ISLAMABAD: South Asia appears to be on the cusp of a strategic realignment, though nobody is ready to talk about it candidly. Pakistan and Russia are set to hold their first-ever joint military exercises later this year, officials and diplomatic sources said on Sunday. Not only that, Islamabad is also considering purchase of advanced Russian warplanes.

The joint military drill is seen as another step in growing military-to-military cooperation, indicating a steady growth in bilateral relationship between the two countries, whose ties had been marred by Cold War rivalry for decades.

20 nations, including Pakistan join major military manoeuvre in Saudi

A senior Pakistani official said that around 200 military personnel from the two sides would take part in the joint military exercises scheduled for later this year.

Pakistan’s Ambassador to Moscow Qazi Khalilullah told The Express Tribune that this is the first time that military personnel from the two countries would be taking part in joint military drills, otherwise called ‘Friendship-2016’. He, however, did not divulge further details about the nature of the exercises or dates.

The development, Khalilullah said, reflected increased cooperation between the two countries. “This obviously indicates a desire on both sides to broaden defence and military-technical cooperation,” he separately told a Russian news agency last week.

Islamabad decided to broaden its foreign policy options after its relations with the United States deteriorated first due to a secret raid at Abbottabad to kill al Qaeda kingpin Osama bin Laden in May 2011 and then killing of 24 Pakistani soldiers in Nato airstrikes at Salala check post along the Afghan border.

The joint session of parliament after debating the negative fallout of the US and Nato actions approved the new foreign policy guidelines that envisaged reaching out to Russia.

Russia boosting ties with Pakistan: Putin

Based on the recommendations of the recent envoys’ conference, Pakistan’s foreign ministry also called for increased engagements with Russia.

Those recommendations also stemmed from recent developments where US lawmakers blocked funds for eight Lockheed Martin Corporation’s F-16 fighter jets. The US was supposed to partly fund the deal, paying $430 million, but US lawmakers blocked it for Pakistan’s apparent lack of action against militants.

Pakistan decided to look at alternative sources to purchase the aircraft including from Jordan, with Turkey offering to modernise Pakistan’s existing fleet of fighters.

Over the last 15 months, the chiefs of Pakistan’s Army, Navy and Air Force travelled to Russia in a development signalling the growing defence ties between the two countries. The flurry of high-level exchanges resulted in the signing of a deal between Pakistan and Russia for the purchase of four MI-35 attack helicopters.

The formal agreement, which was signed in Moscow in August 2015, was considered a major policy shift on part of Russia in the wake of growing strategic partnership between the US and India.

Moscow for long ignored Islamabad in a bid to please its long-term ally New Delhi. But as a result of India’s growing tilt towards the US, Russia has now begun to expand its cooperation with Pakistan.

For its part, Islamabad is eager to improve its ties with Moscow to diversify its options in the event of any stalemate in ties with Washington.

After securing a deal of MI-35 helicopters, Pakistan is also exploring options to buy Su-35 fighter jets from Russia. For this purpose, Chief of Air Staff Air Chief Marshal Sohail Aman visited Moscow in July.

The Pakistani ambassador said the PAF chief held ‘fruitful’ discussions with Russian authorities but would not provide further details of new military purchases, including the multirole, air superiority fighter Sukhoi Su-35.

Other defence officials were quoted by Russian news agency as saying that Pakistan was still in initial stages of negotiation for these weapons platforms and that the military was also looking at anti-tank weapons and air defense systems.

Very typical of pakistani day dream...Lots of plans without designs or facts.
According to lieing pakistan...when someone reads the news articls they have the impression that pakis already made a lot of moves and finalizations with Russia..

About war games..its just a suggestion ..the intention behind is just to put a PR show to showcase the idiots in pakistan that RUSSIA is with Them now that US has abandoned pakis and they could get weapons from Russia instead of US.pakis wanted to show that in case of war with India..Russians will help pakis.. instead of US.
pakis are under tremendous pressure to show that they are NOT ISLOATED.

pakis are using INDO-US strategic alliance to put themselves right next to Russia...as some kind of "hypothetical" counter move against US by Russia :D

The reality is..pak must have "suggested" a war game with Russia and pak intend to deploy around 200 personnels for it and they havent got any WORD from Russia regarding this..

