The battle for influence in the Nepal Himalayas between India and China is hotting up, with Prime Minister Narendra Modi expected to tell Nepal counterpart K P Oli that he can award as many dam projects as he likes to China, but India will not be able to buy the energy produced.

Modi’s tough message to Kathmandu — Oli’s three-day visit starts Friday — will be couched in the niceties of diplomatic prose, but there will be no denying “India’s red lines,” a senior government official told The Indian Express.
One particular dam project, the $2.5-billion Budhi Gandaki project, on a river by the same name in central-western Nepal, is increasingly becoming the centrepiece of this tug-of-war between Delhi and Beijing.
This is because the Budhi Gandaki was awarded in June last year to China’s Gezhouba Group, weeks after former Nepal Prime Minister and Maoist leader Pushpa Kamal Dahal, or ‘Prachanda’, decided to join China’s Belt and Road Initiative. But within months, Nepali Congress leader Sher Bahadur Deuba had taken over from Prachanda as Prime Minister, and by November he had cancelled the dam project, saying the agreement to build it had been done in an “irregular and thoughtless manner”.
On the streets of Kathmandu, when Deuba cancelled the project, it was common talk that “India had persuaded him to do so”.
But last month, Oli told the South China Morning Post that he intends to revive the Budhi Gandaki, come what may. “Politica prejudice or pressure from rival companies may have been instrumental in scrapping the project. But for us, hydropower is a main focus and come what may, we will revive the Budhi Gandaki project,” he was quoted saying.

According to Oli, Nepal urgently needs to develop hydropower as an alternative to the highly expensive petroleum that it fully imports, most of it from India. Nepal’s fuel import bill is said to have trebled in the last five years.

So when Modi and Oli push a button in New Delhi, that virtually lays the foundation stone of the $1.5 billion, 900 MW Arun III hydro-electric project in the Sankhuwasabha district of eastern Nepal, the Prime Minister’s message of cooperation with Nepal will have a strategic caveat to it.

The senior government official said India would unroll the red carpet for Oli and his 53-member delegation during their three-day visit, but he would also hear about Delhi’s “red lines,” especially in the energy and security sectors.

It is likely that India will buy a large chunk of the power that is produced by the Arun III project, being built by the Sutlej Jal Vidyut Nigam (SJVN), a public sector undertaking, much on the lines of its hydro cooperation model with Bhutan. That model envisages India buying back a large chunk of the power it helped produce in Bhutan’s rocky geography.

Indian sources said similar terms could be applied to Nepal, but on the condition that Indian public sector or private companies be involved in building dams in Nepal. “You cant expect India to buy power from a Chinese-built project. Let Nepal take Chinese assistance to build those dams and let China buy back the power produced from there,” the government official said.

Analysts said this might put a spanner in the works for Nepal’s plans with China, because it might be difficult to build electricity transmission lines along the rocky terrain on the China-Nepal border to carry electricity back to Tibetan or other Chinese towns. China’s Three Gorges Corporation has been given a second dam project to build in Nepal, while India’s GMR and SJVN will build two projects.

Official sources said they were still discussing with the Abdulla Yameen government what the real issue was but a top Maldives government source told TOI that Male wanted a Dornier maritime surveillance aircraft instead of the "Dhruv" Advanced Light Helicopter (ALH) which India had given to Male.

NEW DELHI: Citing continuing support to cross-border terrorism from Pakistan, Indiasaid today it was difficult to proceed with the South Asian Association of Regional Cooperation (SAARC) initiative under current circumstances.

The issue of organising the SAARC Summit came up for discussion during a meeting between Prime Minister Narendra Modi and his Nepalese counterpart K P Sharma Oli, who is in India on a three-day visit.

"The prime minister (Modi) mentioned that he very enthusiastically participated in the Kathmandu (SAARC) summit, but given the current state of play where there is cross-border terrorism - and this is a disruptive force in the region. It is difficult in such circumstances to proceed with such initiatives," Foreign Secretary Vijay Gokhale told reporters.

SAARC Summits are usually held biennially hosted by a member state in alphabetical order. The member state hosting the summit assumes the Chair of the Association.

