high mountain settlements with its bigger cities.

The AN-32 light military transport multi-purpose aircraft can be operated in various climate conditions, including hot climate (up to + 55°C) and from the mountain airfields (up to 4500 m height).
