If so then why not denel tried it out..
Its not easy to fool MoD. Sooner or later, such scam will be found out and it can attract even worse PR, not affordable for multinational company. Such deceptive pranks will work only if they've support from some inside lobby of entity which banned them (i.e ,MoD in this case)

i suspect usa/uk hand is behind this. they are lobbying our already corrupt ministers.

India bans six defence firms for 10 years

India on Monday banned six defence firms, including four foreign companies, from doing any business in the country for 10 years beginning 2012, following the chargesheeting of a former Ordnance Factory Board (OFB) chief in a graft case.

The companies banned are Singapore Technologies,Israeli Military Industries, German Rheinmetall Air Defence, Russia Corporation Defence and two Indian firms, defence ministry spokesman Sitanshu Kar told reporters in New Delhi.

The ban will be effective for 10 years beginning 2012, he added.The Indian firms are TS Kishan and Company Private Limited and RK Machine Tools, they added.

The action follows the Central Bureau of Investigation chargesheet against former OFB chief Sudipto Ghosh, and the probe agency's recommendation for blacklisting the six firms.

The firms were issued a show cause notice and after perusing their replies, the government decided to "debar" them, Kar added.

The ban list includes IMI (Israeli Military Industries)....

Something is not right. We buy so much elint stuff from them, the special forces are replacing their small arms TAR-21 from IMI!!! etc, etc...

NEW DELHI, March 6 (UPI) -- The Indian Defense Ministry has blacklisted six armaments companies following allegations of corruption among its major armaments suppliers.

The ban, which will list a decade, includes Singapore Technologies Kinetics Ltd., Israeli Military Industry and Germany's Rheinmetall Air Defense. Two Indian and one Russian defense contractors are also included.

The unprecedented action resulted from a corruption investigation conducted by the Criminal Bureau of Investigation of the former Director General of Ordnance Factories Sudipta Ghosh, a statement from the ministry said Tuesday.

"Consequent to the filing of the charge sheet in the case related to illegal gratification against Sudipta Ghosh, former DGOF, the firms were recommended for blacklisting by CBI on basis of evidence collected against them," Defense Ministry officials said.

The Indian firms named in the scandal are New Delhi's T.S. Kisan and Co. and Ludhiana's R.K. Machine Tool, while Russian firm Corporation Defense has also been targeted.

The companies have been banned from further business contracts with India's Department of Defense Production Ordnance Factory Board for the next 10 years.

Six arms companies have been barred from doing business in India for 10 years for their alleged involvement in a corruption case involving a former director general of Ordnance Factories.

The firms, including big names such as Israel Military Industries Ltd (IMI), Rheinmetall Air Defence (RAD) and Singapore Technologies Kinetics Ltd, have been probed by the CBI for bribing Sudipta Ghosh, former director of Ordnance Factories and other officers.

The other four firms are: Corporation Defence, Russia (CDR) TS Kisan and Co. Pvt Ltd, New Delhi and R.K. Machine Tools Ltd, Ludhiana.

The CBI had found enough evidence against them to implicate them in the corruption case and had recommended they be blacklisted. The defence ministry had asked the firms why action should not be taken against them after the CBI named them in the chargeesheet in the Sudipta Ghosh corruption case. The defence ministry found their replies dissatisfactory and decided to debar the companies.

The decision will have an immediate impact on acquisition as some of the firms were in the fray to supply crucial artillery guns to the army.

Singapore Technologies was competing to supply 400 towed 155/52 artillery guns to the Indian Army. Because of legal tangles and the withdrawal of the competitor - BAE Bofors - the purchase has been in a limbo. Very few firms in the world supply these guns and two of them - including RAD - have been barred.

RAD - one of the biggest large gun suppliers in the world, was also in competition to supply 180 wheeled 155/42 mm howitzers. The project has not moved after trials.

The IMI was to set up a production unit in Bihar's Nalanda to produce fuses for Bofors. The project was started by former defence minister George Fernandes as Nalanda was his constituency. But it has been put on hold after IMI came under corruption scanner.

