Underwater capability of Indian Navy will get a shot in the arm with the in-principle decision of Ministry of Defence to place construction of two Strategic Operating Vessels (SOVs) on Hindustan Shipyard Limited.

The Request for Proposal (RoP) will be notified in a couple of months. Building two SOVs, also known as midget submarines each costing an estimated amount of Rs.3,000 crore will be a prestigious project. "We are expecting to ground work on the project by completing all the procedures by the year-end and deliver it in three years," HSL Chairman and Managing Director Rear Admiral N.K. Mishra told The Hindu on Sunday, declining to elaborate further.

'Midgets' on navy mind

New Delhi, Oct. 25: The defence ministry today ordered the building of midget submarines, also called "manned torpedoes", a super-special project to deliver and recover commandos in twos and threes.

Going by the innocuous abbreviation SOB/SDV, which expands to "special operations boats/swimmer delivery vehicle", the two midget submarines ordered to be built in an Indian shipyard have been approved for an initial cost of Rs 2,000 crore.

The navy projected a need for midget submarines, which weigh less than 150 tonnes, after the 26/11 attacks.

In a typical operation involving midgets, the commandos in it "swim out" of either a larger vessel (a ship or a larger submarine) or a berth at a coast, go underwater to the intended target, attach mines and return to base without giving up their location. Midget submarines are capable only of short-range operations.

The navy's marine commandos (MARCOS) will be expected to be given the midgets, which are also called "Chariots".

The decision to order the midgets marks the revival of a nearly 45-year-old project. A few were also acquired and based in Mumbai in 1975, a few years after Pakistan's navy too acquired midgets from an Italian firm.

They are part of purchases cleared by Defence Acquisition Council in New Delhi last week

The Indian Navy has received clearance to procure two Swimmer Delivery Vehicles (SDVs) to be used by its elite Marine Commandos (Marcos) for special operations.

The clearance was a part of the Rs 80,000-crore string of military purchases cleared by the Defence Acquisition Council in New Delhi last week. SDVs are mini-submarines carrying 2 to 6 divers for specialised maritime warfare tasks. They are also used for clandestine marine operations.

According to sources, the procurement, worth around Rs 2,000 crore, will include the Indian Navy and the ministry of defence (MoD) selecting either of the five government or two private Indian shipyards for building the SDVs.

"The selected shipbuilder will later enter into a joint venture (JV) with a foreign company to manufacture the vessels here under licence," said an IN source. This arrangement is under the 'Buy and Make (Indian)' category of the latest Defence Procurement Policy in 2011,
which was born during erstwhile defense minister A.K. Antony's regime. The government shipyards include the MoD-controlled Mazgaon Docks Limited, Goa Shipyard Limited, Hindustan Shipyard Limited in Vishakhapatnam, the Kolkata-based Garden Reach Shipbuilders and Engineers and the ministry of shipping-controlled Cochin Shipyard Limited. The private shipyards are operated by Larsen and Toubro, along with Pipavav and ABG Shipyards in Gujarat. "The vessels should reach the Indian Navy after around four years from the signing of the contract between the shipyard and the Navy. An empowered committee will inspect the shipyards and identify one based on its capacity, experience and expertise," the officer added.

The SDV procurement would be an "enormous" breather for the Marcos, who are currently without such a system after the Italian built Cosmos CE-2F/X100 two-man midget submarines was phased out.

Undersea equipment

Mini-submarines are used for clandestine marine operations like secretly inserting 'frogmen' into enemy waters, maritime patrols for reconnaissance and intelligence gathering and even rescuing sinking crew.

They can also be used for underwater inspection, laying sea mines against enemy ships or harbour patrols in shallow waters. The boats are a "relatively" easier system to manufacture compared to full-sized submarines but can also be weaponised with torpedoes if required.

A major advantage with the SDVs or midget submarines is their near-invisibility to Sound Navigation and Ranging (SONAR) systems due to their extremely small size and consequent low levels of noise.

Ship-towed SONAR or helicopter dropped 'Sono Buoys' have not been known to successfully detect midget submarines.

From a full-sized submarine, an SDV could be launched from the back where it is mounted.

A surface ship meanwhile could lower an SDV into the water using a crane.

The Japanese pioneered the use of midget submarines during the second World War with incredible successes against the United States Navy.

They were torpedo armed boats or 'human torpedoes' for suicide missions

The submarines would have a diving depth of around 400 meters, and will strengthen the MARCOS ability to carry out special underwater operations in high seas.
Could be specificallly for MARCOS!!!

Thats nice... The New GoI is keen on equipping our clandestine force with everything it needs to counter Pak infiltrations.

Midget submarines are essential wherein they can slip into the adversaries ports during war and effect destruction by harbour penetration.

They can also be used for clandestine operations as also for reconnaissance.

I hope the cost is wrong. 500 mil per sub is ridiculous for a midget sub around 200-250 tonne displacement.

I agree with you too..... the budget allocation does nt suggest a midget sub! Hell you could make a 1000 + tonne displacement sub with 500 mils!!

Agreed. The price is quite high. especially when you have a Scorpene sub of 1500 ton for 600 million, why does a 150 ton boat cost so much?

Italians were the best at that kind of mission in WWII. Japanese not so much. A study of Italian tactics, vessels and equipment would not be a bad idea even today.

Yes, I remember your drawing attention to the Alexandria raid by the three Italian Maiales.
