It looks nice now, but within a few months there will be trash lying around, broken luggage escalators and dirty floors. That's exactly what happened to the "renovated" terminals at Mumbai airport. Regardless of how many new infrastructure projects are built, the basic problem is the abysmal public hygiene habits of most Indians-they spit, throw garbage, empty their nasal mucuses, take a leak etc in full view of others and have no shame at all.

I'm not saying your conjecture is false but how have they been able to maintain Delhi's t3 terminal thus far?
