Inundation is major problem and then acidic environment.

Though the article doesn't talk about the problem in detail, therefore the exact nature of problem can't be gauged.

Also a place which suffers from frequent inundations can't provide good foundation for the axle load that is required.

Also, fencing and fence maintenance will be a issue.
Plastic roads in the form of Mastic Asphalt are the first steps to counter acidic and saline corrosion.

PVC coated rebar and Chemical resistant concrete for road base. But will be costly.

Chemical resistant concrete for rock salt storage facility

PVC coated fence and fence posts. Might need an extra teflon coat for such extreme conditions over the PVC coat.

Looks familiar...
Bandvagn 206 (Bv 206) is a tracked articulated, all-terrain carrier developed by Hägglunds (now part of BAE Systems Global Combat Systems) for the Swedish Army. It consists of two units, with all four tracks powered. It can carry up to 17 people (6 in the front compartment, 11 in the rear), and the trailer unit can be adapted for different applications (see Variants section).

Are you sure this is the one we use?

This seems more like it...

Bronco All Terrain Tracked Carrier - Wikipedia, the free encyclopedia
Definitely not. BSF doesn't use Singaporean ATV.

But one vehicle that has made a big difference is the Italian-made ATV. "Thanks to these ATVs, our men can now patrol the vast terrain.
In Rann of Kutch, BSF rides high on unique vehicles - The Hindu

I thought Sisu_Nasu or Bandvagn 206 might have been purchased through their subsidiary in Italy, as searching a list of All terrain tracked carrier manufacturers didn't return any result.

But, with little poking around I found the below result.

Aris Saris BRAT 87D "San Bernardo" (2006)
It's amphibious without any particular preparation.

In use by the Corps of Italian Fire Fighting Brigades.

BRT San Bernardo is an all-terrain, two-module, amphibious tracked vehicle.

The front module cabin is made of self-extinguishing fibreglass and can carry 5 passengers plus the driver. The base version rear module consists of a large flat bed, suitable for material transportation. It is fitted with hooks for the safety fastening of encumbering loads.

The rear module can also be fitted with a 12 seats cabin or an ambulance unit, both with heating and lighting systems.

This company is based in Italy and manufactures ATTC.
This is most probably what is in the inventory of BSF.

ADDED LATER:

July 2013 Proud to be of use: Indian Border Security Force "rides high on unique vehicles ...", so says an article published in the Indian Magazine "The Hindu" concerning the intensive use of ARIS BRT "... in one of the most inhospitable terrains" where IT "has made a big difference" (read article http://m.thehindu.com/news/national...s-high-on-unique-vehicles/article4866723.ece/)

what is the current scenario in the indo china border?
can we discuss and elaborate on the following points?
1: Overview of Infrastructure on Indian side of the Indo-China border.
2: Comparative study with Chinese Infrastructure on the border.
3: How India is planning to strengthen its position along the border ?
4: Discuss programs initiated by India to match and counter the Chinese aggression.
5: Discuss weapons systems that can be used specifically in these regions, in case of a future war, which could be either defensive, or if we start a campaign to capture more territory to gain diplomatic leverage.
6: Future scenarios, solutions

IAF to operationalise air field in Arunachal Pradesh near China border

SHILLONG: In a bid to bolster military infrastructure along the China border, the Indian Air Force is set to operationalise its Vijaynagar Advanced Landing Ground (ALG) in Arunachal Pradesh on Wednesday.

Eastern Air Commander Air Marshal R D Mathur and Eastern Army Commander Lieutenant General Anil Chauhan will jointly inaugurate resurfaced Vijaynagar ALG on September 18, Defence Spokesperson (Shillong) Wing commander Ratnakar Singh said today.

The officials will land at Vijayanagar ALG in AN-32, a turboprop twin-engined military transport aircraft.

Vijaynagar is situated in a remote corner of the state and is not connected with any motorable road. The area is important as it is close to the borders with China and Myanmar.

A total of eight ALGs have been revived for operations by the Indian Air Force as part of steps to strengthen military infrastructure along the China border.

Other seven ALG which have been made operational by EAC are Pasighat, Mechuka, Walong, Tuting , Ziro , Along and Tawang .

Vijaynagar ALG has been non-operational for fixed-wing operations since 2016 due to want of repair and upgradation its facilities there.

Rohtang tunnel likely to become operational by May 2020
Latest reports suggest that the 8.8 km long Rohtang tunnel that is being built on Leh-Manali highway might soon become operational. An official spokesperson informed this, further adding that utmost efforts are being made to make this tunnel operational by May 2020.

Once inaugurated, this tunnel will become one of the longest road tunnels in the country, being built at an elevation of 10171 ft under the Rohtang Pass. And with the opening of this tunnel, it will reduce the distance between Lahaul-Spiti’s administrative centre Keylong and Manaliby around 45 km. This will also help the Leh-Manali highway to remain open to traffic even during winters, thereby benefitting residents of Himachal Pradesh's tribal district Lahaul-Spiti and newly the formed union territory, i.e., Ladakh.

The government official also informed that Union Defence Minister Rajnath Singh recently called upon Himachal Pradesh Chief Minister Jai Ram Thakur and urged him to expedite work on Rohtang tunnel to ensure proper connectivity to Lahaul-Spiti district. The Union Minister also requested to improve the conditions of roads that are maintained by BRO, which were not in good condition.

Rohtang Pass remains open to road traffic for only five months in a year, as it receives heavy snowfall during the winter months. Therefore, this tunnel is looked upon as a hope to ease the travel of both locals and tourists.
