The congress uses saffron white and green and then in the middle it uses charkha or hand. If they use the Ashok Chakra and then print something else it becomes a violation. Just by using saffron white and green color does not constitute the Indian flag.

congress party flag is not national flag they can do watever they want with their tricolor
indian tricolor with ashok chakra is national flag.btw any incomplete tricolor without chakra cant be considered indian national flag.

but got the point we should follow the rules , never mind if no one follows traffic rules in my country
