Radar may track the missile - but in clouds and rain visible light cameras will not be able to video the missile- every type of monitoring is essential - especially to analyse if something goes wrong. Recall that the Challenger disaster was analysed and the fault pinpointed using visible light cine ca,eras.

This was Agni-1 test, found it in Shivs blog. However check out the detonation altitude caught by the ship!

To High?

The detonation was caused by a self-destruct sequence for this missile. It is not necessarily the standard detonation altitude of the warhead when fired for actual missions.

In fact there there was no detonation- the heat flash caught by IR camera was re-entry into atmosphere- hence generation of excess heat by dummy re-warhead shield-

I read that a nuclear weapon is exploded 600mts above ground for higher impact.

Dropping the first atomic bomb

At 2:45 A.M. local time (August 6, 1945), the Enola Gay, a B-29 bomber loaded with an atomic bomb, took off from the US air base on Tinian Island in the western Pacific. Six and a half hours later, at 8:15 A.M. Japan time, the bomb was dropped and it exploded a minute later at an estimated altitude of 580 +- 20 meters over central Hiroshim
Two atomic bombs which were dropped on Japan

Tech Glitch:Agni-I Launch Postponed - The New Indian Express
The Strategic Forces Command (SFC) of the Army had to postpone the first night user trial of surface-to-surface nuclear capable ballistic missile Agni-I reportedly due to a technical glitch in the launcher positioned at Wheeler Island off the Odisha coast.

Earlier, the Armed Forces had planned to test fire the missile in full operational configuration in between 7 pm to 8 pm. Accordingly, the missile was integrated with the launcher and countdown had begun. Defence sources said the countdown was stopped midway following a snag in the mobile launcher.

While the missile was to be tested for the first time during night, DRDO scientists were eagerly waiting for a successful launch of the missile to prove that the weapon has the capability to be fired from any kind of terrain anytime.

"The test has been postponed. Scientists are working to fix the problem. The test is likely to be carried out on Wednesday," a defence official said refusing to divulge the details about the technical snag.

All tracking systems along with radars and telemetry equipments have been put in place to capture real time data.

There were considerable improvements in its re-entry technology and maneuverability since Agni's first trial. This test will reconfirm the technical parameters set for the user and check the Army's readiness to use it.

Instead of announcing in advance and failing, they should simply test and announce the result later.

According to bilateral treaty with Pakistan, each of the country should announce the launch of a ballistic missile earlier. If we can openly boast that there was a failure, than it should state the confidence that we have. When we test fire the next one and announce it as a successfull, surely this will will send shudders down the spine of our potentials threats.

idea for the treaty is to make sure test by one should not be consider as attack by other, just result in counter nuclear strike.

Therefore 24 hours of advance notice for ballistic missile test (this is not for the quasi ballistic, SLBM or cruise missile).

It's not a fixed rule though. An air-blast is preferred as the ensuing explosion causes enough damage to the intended target area, but does not contaminate the ground and render it uninhabitable for decades/centuries to come ( Hiroshima and Nagasaki were never abandoned in spite of the explosions while Pripyet, the town next to Chernobyl, is abandoned to this day).

But that's beside the point here. The missile had no warhead but likely had a barometric trigger self destruct mechanism.

The missile is visible even before the flash, which meant that it had already entered the atmosphere successfully....and it even fell into the sea immediately after the flash, which meant that it was close to the surface before the flash. Hence, it must have been deliberately designed to self-destruct at a set altitude.

The missile is visible even before the flash,
So ?-- (IR trackers used for tracking missiles can see them even in space/outer atmosphere-- If they cannot they don't serve purpose isn't it ?)

which meant that it had already entered the atmosphere successfully....
Yes it entered atmosphere successfully and reached its destination too-

and it even fell into the sea immediately after the flash,
Yes-- what do you think the time required for a RE vehicle to reach ground from an altitude of 20-15km

which meant that it was close to the surface before the flash.
Please understand that the velocity of RE-vehicle is several thousands km/sec-

Hence, it must have been deliberately designed to self-destruct at a set altitude.
No point in doing that unless the RE vehicle is heading towards unwanted spot-
