Actually , I see a sort of pattern , a rebellion sort of from those administrators/babus who don't want to move from status-quo , and are reluctant to do their said duty. That's why we had order promulgated by Cabinet Secretary for premature retiring of such , which also specified on "integrity" as a requirement for service.

What's wrong in asking public opinion for something which is widely affecting end users ?? I see this is the best way to make good regulations regarding internet, this is our idiotic media doing their duty to malign BJP's image, but that doesn't mean government should not seek public opinions. My point is they should continue doing it, I don't think BJP has lost any political capital because of this shitty propaganda, public do understand the difference between draft & law, plus they do appreciate the gesture of putting such drafts in Public forum. BJP should be fearless while engaging with people in such issues.
