SINGAPORE — A top defense official has warned that India would likely retaliate if another terror attack on its soil is linked to members of Pakistan's security apparatus.

Defense Minister M M Pallam Raju said at a regional security conference in Singapore on Saturday that self-restraint would be hard to justify to the Indian people if there were another attack similar to the one in Mumbai in 2008 that killed more than 160 people.

India has long suspected that members of Pakistan's ISI intelligence agency were involved in the Mumbai attack. The Pakistani government has denied the allegations.

India will feel pressured to retaliate if Pakistan-based militants launched an attack similar to the Mumbai assaults that killed more than 160 people and fueled anger across the country, minister of state for defence MM Pallam Raju said on Saturday. The government's response was restrained despite
the public calls to hit back over the November 2008 attacks blamed on a Pakistan-based guerrilla group, but it would be difficult to withstand the pressure again, Raju told a security conference.

"If a provocation is to happen again, it would be hard to justify to our people self restraint, and I hope that it will not be repeated and that we will have a constructive dialogue with Pakistan in containing these terrorist elements which are causing strife not only in India but also within Pakistan," Raju said.

Ties between the nuclear-armed rivals went into deep chill following the attacks with India insisting that Pakistan act against members of the Lashkar-e-Taiba (LeT) blamed for the attacks as well as its patrons in Pakistan's powerful Inter-Services Intelligence (ISI) spy agency.

Pakistan has put seven people on trial, and says it needs more evidence from India to prosecute others including the founder of the LeT, Hafeez Mohammad Sayeed.

Raju said revelations made by a Pakistani-American who has confessed to scouting targets for the Mumbai attacks in a trial in Chicago in which he linked the attacks to the ISI have made it harder to show restraint in future.

The Pakistani-American, David Headly, who has pleaded guilty to avoid the death penalty, testified that he took orders from both the Lashkar-e-Taiba, and an ISI major as he laid the groundwork in the attacks.

"The international community is aware of the damning evidence that has come out from David Headley during his interrogation," Raju told the conference in Singapore.

India and Pakistan this year resumed peace talks but have made little progress because of lack of trust.

all talk and no action what the hell will these guys do ho yes we will send more dosas oops dossiers to pakistan and bring our poor defence forces to full alert and cool them back again and in a months time aman ki asha will come out again and assoles like the butts oops sorry again batths will Bleed their hearts for our "brothers" across the border

there is along gap between talking and acting,our pollitical leaders r all talking shop,and the time of crisis they all bent down ,dont worry ,if another attack come there will be a hue & cry for action,but all things will be died down soon,western leaders come & talk about restraint, praise us ,and laugh in private,the business will be as usuall again,i feel pity for the brave soldiers who everyday give up their lifes for protecting us,and the corrupt and coward govt.

Well I dont blame any govt for it because it is not possible as it seems.

well India need more modern weaponary to take such retalliation on pakistan with out severe causualities of our armed forces. With
respect to our soldiers lives. We shouldnt forget small war like Kargil has amputated many of our jawans. Later the compensations are very low and their rest of life would be in misery. We talk abt them as martyrs in forum and forget later(most of them do). So its better we develop intelligence gathering more aggressive and sort out covert strikes indirectly or directly(only if pak allow 2nd time to attacks on us). This should be carried out until our own missile defenses are completely ready and modern armoury to army. If there is any chance prepare stage to set up moles in pak to turn terrorist revolution against china(atleast propaganda)
which indirectly or directly encourages pak to send and develop terror outfits against India.

90% of them are typical self praised oldies having one leg in grave and the typical "one leg in grave" spirit.
Somewhere a Pakistani is reading this and laughing on our paralyzed Govt.

Still the retaliation is only 'likely', not a dead certainty.India's proclivity to vacillate between various 'likelihood's' in her response to acts of terror will never stop enemy from harming us, like the assurance of dead certainty of a disproportionate retaliation.
