After so much investment, if India cannot generate the required power or enrich its own N-fuel, then it is a great loss. France, US and Russia will impress upon NSG not to cause trouble with N-fuel supplies. They have a lot of money to make out of big ticket deals with India.

If push comes to shove, India should simply say f*** NSG and detonate ten more nuclear devices and declare the tests successful and reactionary to exclusive NSG and discriminatory NPT. In fact, NSG tied down with NPT should be reason enough for India to declare them unfriendly, if not outright hostile. We might as well go ahead with the N-tests. We need to more tests to miniaturise our warheads anyway.

We will definitely have something to gain out of this bad situation.
This was a failure by MMS-not making India an NSG member during Bush's tenure.

I don't think the last word is out yet on this issue, I think that siddarth vardarajan article was little premature.
U.S state department as assured that this would not affect the clean waiver which was given to India. otherwise they would not have issued that kind of statement. Also france and russia have already pledged ENR tech to india.

SO no need to be worried guys, it's part of the process. India's clean waiver stands.

Also India won't give up so easily either. if they can break their commitments so can we also.
Then what was the purpose of wasting all this time for a broken deal?? It will have a backlash but we need to see what mainly what the French, Russian and Canadians have to say , if they are supplying uranium then the deal is still good ENR tech may possibly become accessible in the future or developed indigenously. The deal has always been for fuel everything else is secondary.

If not, then we'll just go our own way. Either India has to be elevated to the status of the Big-5, along with removal of all discriminatory treaties related to Nuclear power or fuel, or India should simply go ahead with further research and testing towards refining our Nuclear warheads.

We should convert this into a win-win situation for us. We've had enough of this dilly-dallying by NSG.

eventually India will get into NSG as well ( I predict next year around june July 2012 ). by that time this issue will also get resolved. the way I look at it is it is even a bigger blow for pakistan quest to get into nuclear trade. india still had the NSG waiver cover.

If a 100 billion dollar deal can be ripped up like this then other deals like MRCA are nothing. This is a good lesson in many ways buyer beware.

India must get NSG membership ASAP, because then we can lock Pakistan out. NSG decision-making is done by consensus, so even one country can block everybody. This is what we'll have to do to Pak, after we get membership.

Is NSG ready to make a non-NPT signatory a full member??

Yes. US is working to get India full membership of all the various exclusive and restrictive bodies like the Australia group and other crappy regimes.

In full support of clean NSG exception for India: US - Hindustan Times

The Obama Administration has said it fully supports the "clean" Nulcear Suppliers Group exception for India and speedy implementation of the Civil Nuclear Cooperation Agreement between the two countries. "Nothing about the new Enrichment and Reprocessing (ENR) transfer restrictions agreed to by NSG members should be construed as detracting from the unique impact and importance of the US-India agreement or our commitment to full civil nuclear cooperation," State Department spokeswoman Victoria Nuland said in a statement.

Nuland said efforts in the NSG to strengthen controls on the transfers of ENR are consistent with long-standing US policy that pre-dates the Civil Nuclear Agreement and have been reaffirmed on an annual basis by the G-8 for years.

This new guideline reflects a consensus among all NSG members, she said.

"The NSG's NPT references, including those in the ENR guidelines, in no way detract from the exception granted to India by NSG members in 2008 and in no way reflect upon India's nonproliferation record," she said.

These references reinforce the commitment of NSG members to prevent the transfer of items that could be used for weapons purposes, which is the mission of the regime itself and a basic nonproliferation principle shared by India, Nuland said.

Reiterating that the US remains fully committed to expanding civil nuclear cooperation with India, she said the Obama Administration has also made clear its strong support for India's full membership in the four export control regimes, including the NSG, in a phased manner.

"We were pleased that foreign secretary (Nirupama) Rao led an Indian delegation on an outreach visit to the NSG in the Hague earlier this spring, and were pleased that India's expression of interest in membership has been an active topic of discussion at the plenary this week," the US official said.

The problem in not clarifying this issue is not just about India RECEIVING nuclear tech. but also India becoming a SUPPLIER in the nuclear chain. If India wants to sell nuclear reactors this will cause problems. India should forcefully lobby with other NSG countries to gain membership to all the main bodies.

India is in touch with Nuclear Suppliers Group (NSG) in the wake of the elite nuclear club's recent decision to tighten export controls of enrichment and reprocessing technologies and is hopeful it will not have any adverse impact on the country-specific agreement.

Government sources while expressing the hope that the new guidelines will not adversely impact the India-specific agreement with NSG said it will continue to flag its excellent track record in the nuclear field and the steps it has taken to categorise strategic and military use.

"We are going through the small print (NSG document).... Obviously we are in touch with the group," the sources said today.

At a two-day meeting in the Netherlands last week, the 46-nation grouping "agreed to strengthen its guidelines on the transfer of sensitive enrichment and reprocessing technologies" and also considered "all aspects of the implementation of the 2008 Statement on Civil Nuclear Cooperation with India."

The group also discussed the "NSG relationship with India", at a time when the grouping is considering the country's entry as a full member.

Asked on what they thought could be the reasons behind such a decision, the sources here said "it is because there are certain countries which feel that there is a need to tighten the framework."

Let us see how long these idiots can hold out tempted foreign companies from getting an access to India's nuclear market. France, Russia are already ahead in the race followed by Namibia, Kazakhstan, Mongolia, USA, Canada and Japan. This leaves only a bunch of fools like Australian government and others who are simply missing out and giving competition a chance. Australia has vast resources agreed but hey, the rest of the world combined has even more. And when the world powers are ready to bend the rules, I don't think we should bother trying getting into this stupid NSG when we can work and call the shots right outside it.

I don't we will be hurt by the recently passed NSG guidelines. below is an excerpt from armscontrolwonk.com


The original US proposal for "objective" criteria for ENR transfers — which are spelled out in paragraph 6 of the guidelines — required not just that a receiving state be an NPT member in full compliance with its safeguards obligations (or India), but also that the state have in force an Additional Protocol to its CSA. That was an excellent idea.

notice "or India", which means that you have to an NPT member with full scope safeguards or India.
Also the U.S state department issued a special notice for India only. and they promised to that unique exception for india was not targeted.

well US continues to fool world they accept CTBT but their senate is yet to ratify(when is obama administrtion is going to CTBT in SENATE).this is nothing but drama US would pass us outdated ENR technologies AND would tell nsg that they are passing outdated technology to india so no one has to worry. i donot think multinationals would abandone their profits for shake NSG .for our safeguard we must include one clause with every multinational nuclear company that they would provide us with latest technology know-how as well as ENR technology whomever wants to deal us with nuclear trade.this would solve every problem
