If repealing Article 370 and Article 35A were considered political masterstrokes, then the Chief of Defence Staff is also pulling out a set of new ideas to improve the security situation in Kashmir.

As a part of this novel pattern of thinking, General Bipin Rawat recommended that de-radicalisation camps should be set up in the Valley to reform youth who have been brainwashed by Pakistani propaganda and Islamist hardliners.

Rawat suggested that children who have just turned 10 are being targeted by malicious disinformation campaigns and steps needed to be taken to rectify the condition. And thus as part of concerted effort to tackle terror, these camps can reverse the damage done. This would involve a step by step process.

The former Army Chief said, “You got to start looking at where the radicalisation is taking place. Who are the people involved in radicalising the people? It is happening in schools, universities, from religious places and sites, and then there are a group of people who are spreading this.”

“You have to start isolating these people gradually and then start a counter-radicalisation programme by identifying people who have been radicalised and to what degree,” he added.

Rawat felt that youth and children can be segregated depending on the degree of indoctrination.

He also pointed out that young stone pelters should not be taken lightly. These conditioned children use stones that are as lethal as pellet guns. And have caused deaths