Counter-Terrorism

“Exercise Yudh Abhyas-2016 will simulate a scenario where both nations are working together in counter-insurgency and counter-terrorism environment in mountainous terrain. It will witness participation of about 225 personnel of the US Army and similar strength of Congo Brigade of the Indian Army,” said a statement from the army’s central command.

The exercise with the US would be the first bilateral engagement under the Logistics Exchange Memorandum of Agreement (LEMOA)—the new logistics pact inked by the US and India to facilitate military operations in each other’s territories.

The increased complexity of the Yudh Abhyas series of military exercises featured in the talks between Defence Minister Manohar Parrikar and his US counterpart Ashton Carter last month.

Earlier this year, navies and air forces from Russia and the US carried out war gaming with the Indian Navy and Indian Air Force. The engagement with the Chinese will take place from November 15-27 in which both sides will sharpen their skills on a simulated counter-terrorism operation against an international terror outfit.

Cold War era foes, Russia and Pakistan, launched their first ever joint military drills titled Friendship-2016 in northern Pakistan on Sept. 24. The Indian government has not publicly commented on these drills.

However, a leading South Asia expert believes that Russia’s decision to go ahead with the exercises, just days after the Indian Army brigade headquarters in the town of Uri was attacked by militants from Pakistan, may have an impact on Moscow’s relations with New Delhi.




Pakistan cannot influence Russia’s strategic partnership with India - expert

“The decision to have military exercises with Pakistan will have a long term impact for the relations between Russia and India,” Petr Topychkanov, South Asia expert and Associate in the Carnegie Moscow Center’s Nonproliferation Program, told RBTH in an interview.


“India may not immediately react to them in the field of defense cooperation (since, this cooperation is very limited between us, if you don't include into this military-technology cooperation and arms trade). But such exercises of Russia and Pakistan will help those groups in India, who advocate for closer relations with Western countries and downgrading the partnership with Russia.”

Topychkanov added that these groups could argue that Russia was starting to help Pakistan learn Russian combat experience, which could be used against India. “Thanks to the drills between Russia and Pakistan this argument may find supporters in civil and military bureaucracy of India,” he said.

Russia-Pakistan bilateral drills
Ever since the Pakistani military confirmed that Russian troops had arrived in Pakistan, social media users in India have been accusing Russia of “betraying a friend.”

When asked about how Moscow could deal with the loss of goodwill in what has traditionally been a pro-Russia country, Topychkanov said the Russian authorities would be better served to avoid bilateral military drills with Pakistan.




SCO could help improve India-Pakistan ties - Russian expert

“My advice would be to assure the Indian side officially that Moscow is interested in bringing military exchanges with Pakistan into the context of the Shanghai Cooperation Organization (SCO), in which both India and Pakistan are becoming member-states,” he said. “In other words, Russia should focus on military exercises with Pakistan in various multilateral formats, and avoid bilateral drills of Russian and Pakistani troops to prevent a negative reaction from Delhi.”


Topychkanov also suggested that Russia could request India to play a more active role in military, counter-terrorist, and counter-drugs cooperation in the framework of the SCO including trainings and drills.

“In exchange for Russian restraint in having bilateral drills with Pakistan, Moscow also may ask Delhi to take into account Russian concerns regarding military cooperation between India and the U.S., in the framework of which American military specialists may have access to advanced military technologies, transferred to India from Russia, or jointly developed by Indian and Russian scientists,” he added.

Drills in disputed areas?
There have been conflicting reports about the venue of the Russia-Pakistan drills. While officials in Moscow have given repeated assurances to India that the exercises will not be conducted in what India calls Pakistan-Occupied Kashmir, a Russian Ministry of Defense press release dated Sept. 23 said the drills would be held in the Gilgit range, which is a part of the erstwhile princely state of Jammu and Kashmir, claimed by both India and Pakistan.

The Russian Embassy in New Delhi called reports suggesting that the drills would be held in Kashmir “erroneous and mischievous.”

“The Russia-Pakistan anti-terror exercise is not being held and will not be held in any point of so-called ‘Azad Kashmir (as Pakistan calls the part of Kashmir it controls)’ or in any other sensitive or problematic areas like Gilgit and Baltistan,” the embassy said.

