Outgoing army chief VK Singh has cautioned that the war-waging capability of the army has been hamstrung by long delays in procurement decisions. This contention is backed by the International Institute for Strategic Studies (IISS), a leading authority on political-military conflict.

The challenge for India, says the UK-based think-tank, is the inability to fully disburse funds because of corruption, bureaucratic delays and inefficiencies in procurement. India does not suffer from a shortfall of funds. New Delhi is the world's leading arms purchaser. Its defence budget rose nearly 12% last year.

The recent contract to buy combat aircraft from France's Dassault Rafale is called "the mother of all deals". Yet, India will be playing catch-up with China for years to come. After this budget, due later this week, India's total military expenditure is expected to be still shy of $40 billion.

Hey,

This is happening in the present army of india. There was only a chief staff of army who turned againt the government of india.

We have been watching the exposure of scandals one after the other from which we can conclude that most of the Neta's and Bureaucrats and private business owners are only focused in sucking the life out of India. What I would like to know from those of you who are nationalistic to the core, how we can bring the changes in the system through out India which is transparent and accountable to the citizens of India. How and what measures can be put in place which are practical and deliver the justice to our Bharatvarsh? How we can introduce a system to speed up the trial of anti India elements which includes tax evaders, bribe takers and people who bribe officials, bureaucrats who bend the rules to accomodate their friends and relatives.

What I need is the list of steps required to turn the present system upside down and overhaul to make it foolproof to put an end to corruption in majority of situations.

La Man, Its so simple- Vote like you are a Homo Sapien.(You= Indian Society)

There is nothing a govt cant do- all it takes is commitment.

1. If there is too much bureacracy - All the Govt needs to do is do away with it and modernise it
2. If there is no transparency- the govt can change the process into a transparent one.
3. If the judiciary is holding us back- then of course the govt can amend the laws and make judiciary more potent.
4. Corruption? Of course the govt can reduce the corruption by making the system more transparent and Improving the Judiciary

You can ask about anything that does not involve the behavior of the Society- I can say Good govt is the answer.

And For getting a Good govt- we should get out of the medieval time warp about Castes, Religion and Bull Shit and vote for the govt which provides us these improvements instead of voting for Caste, Religion and stuff. Any Takers?

The biggest problem is that given the size of defence deals, each of the player is willing to go to any lengths to bag a contract. And there is no dearth of people willing to play along. Defence equipment being specialized, you have only a handful of players manufacturing a particular weapon system in the world. By blacklisting some of them, the choice goes down further. And when one of the equipment does get selected after lengthy trials, the others try and scuttle the deal by open and anonymous allegations (real or unreal) of impropriety.
One solution is rapid indigenisation, which we have not been able to achieve despite 60 years of organizations like the DRDO and Ordnance Factories. Even when transfer of technology of equipment takes place, the quality control in our manufacturing leaves a lot to be desired.
