First fulfill the domestic requirements with quality and quantity. That is the yask set out for PSU, OFB and DRDO....
I'd like to go further into Industry set up. Its my Guesstimate.

Defense & Aerospace industry is basically Engineering industry. Engineering Exports of the country constitutes over 20% of total exports. Top Engineering segments of engineering exports can be broadly classified as:
1. Machine Tools
2. Electrical Equipments & Components
3. Pumps & Valves All types
4. General Engineering

Other sectors that can be related to defense are Technical Textiles which basically manufacturers specialised material for uniforms and logistics.

There are over 5000 MSMEs are involved in production of the defence related equipments.

Firstly, Overall SMEs in India constitutes India's bulk exports

Secondly, Even if we do not produce finished products, why cant parts & components be promoted. Is there any issue involved in doing so??

Thirdly, When India is benefittig from Offset policies. How are technology absorption going to help overall Indian Engineering Industry. Are only manjor manufacturers are going to benefit from such policy or it will be devolved to SME level manufacturers. When can this technology be further utilised to promote exports.

I need to understand what kind of competition is involved in the defense and aerospace industry globally. Apart from political & sensitive influences, how the markets are interacting. There can be many countries where there are also large number of MSME's involved in not so developed military infrastructure, where why cant Indian manufacturers tap the market with there frugal products.

Atlast, questining the justification of exports:

As understood, a country have different military requirements to fulfill its strategic needs. As incase of India, India doesnt goes with Merkeva, or Leapord if it well with Arjun or some other class. Same goes with many other countries. Then why not promote overall military industry in comprehensive manner. As does US or Russia, they customize their products according to their clients specific requirements. indian Industry can also do that....

India needs to build a military industrial infrastructure first. This would IMO
Take about 10 years if the government is serious,; then it would take another ten
Years just to satisfy India's own weapon appetite. So it would
Be about twenty years but India could always license snd joint development
With other countries . The mix India uses now is corrupt and time consuming
Using government politicians and private industry to produce a product
This why very few projects are completed on time or even completed.

Advance innovation, production and development. Stop Brain Drain. Take help from Indian private sector. Make paid media liable for puting up false news with ulterior motives.