Hopefully this should teach foreign defence firms to be careful the next time they try to get defense contracts even though it may hamper acquisitions in the short term

It is ok to ban them but we need to lift the ban on older entities like Denel, i think their 10years is up. Ban should be cycled to keep the MoD clean.

The problem is these dumb companies are not takeing the bribe issue seriously and still paying kick backs.

'Blacklisting firms will hit army's modernisation plans'

New Delhi: The world's largest arms importer is struggling to ramp up its defence procurement process. The recent spate of graft charges in military buys and the absence of a system to fix corrupt practices has slowed down India's efforts to modernise its armed forces, feel experts.
The year saw three major foreign defence firms banned on corruption charges. Germany's Rheinmetall Air Defence (RAD), Singapore Technologies Kinetics (STK) and Israeli Munition Industries (IMI) were blacklisted for 10 years.

While there is still confusion if the ban debars only one subsidiary or the entire group from defence dealings with India, the move, experts said, is keeping serious players away.

Experts feel indiscriminate blacklisting of foreign defence giants would limit the options before the Indian government for future acquisitions and instead of competitive bidding, the armed forces would be forced to go for government-to-government purchases, as seen in the case of Ultra Light Howitzers (ULH). Instead of blacklisting suppliers, a heavy penalty or a similar measure would be apt to fix the current mess, they said.

"Blacklisting of companies or cancellation of defence deals are certainly going to impact negatively on the on-going military modernisation process, which has been equipment-driven for some time and likely to be so in future. If the number of blacklisting or cancellation of deals increases in future, then in many instances, India would be hard-pressed to opt for government-to-government negotiations or adopt fast-track procedures for arms purchases, which would cast serious doubts on the defence ministry's abilities on managing competitive bidding," Deba R Mohanty, chairman and CEO, INDICIA Research & Advisory, told FE.

Sample the case of procurement of L-70 guns for the army. There are four or five firms that make these guns. The best gun, according to the army, is made by Rheinmetall Air Defence(RAD), Zurich—one of the companies blacklisted. So, it makes procurement difficult, said experts.

STK was participating in tenders for the supply of 155mm/52 calibre towed guns, 155mm/39 calibre ultralight Howitzer guns and close quarter carbines. Interestingly, it was the sole bidder for the ultralight Howitzers. Suspension of dealings with STK has adversely affected army's modernisation plans. India had to approach the US for emergent supply of M777 155MM Ultra Light Howitzers under the Foreign Military Sales (FMS) procedure, a government-to-government deal.

Facing a critical shortage of ammunition for army's fleet of T-90 and T-72 tanks after the blacklisting an Israeli firm, the defence ministry is now looking to procure these shells from Russia. The Israeli company was to construct three plants for producing bimodular charges at Nalanda Ordnance Factory in Bihar. Work on the factory to manufacture heavy calibre ammunition for the Bofors 155 mm Howitzers started in November 2001.

Crores were spent on setting up the main factory. The production, however, has not commenced to date. By blacklisting IMI of Israel and the Denel of South Africa in 2005, India has harmed its own interests, experts said. The Israeli firm was also the supplier of the FSAPDS (Fin Stabilised Armour Piercing Discarding Sabot) used by T-90 and T-72 tanks. Now, Russia has been approached for supplying these shells, sources said.

Experts pointed out that blacklisting of firms has also delayed many procurements. "It would be really difficult for the ministry to approve many of the contracts in a timely manner, resulting in delays or cancellation of contracts. This is certainly not an ideal situation. But, this happens primarily because India has largely been unable to strengthen its institutional mechanisms to deal with corrupt practices. Blacklisting seems an extreme example in the current context. A heavy penalty or a similar punishment could serve as a deterrent," Mohanty added.

I've a feeling that all these blacklisted firms could be the ones who must have refused to pay kickbacks to Italians, coterie and babus of Delhi - hence denial of access to Indian defense market. Knowing well what Indian Govt. and babus / bureaucrats stand for - when it comes to honesty and diligence and on top of it knowing who from Gandhi family is into defense deals these days, it's hard to fathom that these blacklisted firms could be involved into dishonest practices! To put things into perspective, if they would have been dishonest then they would have been the most sought after companies by babus, Italians and looters in GOI!
