There was a report some time ago about Indian scientists developing paint which makes missile ranges longer by upto 20% as well as make aircraft more stealthy. Can anyone help in this regard?

Do you, by any chance, have links to that report?
A paintwork cannot change the range by 20% thats about 400 km for a 2000 km range missile which means if the missile originally had the range of hitting only Kolkata would now be able to hit Bhubaneshwar with the improved paint work. This is not possible.
