India and Bangladesh will sign a formal extradition treaty by the end of December 2011 or early January 2012. The first person to be handed over, once the Mutual Legal Assistance Treaty for Transfer of Sentenced Prisoners (extradition treaty) is signed, will be jailed United Liberation Front of Asom general secretary Anup Chetia.

Chetia has been seeking political asylum in Bangladesh, but is wanted in India for many crimes including murder, kidnapping and extortion.

The two countries will issue a statement on Monday at the talks between Home Secretary RK Singh and his Bangladeshi counterpart Monzur Hossain.
