Its an irony that the common people In these parts of world couldn't afford 2 square meals daily and millions are starving but their armed forces had money to field million dollar Su 30s to fight their tribal
disputes :p

I think this is because there is border dispute between Uganda and Tanzania. Both countries have fought war with each other when Idi Ameen was a ruler in Uganda. Tanzania had easily won that war.
