Finally a HAL project is beating the schedule by 2 years. hope this problem with new transmission do not delay the project much. Why HAL is so adamant to spend 100 crore ? I would prefer finishing the project in schedule any day over 100 crore.
they have been able to bring down the price by 47% in one shot rest assured there is room for more, what also has to be noticed is that they have very specifically given a timeline of 2015 which i have a feel is again a pressure tactic that is being used to drive home the message to snecma that HAL has a good 2 years to negotiate this out and/or get a new engine if need be for which 2 years are more than enough for integration.

over and above there is the bureaucracy to confront to make them understand why such a huge amount is being given to which the ministry of finance will have a lot of objections, along with that the CAG whose one adverse comment sets the DPSU bashers in media wagging and then all their future actions come under intense scrutiny so have to make sure they have been able to secure the best possible price and this hard earned tax payers money not meant to be just blown away.

BANGALORE: A dispute over fees may hamper French firm Turbomeca's chances of participating in the development of Shakti engines for Light Utility Helicopter programme.

Turbomeca has asked for a higher fee to fit the LUH, with Shakti engine, jointly developed with Bangalore-based Hindustan Aeronautics Ltd (HAL), prompting the state-owned defence undertaking to look elsewhere. "We have been in dialogue with other engine manufacturers," P Soundara Rajan, managing director of HAL's helicopter complex, told The Economic Times in an interview.

The LUH, which will have both civil and military variants, will replace the obsolete Chetak and Cheetah helicopter fleets of the forces. The Shakti engine currently powers the Dhruv Advanced Light Helicopter-Mark-III as well as HAL's Light Combat Helicopter.

However, the Shakti has a twin-engine configuration, and HAL has been re-evaluating its options in converting it to a singleengine platform on which the LUH is based. "We will have to take a call shortly on whether the twin-engine platform will be a good fit. This should be done by the end of the year. There are design and qualification changes that have to be worked out," Soundara Rajan said.

The country's largest aeronautics company will also have to consider certification issues, such as the changes in the gearbox design, in order to incorporate the Shakti engine into the single-engine LUH, he said. "There are a number of costs involved, plus efforts in design, engineering, qualification and certification. One has to look at economic viability. These are techno-commercial decisions that have to be taken," the helicopter complex managing director said.

It is yet unclear whether the French manufacturer has drawn up a fresh proposal for the programme. In response to an email questionnaire sent by ET, Turbomeca said the Shakti engine would be "well-suited to meet the propulsion requirements of the LUH programme".

"Therefore, the possibility of its installation on this aircraft is under discussions between HAL and Turbomeca," an email from the company said. Soundara Rajan has also confirmed that HAL-Turbomeca joint venture was not under evaluation. However, companies such as Honeywell and Rolls-Royce are believed to be in talks with the state-owned defence undertaking. General Electric and Honeywell did not respond to emails sent by ET.

In an email statement, Prat & Whitney spokesperson said: "Prat & Whitney is not in discussion with HAL for engines on the LUH". In a statement, Rolls-Royce declined to comment on specifics.

"Rolls-Royce has class-leading helicopter engines that are wellmatched to LUH requirements. An opportunity to power the platform, in collaboration with Indian partners, is of high potential interest and such collaboration would draw upon our over 200 million flight hours of helicopter engine experience and decades of working in partnership with Indian industry, to serve the needs of the Indian military . However Rolls-Royce does not comment on specific on-going campaigns," it added.

Discord between partners in the defence industry is nothing new. In 2002, HAL entered into a joint venture with a Russian consortium that included aerospace giants Irkut Aviation, Ilyushin Aviation Complex and Rosoboronexport, to develop a multi-role transport aircraft for India and Russia, only for Irkut to pull out six years later. The project got back on track only in late-2009.

The Cassidian-Larsen & Toubro JV also ran into trouble after government regulator, the Foreign Investment Promotion Board , rejected their earlier proposed equity structure. The three-tonne LUH has been designated as one of HAL's future flagship products.

Can some one plese enlighten me on the bolded part please. I am not geting the reason why Irkut had withdrawn from JV with HAL.

Can some one plese enlighten me on the bolded part please. I am not geting the reason why Irkut had withdrawn from JV with HAL.
IL-214 aka MTA... Irkut didn't pull out, it handed over lead to Ilyushin. It is not involved in development anymore but will be a producer.

The two contenders are Turbomeca offering the Ardiden 1H1/Shakti -- which powers HAL's Dhruv and Light Combat Helicopter -- and T800, manufactured by LHTEC, a joint venture of Rolls-Royce and Honeywell. Turbomeca's Shakti engine, which was to have powered the LUH (platform schematics), was dropped as a default choice following a reported fall-out between the company and HAL over license fees. The LUH is being developed to meet a requirement of 187 helicopters (126 for the Indian Army and 61 for the Indian Air Force).

LUH would essentially be a single-engine version of Dhruv. I don't see how having an already developed platform should even take this long. There are only minor design differences. And it is best to have common design base. Gets the job done faster.

A Step Ahead for Light Utility Helicopter



The first bottom structure assembly of Light Utility Helicopter Ground Test Vehicle
(LUH GTV) was completed and unloaded from the jig on September 22, 2012 in the
presence of Shri R. K. Tyagi Chairman, Shri P. Soundara Rajan, MD (HC), Shri M. S.
Srinath, ED (HC), senior officials and office bearers of various associations/unions.
LUH assembly jigs are modular and gaugeless jigs, concurrently designed along with
structure design using 3D CAD. There are five assembly jigs and a coupling jig
enabling modular and concurrent build- up of the structure. The jigs are built and
validated using state-of-the-art CAMS-Computer Aided Measurement System (Laser
Tracker) to establish high accuracy and stability. The latest concept of jig design and
build has resulted in smooth and flawless 'First off' structure build.

HAL's Light Utility Helicopter (LUH) taking shape




HAL's In House Publication have Informed that the first Bottom Structure and Tail boom for Ground Test Vehicle of Light Utility Helicopter (LUH) has been Launched in Presence of HAL chairman and MD , it was also informed that LUH assembly Jigs are modular and gaugeless jigs , concurrently designed along with structure design using CAD 3D .


Light Utility Helicopter (LUH) will replace the fleet of Cheetah and Chetak helicopters in Indian air force and Indian army , Both Military forces have requirements of 187 helicopters. Light Utility Helicopter (LUH) will be powered by single engined HAL/Turbomeca Shakti turboshaft, Twin engined HAL/Turbomeca Shakti turboshaft currently powers ALH Dhruv Helicopters and currently HAL and France are developing a Single engined Power House for LUH based on Shakti turboshaft.

i hope many LUH joins armed forces and many more enter civilian services, India's heli services are at rock bottom and this bird can turn things upside down

IL-214 is cancelled.
the name of MTA on russian side is il-214 afaik through net and news. rest the only change is that the project slipped from irkut to ilyushin (both russian govt companies.)
there might be new design on board. but yes there is an active mta project going on between russia and india.

Nothing can be done until the deal with Tubromeca is signed to redesign Shakti's gearbox.

Nope they will not go with shakti engine this time. Better to get one of the shelf from some one else.