The last SAARC Summit in 2014 was held in Kathmandu, which was attended by Modi.

The 2016 SAARC Summit was to be held in Islamabad.

But after the terrorist attack on an Indian Army camp in Uri in Jammu and Kashmir on September 18 that year, India expressed its inability to participate in the summit due to "prevailing circumstances" and stepped up diplomatic pressure on Pakistan. Nineteen Indian soldiers died in the attack.

The summit was called off after Bangladesh, Bhutan and Afghanistan also declined to participate in the Islamabad meet.

Maldives and Sri Lanka are the seventh and eighth members of the initiative.

During his visit to Kathmandu last month, Pakistani Prime Minister Shahid Khaqan Abbasi sought Oli's support for convening the SAARC Summit in Islamabad.

Abbasi has also urged Sri Lankan President Maithripala Sirisena "to play his role for early convening of the summit".

"While India is very supportive of all regional connectivity and regional cooperation issues, the views expressed by the prime minister (Modi) was Prime Minister Oil was well aware of the circumstances," Gokhale said.

The foreign secretary said the Nepalese prime minister told Modi he was looking forward to host the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation Summit this year. BIMSTEC excludes Pakistan.

Oli also gave a "positive reference" to the sub-regional Bangladesh, Bhutan, India and Nepal (BBIN) initiative, Gokhale said.

This statement is true for every single country that is salivating in the mouth for Indian defence contracts. There is no real alternative other than a domestic Military Industrial Complex. And by that I dont mean DRDO.

India and Sweden seem to have finally buried the ghost of Bofors with Prime Minister Narendra Modi’s visit to the country this week – the first by a head of government in three decades – concluding with an agreement to focus on defence ties and security cooperation, among others.

The Bofors scandal, which hung like an albatross around the neck of successive governments in New Delhi since 1987, had soured the relationship between India and Sweden. But ties have slowly come back on track in recent years, so much so that Swedish arms company Saab is now a formidable player in the Indian defence market.

Modi, in his speech in Stockholm Tuesday, said the two countries were aiming for a “win-win” partnership. He also lauded the countries’ past partnership in defence, expressing confidence that new opportunities in defence production would be created in the future.

“Sweden has been India’s partner for a long time in the defence sector, and I believe that in the future, in this area, especially in defence production, many new opportunities will be created for our cooperation,” the PM said.

Indian Army to train in Malaysia

In less than two weeks from now, about 90 battle-hardened soldiers from the Indian Army will leave for the thick and lush jungles of Malaysia’s Selangor, a Maoist bastion in the 1950s, to exchange ideas, tactics and techniques with one of Malaysia’s finest jungle and guerrilla warfare exponents.

Besides Selangor, Kelantan, Perak, and Johor were among the most active areas for the Maoist insurgents.

The Exercise “Harimau Shakti”, literally meaning ‘tiger strength’ is particularly significant because :clap2:Malaysia is one of those very few countries globally that has successfully exterminated organized insurgencies:clap2: even as India’s fight against insurgency across many regions continue.


Detailing the exercise in Selangor’s Hulu Langat, Colonel Aman Anand, spokesperson of the Indian Army, told this newspaper: “It is the first iteration of this exercise that is happening in Malaysia that too at a much larger scale including the field training phase involving operations in deep jungle terrain.”

“From the Indian Army side, one of the oldest and proudest battalions of the 4 Grenadiers (CQMH Abdul Hamid, PVC) will train together with the 1, Royal Ranger Regiment, a unit considered to be a master in jungle warfare. Both sides have great experience in counter insurgency and counter terrorist operations so we expect to learn a lot from each other,” he added.

In course of its history, Malaysia has endured two serious internal security challenges, termed ‘emergencies’ in the form of armed insurgency by Maoist communists. While the first emergency continued for 12 years from 1948 to 1960, the second lasted for 21 years from 1968 to 1989.

Initially finding that conventional tactics like cordon and search operations not working, the Malaysian state resorted to raising of Special Forces which attained huge success. One of the first moves comprised recruiting the aborigines to set up special paramilitary forces like the Sarawak Rangers which was renamed as the Royal Rangers regiment in 1963.

