BEIJING: The Chinese foreign ministry indicated on Tuesday it expected 100 countries including India to be absent at the December 10 ceremony in Oslo for presenting the Nobel Peace Prize to Chinese dissident Liu Xiaobo. China is trying to put greater pressure on India just ahead of the visit by Chinese premier Wen Jiabao by suggesting that joining the ceremony would harm bilateral relations.

New Delhi's decision on the issue will have a major impact on the process of negotiations during the visit of Chinese premier Wen Jiabao to India in mid-December. An important question is whether Indian foreign ministry can use it as a bargaining chip in the behind the scenes negotiations prior to the visit.

Chinese foreign ministry spokeswoman Jiang Yu described officials in the Nobel committee as a set of "clowns" engaged in conducting a "anti-China farce" by rewarding a person, who has been declared a criminal by her country's judicial authorities.

"The erroneous decision has not only met firm opposition from the entire Chinese people but also is not accepted by the vast majority of countries who uphold justice," Jiang told a media briefing here on Tuesday.

India has not publicly said whether it will attend the ceremony. But the Nobel committee has said that India is among the 42 countries that have confirmed their attendance while 19 others have clearly stated they will keep away.

It is clear China is exerting greater pressure on India to absent at the ceremony than it is doing in the case of many other countries because having the world's largest democracy on its side has a lot of advantages. But it is not easy for India to be seen as opposing someone who has been given the Nobel prize for upholding the freedom of expression.

During the briefing, Jiang said China and India are committed to further develop their relationship while continuing with consultation to sort out "issues left over from history". The Chinese premier who is scheduled to visit both India and Pakistan in mid-December, will discuss various issues including steps to take forward the boundary talks in New Delhi.

Most invited countries, including India will attend Friday's Nobel peace prize ceremony in Oslo for jailed Chinese dissident Liu Xiaobo, Nobel Institute director Geir Lundestad said on Tuesday, contradicting a statement from China.

"You only have to look at the figures. The vast majority of countries invited will be represented," said Lundestad.

According to the Nobel Institute, 44 embassies have accepted invitations to the event while 19 have refused "for various reasons" and two have not replied.

China said earlier that the vast majority of countries would not attend the ceremony in honour of Liu, described by Beijing as a criminal.

The Nobel Institute traditionally invites all ambassadors posted in Oslo to the Nobel prize ceremony.

China has threatened there will be "consequences" for countries that show their support for Liu by attending the event.

India will be participating at the presentation of the Nobel Peace Prize to Chinese dissident Liu Xiaobao on Friday in Oslo, Norway, according to the Nobel Prize Committee.

This comes despite China asking governments not to attend the ceremony which its sees as an act directed against it and is likely to create irritation in the bilateral ties.

India is among 44 countries which has confirmed its participation, Torill Johansen, Secretary in the Nobel Committee Staff, told PTI over phone from Oslo.

However, there was no immediate reaction available from the External Affairs Ministry here.

According to the Committee, "44 embassies have indicated that they will be represented at the Ceremony, two (Algeria and Sri Lanka) have not replied, and 19 have for various reasons declined our invitations."

The 19 countries are — China, Russia, Kazakhstan, Columbia, Tunisia, Saudi Arabia, Pakistan, Serbia, Iraq, Iran, Vietnam, Afghanistan, Venezuela, the Philippines, Egypt, Sudan, Ukraine, Cuba and Morocco.

The Oslo ceremony comes only five days ahead of Chinese Premier Wen Jiabao's visit to the country. China has protested against the Nobel Committee's decision to award Mr. Liu, saying "Liu Xiaobo is a criminal who has been sentenced by Chinese judicial departments for violating Chinese law."

Mr. Liu is serving an 11-year jail term on subversion charges for his role in advocating democracy and multi-party rule.

The news that India will be participating in the felicitation of Liu Xiabao is honey to my ears. If I were the PM of India, I would have sent my Foreign Minister to attend and stick it in the face of PRC. India can, to further annoy PRC, give honorary citizenship to Liu Xiabao and give him a free hand to be free to express his opinions as guaranteed by the sacred Constitution of the Republic of India.

Any protestations from ambassadors or diplomats from PRC (or their lackeys) on this issue should be dealt with strictly and they should be well instructed, in no uncertain or ambiguous terms, not to breach their diplomatic brief.

NEW DELHI: India today said its decision to attend the Nobel Peace Prize ceremony tomorrow at Oslo for Chinese dissident Liu Xiabo was not a bilateral issue between New Delhi and Beijing.

"This is not a bilateral question between China and India. This is a Nobel function arranged by the Nobel foundation.... I think India has already taken a decision to be represented as... on earlier occasions through our Ambassador," External Affairs minister S M Krishna told reporters.

Although China has called upon all countries, including India, to keep away from the ceremony, New Delhi is among those which has confirmed their participation.

While 44 countries have accepted the invitation, 19 countries, including Pakistan, Russia, Kazakhstan, Columbia, Tunisia, Saudi Arabia, Serbia, Iraq, Iran, Vietnam and Afghanistan have for various reasons declined the invitation.

The fact that they were even considering whether to attend or not is disturbing.
When China demanded boycott from India, the reply should have been quick and clear. I mean what is there to even deliberate on such a simple issue.

^^ My words exactly. This shows a weak, inefficient and corrupt government in the Center that caters more to foreign powers than to the interests of the nation. This is not the first time when GOI has bent backwards for the sake of foreign powers or to even portray itself as a weak candidate. The response that came after mulling over this long at least now it is a relief that we are attending. I was afraid that MMS and his cowardly tactics would make UPA succumb to CCP.

Sorry to dissappoint u (govt bashers) guys - GoI has decided to attend the cermony. And had a positive reaction from Beijing - China agreed to look into Kashimiri Visa issue. These chinese only understand tough language/actions.

If GOI can keep up with the "STAND OUR GROUND" position all the time, then I would be glad to be disappointed like that over and over again. :).
