We already have one that uses these calibres: 12.7×107 mm, 14.5×114 mm and 20×82 mm.

Therefore, are these augmenting the snipers of a battalion or giving, in addition, a sniper rifle to the Ghatak or merely buying new sniper rifles?

I think this is simply extension to RFI issued earlier which intends to augment & replace current Dragunov, Galils. As for the distribution, I think it'll remain to be infantry asset.