About 113 soldiers from the Malaysian Army’s Royal Rangers regiment are expected to participate in the two-week-long exercise that ends on May 13. Both the armies’ will use the M4 A1 assault rifle—one of the favourites of Special Forces’ commandos across the world for its lightweight and accuracy.

While the main aim of the exercise is to enhance army to army coordination and cooperation with a focus on counter terror and counter insurgency in jungle terrain, the operational exchanges between the two teams will include search and destroy operations, staging attacks on enemy camps, mounting an ambush, jungle survival tactics, handling and countering of IEDs etc.

In 1960, the Malaysian government had pushed the remnants of the Maoist movement to the Malaysia-Thailand border from where they again raised the banner of rebellion in 1968 only to be completely quelled in 1989

Joko Widodo in the next couple of weeks. Among his engagements, Modi is expected to announce an Indian hospital in Sambang, which is just over 700km from Andaman & Nicobar islands. Luhut said the Jokowi government wanted India to invest in an economic zone in that same area, which is not particularly developed. There is speculation that Modi might undertake a sea journey to Sambang to highlight how close Indonesia is to India, but sources say defence and space would be areas of cooperation during Modi’s forthcoming visit.

“Indian coast guard ships now make regular visits to Indonesian ports and emphasize the closeness between the two countries. The Indonesian side has expressed interest in getting commercial investment in the port of Sabang, which is the westernmost point of Indonesia. This port has a deep draft but rudimentary facilities,” said Gurjit Singh, former ambassador to Indonesia.


Questioned about Indonesia’s response to OBOR and China’s decision to station missiles on the disputed Spratlys in the South China Sea, Luhut said it was a “sensitive matter”. He said they had raised the issue with the Chinese side, but “in a friendly manner.”


Luhut said, “I spoke with my Chinese counterpart about the 9-dash line. They don’t deny that Natuna island is ours. But then the 200-mile EEZ is also ours and that goes beyond the line. I ask why they are claiming the South China Sea. They say they have a historical claim, its part of the sentiment of the mainland, and it was the route taken by the Chinese explorer Zheng He. I said if this is true, then, when Krakatoa exploded, Indonesian ash settled around the world including Beijing, and we could claim this.” After years of denying they had a problem with China’s claiming the seas and territory around, Indonesia renamed its sea the Natuna Sea.


In fact, in a rare admission, the Indonesian minister, considered to be very close to Jokowi, described OBOR as a “Chinese proposal”. “We do not want to be controlled by OBOR. We would like it to link to our maritime policy, of a global maritime fulcrum.” Chinese premier Li Keqiang was in Jakarta earlier this week pushing OBOR projects with the Jokowi government.


“India-Indonesia relations are important for the balance of power in Asia,” Luhut said.

Good initiative. IN needs to be able to monitor entrances to IOR. Wether we like it or not Mediterranean and south china sea and near abroad and need some presence or tie up with neighborhood.

India seeks to assist SE Asia's biggest country Indonesia in developing port in Aceh closer to Andaman & Nicobar Islands as part of Indo-Pacific strategy enabling to balance China's

Belt and Road Initiative . This is in keeping with the bilateral maritime partnership that will be expanded during PM Narendra Modi's May 29-31 visit to Jakarta.

The two countries sought to firm up the strategy for maritime security partnership ahead of Modi’s visit through ongoing trip of Indonesia’s Coordinating Minister for Maritime Affairs Luhut Panjaitan. “Indonesia does not want to controlled by Belt and Road Initiative. Indonesia follows an independent foreign policy and is not aligned to one big power or the other like India. Jakarta has good relations with Beijing but wants to balance BRI. We are focusing on Indo-Pacific concept and global maritime fulcrum is necessary as a balancing tool,” Panjaitan told a select audience here

Indonesia is too a big country to lean towards either USA or China like India, the Minister emphasised, adding, “India and Indonesia should look to expand maritime security partnership to cover counter-terrorism and anti-piracy operations.”