Topychkanov attributed the confusion to a lack of coordination between various government organs in Russia. “It seems that when agreeing on places of the drills with their Pakistani colleagues, the Russian Ministry of Defense didn't hold consultations with the Ministry of Foreign Affairs or the Presidential Administration, not to mention the expert community of Russia,” Topychkanov said. “Otherwise the idea to have the military exercise in disputed region would have never been born.”

Russia-India drills near Vladivostok
Russia and India commenced their annual counter-terrorism military drills near Vladivostok on Sept. 23. The exercises titled Indra-2016 involve 500 servicemen, about 50 weapons systems and vehicles, an unmanned aerial vehicle detachment and the Eastern Military District’s ground attack aircraft and helicopters.

Russia and India alternate hosting the annual drills, which also involve the navies of the two countries.

In contrast to the large-scale Russia-India drills, Russia has sent just 90 soldiers for the exercises in Pakistan, according to Topychankov.

Ties between Russia and Pakistan have warmed over the last few years, but Moscow insists that its relationship with Islamabad will not come at the cost of its longtime ally, New Delhi.

India is the largest importer of Russian weapons in the world. From 2004 to 2014, 75 percent of all weapons imported by India were of Russian origin. The countries are expected to sign major arms deals when Russian President Vladimir Putin visits India for the annual summit.

Russian, Pakistani Troops Practice Sabotage Operations in Joint Drills
Some 100 Russian and Pakistani troops took part in exercises involving reconnaissance and sabotage operations as part of the ongoing joint Druzhba-2016 ("Friendship-2016") drills in Pakistan, Russia's Southern Military District (SMD) said Monday.

CHERAT (Sputnik) — The drills involved the use of LPR-3 laser ranging devices and Strelets reconnaissance, control and communication complexes fitted with the Glonass satellite navigation system, according to the SMD.

"On October 3, Russian and Pakistani troops carried out joint reconnaissance and sabotage operations in the rear of an improvised enemy at a special forces training center in Cherat, Pakistan," the SMD press service said in a statement.

The troops had to detect and destroy an improvised enemy command post located in Cherat's mountainous terrain. The two countries' army personnel improved their reconnaissance and search skills, as well as concealing movements with the use of terrain.

The Pakistani Army and the Russian Ground Forces have come together in military exercises for the first time on September 24, with around 70 personnel from Russia's Southern Military District (SMD) mechanized infantry brigade, stationed in the Karachaevo–Cherkessian Republic, and a total of 200 troops in total taking part on both sides.

The drills are taking place at the Army High Altitude School in northern Pakistan's Rattu and at a special forces training center in Cherat. The exercises will last through to October 10.

Russia is a businessman so it may or will offer. However, it is another thing that it won't be for free.

Can't pay for 8 F-16 and dreaming of buying SU-35s and S-400 that considering the remotest of the chance these being offered to you. Aukaad Bhikhariyo Ki Aur Sapne Mehlo K.....Sekh Chilli K Hashin Sapne! Hahahahahahahaha!

Russia apne porane sathi ko nahi chor saktha hae... It will be big financial loss for Russia... Russia will not be able to affort it... just wait for few more weeks you will hear Russian president saying in India...

Russia se SU-35 , SAM 400 lene kelea paisa ka jorurat hae Pakistan ko... Pakistan ko Russia bheekh meh nahi dega...

You haven't realized the real purpose of the Russian-pak joint exercises. It is a clever trick arranged by India to have Russians meet up with your military and learn confidential info that will be passed to India. When soldiers between 2 countries become friends a lot of info is exchanged. Eg a Russian soldier could ask his paki counterpart how many days reserve ammo do you stock or what type of shells are stored here etc. And with mobile phones a lot of pix will be taken. All of this will be passed to India.
If you believe it is friendship you are mistaken - it is India's smart way of penetrating paki military installations. Same way think Iranian-paki navy exercises. Even more dangerous for pakiland.

It is a clever trick arranged by India to have Russians meet up with your military and learn confidential info that will be passed to India. When soldiers between 2 countries become friends a lot of info is exchanged. Eg a Russian soldier could ask his paki counterpart how many days reserve ammo do you stock or what type of shells are stored here etc. And with mobile phones a lot of pix will be taken. All of this will be passed to India.
