The current Tender process flawed : Yes

But the fundamental principle of Tendering is to get the best and is followed not just in India but everywhere

BTW if the institution wants it it can be speeded up but Indian buracracy wants it slow for obvious reasons till now

Tendering is not working in defence due to ability of foreigners to manipulate Indian tendering process. People do not understand the power of Western defence industry. It almost works like a mafia. Tendering works only where there is genuine competition.

Defence purchases are highly political and are possible only within governmental framework.

Thats why i am saying we need good non corrupt people to set up the conditions of the tender.. Tendering itsef is not at fault .. its the skewed conditions set that is the problem..

BTW with tendering atleast its difficult to hide why you choose what you choose so you have to resort to other ways to manipulate. In the case of Govt to Govt with a fully corrupt Govt There will be absolute Nil accountability and it you might see corruption of 99% of what is spent compared to Current ~40-50% By value

In Indian context, This might sound logical but in practice it cannot be, Unless there are some big changes around, which is not possible at the moment ..

Tender system in India are unfair and based on political views, The selection of winner always decided decade before the competition held ..

Let it be MMRCA or BTA of IAF or IA`s selection of Shoulder fire ATGM or failed Multical rifle ..

True then you take the lesser of the two evils.. Tenders where corrupt is 40~50% or Direct sale with more corruption and opaque deals??
