It depends on who will win IAF mrca2.0 if Rafale win then navy will also go for Rafale . But political pressure might prefer f18 but that contract would be signed after 2025.

Will Boeing set-up a plant in India for the F-18SH Block 3 only for 57 carrier aircraft no. Neither is D assault setting up a line for Rafale at 36 aircraft. Only an idiot would. If the order book goes over 100, one can easily expect a local assembly line. Let's see what transfer has Dassault made for the Rafale. Apart from some nuts and bolts. Let's see what grand manufacturing the French will offer for a bigger deal.

The US has set-up more assembly lines than any other fighter jet manufacturing country so their record vs your claims mean nothing, akin to a fly farting in the wind. Even with 57 aircraft for the IN, one can easily expect local manufacturing much the current Rafale on the Super Hornet. Offsets are part of every deal.

Indian AF openly tendered and compared the 6 fighters and the two were down selected for various reasons. Same case IN has sent out the RFI for the Advanced SH and Rafale.
