It's not a fixed rule though. Yes it entered atmosphere successfully and reached its destination too-which meant that it had already entered the atmosphere successfully....
Yes-- what do you think the time required for a RE vehicle to reach ground from an altitude of 20-15kmand it even fell into the sea immediately after the flash,
Please understand that the velocity of RE-vehicle is several thousands km/sec-which meant that it was close to the surface before the flash.
No point in doing that unless the RE vehicle is heading towards unwanted spot-Hence, it must have been deliberately designed to self-destruct at a set altitude.