Referring to China’s claims in the South China Sea (SCS) region and militarisation initiated by China in SCS, Panjaitan, a senior Indonesian and former Army General, said, huge amount of global trade passes through SCS and Indonesia refuses to accept power projection in SCS by any one power. It may be recalled that Jakarta and Beijing have had differences over Natuna Islands of Indonesia following China’s broad territorial claims in the South China Sea

The Minister informed Delhi is also planning to develop port in the strategically located Sabang region of Indonesia.


India and Indonesia in March held their first ever infrastructure meet including in maritime sector amid push by both countries to increase their partnership in the Indo-Pacific region. A high-level delegation of nearly 30 plus Indian CEO’s from infrastructure sectors focusing on Port, Power, Airport, Water Resource Management, Hospital Managements Systems and Health Service, Industry 4.0 and IT solutions for Infrastructure Projects, with leading Indian companies like GMR, GVK, Adani, Larsen & Toubro, Tata Power, TCS, Tech Mahindra, Adani, Max Hospitals, Narayana Health, WAPCOS, EXIM Bank, Jet Airways, IOCL amongst several others were present.


Industry counterparts from Indonesia of more than 80 companies in infrastructure sector including Pertamina (Oil & Gas), Garuda (Air connectivity), Angkasa Pura (Airports), Pelindo (Seaports), Jasa Marga (Highway Management), along with officials of BKPM, Ministry of State Owned Enterprises and Ministry of Health also participated at that meet.

India will hold its first naval exercise with Vietnam next week, as part of the overall strategy to steadily build military ties with nations in the Asia Pacific region with an eye firmly on a confrontationist and expansionist China, even as defence minister Nirmala Sitharaman is slated to visit Hanoi next month.

Three Indian warships on operational deployment to South East Asia and North West Pacific region, stealth frigate INS Sahyadri, missile corvette INS Kamorta and fleet tanker INS Shakti, will enter the Tien Sa Port (Danang) on Monday.

“From May 21 to 25, there will be a professional interaction between personnel of the two navies, official calls and interaction with dignitaries of the Vietnamese Government. On completion of the harbour phase, warships from the two navies would be undertaking the exercise,” said Navy spokesperson Captain D K Sharma.

With defence cooperation being a vital component of the “comprehensive strategic partnership” between the two countries, Sitharaman is scheduled to visit Vietnam in June to further bolster bilateral military ties. The chief of general staff of the Vietnam People's Army and the commander-in chief of Vietnam People's Navy are also slated to visit India later this year.

The two countries are wary of China’s aggressive tactics in Asia-Pacific, especially the contentious South China Sea, and have steadily cranked up their bilateral military ties over the last few years. There have also been a series of high-level visits to Vietnam, with PM Narendra Modi visiting Hanoi in September 2016 and announcing a new $500 million defence line of credit.

After inking a “joint vision statement on defence for 2015-2020” in May 2015, the two countries also decided to elevate their “strategic partnership” to “comprehensive strategic partnership” during Modi’s visit in September 2016.

India has also offered the BrahMos supersonic cruise missiles as well as the Akash surface-to-air missile defence systems to Vietnam.


India is also set to train Vietnamese fighter pilots to fly the Sukhoi-30 fighter jets, much like it has been tutoring sailors from that country on the complex art of operating Kilo-class submarines for the last four years, as earlier reported by TOI.

Apart from regular port calls by warships, the Indian Navy cooperates with the Vietnam People’s Navy on a wide range of issues from operational interactions and training to logistics support and exchange of experts.

India, of course, has also stepped up defence cooperation, ranging from expansion in military visits and exercises to training and technology-sharing, with other Southeast Asian countries like Singapore, Myanmar, Malaysia and Indonesia.



As for the South China Sea, India has repeatedly stressed the need for all to respect the freedom of navigation in international waters, right of passage and overflight, unimpeded commerce and access to resources in accordance with the 1982 UN Convention on the Law of the Sea.

Knowing about the Malaysian army, I'm pretty sure the flow of expertise, information and skills is going largely one way (from us to them).
Never underestimate anyone. There are slight details that can be learned from anyone else we can never be too sure about following our own procedures correctly. :)
